Dear Your Exellency, As Russia continues its operations in Syria to combat extremist elements and secure the region, the situation remains increasingly complex and tense. Both France and Thailand have progressively deepened their involvement in the conflict, with growing numbers of foreign forces operating on the ground and in the air. This development underscores the urgent need for all regional actors to coordinate efforts in addressing the common threats posed by extremist groups. Additionally, the rise of a pro-communist government in Türkiye presents a significant threat to both Russia and Ukraine. As Türkiye conslidating power within its new political elite, the GRU expects more aggressive policies in the region, it becomes imperative for both of our nations to strengthen the security situation in Syria. Ensuring the stability of Syria is not only crucial for regional peace but also for our mutual interest in countering any destabilizing influence from external powers, particularly those with ideologically-driven motives. In light of these developments, The Russian Armed Forces hopes to initiate a dialogue with its ukranian counterparts to discuss potential military cooperation on counter-terrorism operations in Syria. Given the common threats facing both our nations, we believe that collaborating on the ground could significantly contribute to ensuring regional stability and securing our interests. It is in our shared interest to work together, particularly as both of our countries confront external challenges to our sovereignty and security. The Chief of the Russian Navy has outlined several areas where cooperation between our two nations could prove mutually beneficial, focusing on the following:
We propose that Admiral Viktor Chirkov, representing the Russian Chiefs of the Defense Staff, meet with his Ukranian counterpart to discuss the situation in Syria, understand avenues of cooperation, and how both our nations can cooperate to protect Syria, its Christian population, and maintain security in the Levant. . Please advise on how to proceed with this initiative. I will remain available to support this effort in any capacity as needed.
