Massive terrorist and extremest uprisings have periodically occurred since. That begs the question. Where do they get their funding? Where are the based out of? Who gives them training? Countries that harbor these terrorists and tend out multiple splinter groups from their own are to blame. The
Caucasus Emirate (and its associated groups), Taliban, and Al-qaeda are all linked and all allies. Their bases of operation we believe are the Islamic State of Afghanistan/Islamic Emirate of Afghanistan and Uzbekistan. I will tell you what we need now. We need support in securing our region against these groups and ensuring Serbia does not fall to them either."

"We agree that a wholesale international solution to terrorism is required, it is dire indeed to hear the neglect of previous administrations in Russia regarding the problem, Boko Haram, largely followed a similar path, although their membership has seen a sharp decline since the government stabilized over two years ago. Unemployment and other issues largely have been solved, the eventual banning of Sharia courts and law seems to have set the remaining hardliners off. We have several Counter Insurgency Special Forces Units, albeit the cost of sending them to Russia would be severe and logistically difficult at the moment. We believe that an organized CIS counter to international terrorism is soon to come, and will lead to the pushing back of this most recent international insurgency.

As for the arms deal, the BTR-70, while an old vehicle is an ideal vehicle for the Nigerian National Guard and to hold in reserve, it is easy to maintain, inexpensive, and reliable, as for the BMP-2, we would happily listen to what the modernization packages offer, but we are most interested in an autocannon capable IFV that can be used support our lighter APCs and Infantry. The Kurganets-25 Infantry Fighting Vehicle perhaps would be a better option for this role?"

"While those things all may true there is a difference when it comes to using outdated equipment and modernized equipment. Surely the BTR-82A would be a better fit for the role? Or at the very least the 15Ya56M MBP which we plan on using as a base security vehicle. When it comes to the BMP-2 we recommend at the very least the use of the BMP-2M "Berezhok" rather then it's outdated original model. The majority of your choices in platform are fine, but its your selection of variant and model. We will not sell countries a product that will negatively represent our defense industry. For the BMP-3 the modernized model BMP-3M would also be a better choice. However your other choices we can endorse fully."

"The advantage of the BTR-70 is purely its cost, it is substantially less expensive than our own domestic armored personnel carriers, while it is obvious that the BTR-82A is a superior vehicle its costs exceed our local productions, what would the cost of the 15Ya56M MBP be? We would be happy to swap in the Kurganets-25 Infantry Fighting Vehicle for the BMP-2, and would be happy to have the upgraded BMP-3M, we certainly understand the position of ensuring solid equipment is sold to your exporters, and we appreciate your expertise."

We are also interested in numerous other Russian small arms, specifically the RPG-9, 9K333 Verba SA-25, the Kord 6P50, the Vityaz SN, and the Vepr-12. We were curious if any of these were available for export."

"If you just need them for Police units then they should suffice and the base security version 15Ya56M MBP would be overkill. So, in this case if they are to be used by the Police we will refurbish some BTR-70 vehicles for your use. Also, as a fellow member of CIS you have access to our Special Order Program, so the Kurganets is something we are more then willing to sell you. When it comes to small arms, I am not sure the RPG-9 exists. We can however sell you the RPG-29 which is capable of penetrating the majority of modern main battle tanks including the Challenger 2. The 9K333 Verba,
Vityaz-SN, Kord 6P50, and VEPR-12 are naturally for sale we will just need to get a price. Though are you interested in setting up local production? For a fee we can give you a production licence and sell you the tooling necessary to properly build said equipment. Also, if I may there are a few suggestions for soon to come to the catalog equipment. The UAZ-23632-148-64, Mi-24PS, Credo-1E Ground Surveillance Radar, Fara-VR Ground Surveillance Radar, and Yakovlev Yak-130. This is equipment that your government is believed to find useful for insurgencies."

"We believe that these heavier vehicles with their heavy machine guns will provide a good stern warning to insurgents and a good strong response vehicle for our rural police units in the North. Depending on how they serve, we may seek the domestic license on the product so we are not dependent on a foreign exporter for a police product. I will inform my police chiefs of the news, they have been clamoring for heavier vehicles.

We are most grateful for the trust your government has granted ours as fellow allies in the Confederation of Independent States, we believe that the organization is vital for our national security, and we are happy to see it grow, and hope it rapidly evolves into the powerful entity it is capable of being. We are very happy that you have extended these privileges to the alliance. We believe it to be to the alliances advantage to have such a strong arms provider available to us. This will help ensure a much more synchronized joint force and response unit.

As for the small arms, yes of course, the RPG-29, this is the weapon we are seeking, as well as the others, we are uncertain if we will need the numbers of most of them to justify the need for a domestic license for production, it would depend on the price of the licenses and the price of export. We will of course pay for maintenance licenses of all of our equipment. Furthermore we are most interested in surveillance equipment to aid us in the fight against insurgents in Africa. As well as other equipment to round out and make our armed forces a more flexible and modern force. We would be interested in hearing the prices of this equipment once you have it.

Now that you mention the Yak-130, there are several Russian Aircraft that we believe we need to round out our air force, and fight off the insurgency. We believe that a large aircraft purchase will be prudent and our technicians offer the following order, although again we will accept any suggestions you have:

"This is rather embarrassing, but given the recent shift in the geopolitical tensions around the globe, we will have to change this order somewhat, we have become glaringly aware of the lack of our own anti-air defense network, our previous agreement with the German government falling apart when their government collapsed and was replaced. "The plan now is to deploy the anti air systems in a two fold systems with roughly 60% of the systems deployed along our coastline, with the other 40% being deployed around strategic bases and vital industrial centers. Lagos alone has 12 million residents. The tanks and the artillery will be deployed in crack frontline mobile units, meant to penetrate and strike supply lines, as well as over run enemy positions. Rapid movement is the doctrine of the Nigerian land forces, this rapid movement must be supported by large regional firepower superiority provided by heavy artillery."
