Hello and Congratulations it is with great joy that Nigeria welcomes a stable and proud Russian government to the international stage and we are especially interested in a strong bilateral agreement with Russia based around a joint defense and economic understanding. We are of course most interested in Russian defense equipment and we know that Russia dating back as far as the early 1900s has sought to develop and strengthen Africa and other developing parts of the world. We hope to work alongside Russia in the future.

In the immediate future we seek upgrade packages for our Hinds and T-72s already in service and we would be most interested in the Su-25.

Greetings,

We too are very interested in renewed relations with Nigeria and would very much like to set up a free trade agreement between our nations. However in regards to defense equipment the main resource for that is the RUSDefense catalog. Usually for equipment not on the catalog a Special Order membership is require. In your case however you only require upgrades yes? I am no expert on this equipment so I will need to ask some questions. What is the make and model of the Hinds and T-72s? As in, what variants are they?

We would certainly sign a free trade agreement with the Russian Federation as well as Free Cultural Exchange agreement and a treaty of friendship.

As for the defense purchases, I figured I would contact you directly considering none of the equipment we seek is on the RUSDefense Catalog we would be very interested in acquiring a special license for such purchases. As for our equipment in need of upgrading we would like to upgrade our Mil Mi 24A type Hinds to the Mil Mi 24VM type Hind. We would like to upgrade our T-72 'Ural' tanks to T-72B3M tank. We would then be interested in negotiating the purchase of these upgraded versions of equipment to finish our stocks.

If you would like we can set up a proper meeting to discuss both agreements in person?

The upgrade cost for the Mil Mi-24VM Hind Assault Helicopter will be $9,600,000.00 while the upgrade for the T-72B3M will cost $444,000.00. This is due to the extensive nature of the upgrades from their first introductory model to these more up to date one. As the Minister of Defence told me upgrading the original T-72 into the T-72B3M will be no simple matter as the angle of the front plate was changed between models. While I myself am no expert that sounds difficult. However to purchase fully upgraded vehicles of those two variants you will need to purchase the Special Orders Package. This costs One billion USD and affords your country full access to our line of equipment. There is a few notable exceptions of course.

As for the upgrade packages and special orders package, we will be purchasing the latter immediately, and we will ensure that technical specialists are included at our meeting to further discuss upgrades and defense purchases that will surely strengthen our armed forces as well as our bilateral relations.

I apologize so let me clarify my message, I would be most interested in meeting to discuss trade agreements and cultural exchange treaties, as it is likely that Nigeria will be interested in securing an exclusive domestic arms purchasing deal, to outfit our ground and anti air units, this agreement will be complex, and highly important to our national security, as such I was suggesting that a simultaneous meeting be conducted alongside our meeting between defense technicians and officials of both nations.

I assume that upgrade packages would be discussed at this simultaneous meeting alongside the ground and potential air contracts.

Again I apologize for any confusion on intent or meaning on my part, but the supplying of Nigerian arms has become tricky given the volatility of governments. It appears I combined my thoughts and did not properly express them.

We are hopeful to obtain a single provider for our land forces this will allow ease of logistics as well as a much more organized order of battle. This being a vital national security interest we simply find it more fitting to conduct negotiations of such a deal in person.

As for our own foreign relations focused meeting I am hopeful that our discussions will be most fruitful and am excited about what Russia and Nigeria have to offer one another. We would suggest that the meeting take place at the earliest convienence of both parties as I am available to travel now.

Privately, Viola Adaku Onwuliri, the Nigerian Minister of State and two technical experts from the Department of Defense would depart from Abuja on a private commercially chartered Jet. They would fly to Moscow. As they approached Russian air space they would notify the Russian Foreign Office of their impending arrival.

Upon approaching Russian airspace and after the Russian Foreign Office had received that they were to arrive soon the aircraft would be granted permission to enter. They would be told to go to Sheremetyevo International Airport and make a landing there. The air port in question would slot the Nigerian aircraft for a landing and make room in the busy schedule. Airport security would be on high alert to ensure the safety of the guests upon their arrival.

The Nigerian aircraft would land carefully and within the schedule ordered by the Russians at Sheremetyevo International Airport. Upon landing the small delegation would disembark their aircraft. Preparing to greet the Russians.

Upon disembarking into the airport the Nigerian delegation would be met by airport security."Due to the situation at hand we will need to await an armed convoy to come and pick you up. I am sorry for the inconvenience." the lead security officer would state. The situation at hand being the one at the embankment. With the missing Australian diplomat the Russian government wanted to be sure not to lose any more diplomats from other nations. Two Tigr GAZ-2330 would be fueled up and sent to the airport driven by Motorized Infantry who wore full Ratnik gear. They were armed with AK-12 assault rifles loaded with thirty round magazines and eight more loaded thirty round magazines in their ammo pouches. There was two motorized Infantry per vehicle with one on the mounted machine gun. The airport security would await their arrival and upon arriving would hand the Nigerian delegation over to them. The Motorized Infantry opening the door for them without a word and awaiting them to enter.

The Nigerian delegation would be extremely understanding of the security protocols, their own nation recently being the victim of a terror attack, and would comply with all commands from the Russian Security Personnel. With the arrival of the armed convoy, the Nigerian delegates would enter the Armored personnel carrier with its doors a jar and prepare for their trip to the meeting. They would go over their technical military documents as well as the proposed treaties.

Once everyone was in the armored vehicles the doors would be shut and they would embark to their destination. The convoy of two would drive to the Ministry of Foreign Affairs of Russia main building taking the most direct route. Once there they would go into the parking lot and park in the VIP spots. Two of the Motorized Infantry would dismount and then escort the Nigerian delegation inside. Going through hallways they would pass through a high alert security checkpoint. Eventually the three delegates would be brought up to Anna Markova's Office where they would be let in and the door would be shut behind them."Ah! i was expecting you. Please, each of you take a seat. Unfortunately our Minister of Defence has his hands full, but I believe I am qualified to handle this meeting."
She would say as this private meeting began.

The Nigerian delegation would follow along to secured room for the meeting. Once inside, Viola Adaku Onwuliri, Nigerian Minister of State, would speak.

"Thank you for working us into your schedule. We are most sincerely sorry for the loss of life that has occurred in Russia due to terrorism, recently being the victim of terror ourselves we certainly empathize with your government. If there is anything we can do either here or through the Confederation of Independent States, please let us know.

Now as for the official reasons for this meeting, I am confident I will leave here with both a treaty of friendship as well as a strong arms agreement. We believe it is possible for Russia to meet all three spheres of needs for our armed forces on land, air, and at sea. We are hopeful that a contract will be capable of being met. Specifically we are most interested in the upgrades discussed earlier as well as anti air defense systems, artillery, and personnel equipment to improve the effectiveness of our ground units."
