Greetings, it is with great adulation that I congratulate you on creating stability and order within your government. Nigeria, as Africa's oldest active government offers it hand to its fellow African nations whenever it can, and we hope that a strong bilateral relationship may exist between our two countries. We can start by opening trade routes, Nigeria operates an air fleet that would be quite easily capable of flying goods into and out of Sudan to open trade, we could also use these trade aircraft to ferry in goods from other nations, our independent trade federation is quite impressive. Further we would like to invite members of your government to Nigeria where we can discuss your future plans for Sudan and its people, and we can gain a better understanding of one another.

We are most pleased to have someone on our continent who understands Africa, who understands her diversity and potential, who does not see all Africans as the same. We are eager to work with your government to promote Africa and bring her into a new era. We are most happy to hear of your eagerness to cooperate with us on a broader level, we would welcome Sudanese students into our universities, and we would welcome Sudanese visa workers if you wish for such a program to enrich your own tax base, as well as provide labor to our economy. Further, we would welcome an official cultural exchange treaty, that allows the free travel between our countries for the purpose of short term visits with only a passport, and further helps facilitate student exchange programs and business exchange.

Dear Minister Onwuliri,

You are proposing rather a lot of agreements; Student exchanges, greater immigration and free travel. This all sounds good.

However, we are aware of your governments invasion and occupation of Benin. This does not please us at all; we do not wish to work so closely with a country that takes pride in Africa and its peoples on one hand, and deprives Africans of their liberty and culture on the other.
Consequently, we cannot put our citizens at risk by encouraging them to emigrate to your country.

That is our stance for the given situation. We are open to working with Nigeria, but not too closely that it jeopardises our morals and principles.

Sir, I must say you are most mistaken, no Nigerian soldiers have ever been deployed in Benin, and we do not currently occupy the country. We wish to work closely with all active African nations, while the people of Benin to indeed suffer under a dark government and while smuggling and illegal immigration are a real issue along our border, we have not deployed troops there. Our government has no plans to do so. This despite the fact of calls for unity from our own tribal leaders seeking to unite their cultures.

We hope this clarifies the facts. We do not occupy Benin, and we have no plans to do so.
