My name is Frode Solberg and I am the Ambassador of Norway to the Republic of Korea. Therefore, I am the one that is given the honour to contact you and open diplomatic ties with the between the Kingdom of Norway and the Republic of Korea. I hope it is possible to arrange a meeting between ourselves so that we can discuss a wide range of topics such as political affairs, military affairs and economic affairs. The President is available to meet with you this evening at 6:00 PM (KST) at the Blue House. We have allocated a 60 minute window with the flexibility of +/- 10 minutes for your meeting. Our office has shared the details of the schedule including notifying security at the Blue House of your expected visit. The Deputy Foreign Minister, Chae Songha will be in attendance as well as the European Policy and Affairs Bureau Director Lee Baekjung. We hope you can provide a list of attendees on the Norwegian side who will accompany you. The Foreign Ministry will provide a translator, but you are welcomed to invite your own translator as well. The President would appreciate a list of topic areas so we may brief him ahead of your meeting to ensure he is able to adequately address your concerns and ensure the smooth foundation for bilateral ties and relations.

This time works well for us and we shall make the appropriate plans on our end to be at the Blue House to meet the President and his delegation at the specific time given. We shall be discussing a number of different things to open relations such as furthering our relations, discussing the need to open a trade agreement between our two nations which will benefit our two countries, and the underlying threat of being on the border with North Korea. I will be in attendance myself, joining me will be Anne Lilleøren who holds the title of Minister Counsellor and Deputy Head of Mission and Svein Grandum who is the Commerical Counsellor.

We will have a small detachment of security officers joining us from the Norwegian Police Security Service but they will surrender their weapons upon arrival at the Blue House if required.

With the email sent, the appropriate Norwegian delegation went into a small briefing at the Norwegian Embassy in Seoul and went over their notes ready for the meeting until it was time to depart the Embassy where they left the Embassy in a car which had been shipped to South Korea when the current administration took office. Three attached security officers joined the delegation as they made the short trip across town, they each carried a loaded Glock 17 with two spare magazines and were prepared to hand them over to security upon arrival at the Blue House if needed.

The drive was a small ten minutes which ended with them parking near the Blue House as they approached the security gates and smiled towards the security guards, the Ambassador knew Korean from his time being in the country, he wasn't a fluent speaker but could handle himself in a conversation.

"Hello sir, I have a meeting with your President. I am the Norwegian Ambassador. I believe you are expecting us, yes?"

Blue House, Seoul, Republic of Korea

The sun set over Seoul as the guards shifted at the Blue House, the residence and office of the President of the Republic of Korea. Patrols armed with flashlights, K2 Carbines, and handguns patrolled around the perimeter while inside the Presidential Security Service (PSS) monitored the CCTV and other cameras, the status of secured communication, and the residency of the President. The Chief of the PSS notified the team of the expected arrival of the Norwegian Ambassador. The Chief of the Unit transferred a confirmation letter to the front gate manned by the Korean Army to confirm the delegation's arrival at 6:00 pm KST.

The PSS swept the residence in their daily routine for bugs or wiretapping and cleared the President's office ahead of the arrival of the Ambassador. The Chief of the PSS was notified that the Ambassador has arrived to the front gate. The Chief of the PSS entered the Residence to inform the President his guests had arrived. Already in the President's office, the Deputy Foreign Minister, the Director of European Affairs and Policy, and a Korean to Norwegian translator were present.


FRONT GATE

The Korean Soldier at the front gate inspected the vehicle, his counterpart would sweep around the vehicle to confirm the license plate. Inside the guard post another soldier cross checked the plate and confirmed its authenticity as the first soldier briefly looked at his security list pictures and confirmed the Ambassador. The soldiers asked the delegation if they were carrying any weapons, the 3 security personnel notified they were carrying a loaded Glock 17. The Soldiers brought 3 cases for the security personnel to disarm their weapons, load their magazines, and store their weapons. The Soldiers stored the weapons at the front gate security armory before the Soldier instructed the driver in English to drop off the Ambassador and his team at the front door and for him and the security team to wait at the designated parking area.

The Second Soldier responded to the Ambassador in Korean slowly, "Welcome to the Cheongwadae Mr. Ambassador, please follow the directions of the valet and security personnel inside." The Ambassadors vehicle would first arrive at the front door of the Blue House where the Ambassador would be escorted to the President's office inside the building. When entering the building the Ambassador would be greeted by the Blue House's staff who after bowing respectfully took his overcoat before taking the coats of his delegation and guidingthem to the President's Office. Whilst inside the building, 2 PSS agents were attached to the Ambassador providing security, armed with a Px4 and an MP7. As he walked up the red staircase he would see a grand map of Korea, with no divisional borders between North and South, covered in green and blue trees and mountains. As he approached the door of the President's office, two Blue House staff members opened the door to the President's office. The Two PSS agents remained outside as the Ambassador entered the President's meeting room. Inside the meeting room there were two sets of opposing chairs with arm rests, in the middle of the two sets of chairs were two chairs, the one on the left was protocoled for the President, naturally as the Ambassador sat in the one on the right. His delegation would follow suit and sit on the right side of the two opposing group of chairs. The Deputy Foreign Minister greeted the delegation.



Chae Songha: "Ambassador Solberg, welcome to the Blue House. President Kim will be with us in a moment." As the delegation got comfortable, they were brought an assortment of drinks, on the table in front of the Ambassador, a glass of blueberry juice was laid, marked with a Presidential Seal. The Ambassador's drink was placed in front of him as well alongside a complementary glass of water.

The President walked after the Norwegian Delegation were able to grab a couple sips of their liquids if they requested any. With him his translator who sat behind him.

The Norwegian security officers followed the commands of their South Korean counterparts and disarmed themselves of their Glock 17 and placed them into the lockers which had been handed to them and escorted the Ambassador to the front doors where they separated from the delegation as they were now in the hands of the South Koreans. The Norwegians took in the surroundings of the Blue House, especially the grand map of Korea which possessed no border markings.

Once at the Presidents office, the Ambassador smiled towards the staffers and entered in, followed by the other two Norwegian delegates and smiled as they met with the South Korean President as well as the South Korean Deputy Minister of Foreign Affairs - the three Norwegians introduced themselves to the South Korean delegation and sat down in their assigned chairs as they each removed notepads so that they could take notes on the meeting which was to be used to give feedback to the central government back in Norway.

"Mr President, it is an honour to meet you in person, sir. I would like to thank your staff and your government for your wonderful hospitality so far and can I say, it is an honour to be posted to South Korea. I have held many postings across Asia but your country remains one of my favourites. The food, the culture, the people, you must be a proud leader to lead a wonderful country."

The Ambassador smiled, allowing himself to reach out for one of the drinks which had been provided upon arrival and took a sip from the glass as he leaned back, allowing the South Korean translator to do his/her job to the President.

After shaking hands, the President motioned for the Ambassador to sit, both men sitting down, the Ambassador's statements were translated for the President, as President Kim nodded his head. The President spoke after the Ambassador finished, giving him a moment to catch a sip from his drink.

President Kim Daejung: "Thank you Ambassador Solberg for coming to the Blue House and your kind words. I am humbled by your statements. The testament of the Korean people will outlive the hardships we endure, for a better tomorrow for our children. You will find that in the heart and spirit of every Korean. That is why our country will take great leaps, and in the future join the ranks of global leaders such as Norway. I hope Korea will continue to remain close in your heart during your tenure and beyond." One of the Presidential Aides brought a small Dol Hareubang (A stone statue located on the Korean island of Jeju "Please accept this gift on behalf of your Government as a token of our friendship and hopes to establish a relationship that is not only positive, but mutually beneficial to remain durable in all future administrations." The Korean Translator would translate for the Ambassador as the gifts wrapped in the traditional Korean style of a Bojagi were handed to the Ambassador.The Gift was of appropriate valuation to ensure it would not cause issues with Norway's customs on diplomatic gifts, allowing the Ambassador to keep it personally or 'donate' it to the Norwegian Government's respective protocol office. The Gift Wrapped box would be handed to the Ambassador, the table next to him on this right side was empty, allowing the Ambassador to put it down there after he was done looking at it.

The Ambassador took in the words of the South Korean President and smiled as he took ownership of the gift, examining the gift wrapping before resting it on the table next to him. He looked down at his notes which had been written back at the embassy and then looked back towards the President before he began to speak.

"Mr. President, as you know, Norway and South Korea have shared a wonderful friendship over the years, the root of this long-lasting partnership is the field hospital that we sent to assist forces during the Korean War. During these hard times the two nations created strong bonds resulting in the close cooperation we are experiencing today. Since the early 1950s both countries have grown from poverty to becoming some of the most prosperous countries in the world.

On Korean dinner tables, Norwegian sea food is often seen. And every year the number of Korean tourists to Norway increases, just as the number of Norwegian students in South Korea is going up due to your world class education institutes such as Seoul National University which provides Norwegians with the skills to return home and operate in their chosen areas.

As you know, Mr. President, our two countries share common values and shared interests, Norway and the Republic of Korea are actively cooperating for peace, human rights and international development but actively, issues regarding the North and South always pop up, may I ask what your stance is regarding the North?"

President Kim: Indeed Ambassador Solberg, while our modern friendship started on the battlefields of the Peninsula, they developed to be the champions of peace, international development, human rights, and a commitment to the principles of a dignified life for all. Rising from a crumbled nation was no easy feat, yet, our mission is not over. Today many Koreans continue to suffer from income and food insecurity, our elderly unsure about their economic and social future in the collapse of our traditional family structures, and our military adjusting to a new world order to combat the threats to our republic. To say the least, the Republic of Korea is a nation shining with opportunity and progress, and I am a firm believer that looking tomorrow will bring us a better today. It has been less than a decade since we managed to overthrow the military dictatorship and re-establish the rule of law, and with it the decades of state institutionalization of authoritarianism must be slowly weeded out through efficacy, political participation, and reforms that protect the citizens that make up this country.

I agree with you when you highlight the cultural ties between our two countries. Koreans and Norwegians have a lot to learn from each other, and I am hopeful we can push together in develop a new generation of youthful thinkers who pride intellect, self-cultivation, and their responsibilities to their community.

With regards to the North...things have been difficult. But, sometimes no news is good news. It is difficult to convince many within my military and even my own cabinet to engage with the North. Especially with their provocations and attacks against Koreans abroad and inside our country. I am committed to a new outlook of peace through mutual cooperation, but sometimes the greatest battles are fought at home...However, I am very much interested in diplomatic outreach to the North with economic relief and humanitarian assistance. The division of our peninsula must end, and I wish to take any opportunity to do so.

Mr. Ambassador, I would like to ask you if you could explain the Nordic Council, Norway's position in it, and how it could be of benefit to development of Korean-Norwegian relations or an impediment. As well as your government's mission for Korean-Norwegian relations. I am hopeful we can birth the start of a wonderful relationship."

The Ambassador took notes on what was being said by the South Korean President via the translator, he nodded along with what was being said and smiled once the President had finished speaking. The Ambassador took a sip from the glass provided before he continued to speak.

"The Nordic Council is a three member organisation with Norway and Sweden as founding members and currently have Germany as an observer state. Nordic cooperation is at the heart of the organisation as we hold firm traditions in politics, the economy of the Nordic region, culture and defence of our homeland from state aggressors and non-state aggressors."

President Kim Daejung: "These are very principled basis. With the current situation in Romania however, how does this translate into the ability fo the Nordic Council to influence and support peaceful co-existance, human rights, and the right for self-determination in Eastern Europe. Even if the cloud of communism and authoritarianism by the Soviet Union been lifted, there remains the rise of a new form of authoritarianism in populist nationalists who seek to expand the state via warfare as the first resort...not the last. Do you believe that the Nordic Council can be a platform for European cooperation and assist in the facilitation of European development and progress, and how can Korea assist in this goal towards a peaceful co-existence of states in Europe.

I believe the Nordic Council would therein be a good model for many Asian states with a link minded mission to support Asian regional stability and development. This is primarily why I am curious. I believe especially in East Asia, the traumas of the Second World War must be addressed by Japan. But we must not be shackled to the past, we must look forward to our neighbors in China and Japan, but also beyond in the South East Asia region, to develop a robust link of link minded states. I wish to realistically engage with Japan on the conditions of acceptance for their crimes against Koreans, their colonization, heinous crimes, and lack of humanity...but I do not wish to remain in the past and deny the opportunity for our two nations to engage as equals...not as colonizer and colonized or empire and vassal state.

I am interested therefore of how the Nordic Council was primarily formed, and how it functions. If you would be kind to entertain me, as I believe I have a lot to learn in this regard."

"The Nordic Council hasn't gotten involved within the Romanian crisis but the member states are keeping a close eye on the situation, it is something that the European region does not need as we have suffered an influx of previous wars but yes, I do agree that the Nordic Council is a platform for cooperation across the continent. The Nordic Council was formed upon the Stockholm Treaty. The treaty underlines the need of cooperation between Sweden, Denmark and Norway but Denmark is now a former member due to their inactive government and underlines the need for cooperation in the areas of politics, the economy, culture and defence.

We have a number of different departments who each deal with their specialised area and continue to monitor the worlds on-goings such as the Committee for Disaster Relief and Response is always on standby to deploy if need be."

The President nodded his head as his translator relayed what was being said. The Nordic Council presented an interesting arrangement for multilateral cooperation, intriguing the President to future cooperation in the region.
President Kim Daejung:"I see Mr. Ambassador. Don't you believe the Nordic Council could represent a stronger show of regional security through sending even if just a symbolic force to the region, to reinforce both Norway and its fellow partners consistency in upholding global peace and security? My Foreign Minister and a handful of other ministers have been discussing the process towards a democratic Romania, as such, having the Nordic Council's cooperation through both diplomatic as well as peacekeeping support would surely ensure that the GAPFOR mission would be successful.

As you are aware Ambassador, I understand the hesitancy of your governments to participate. I can attest, even within my cabinet and uniformed military there is staunch opposition towards peacekeeping, much less to the unstable region of Romania where hatred and violence are tools of both the state and the people. I am truly worried that the globe will turn a blind eye yet again to the foundation of future aggression by the Romanians. We hope that the Nordic Council in the future will play a pivotal role as well as other European states such as Russia and the United Kingdom in maintaining the post-withdrawal peace in Romania as well as supporting the GAPFOR through financial, material, and personnel if your governments would be willing.

Thank you for indulging me, I know I have diverted from the mission of our meeting, I do apologize. Mr. Ambassador, I am hopeful we can develop a strong Korea-Norway relationship on the basis of cooperating on human rights and democracy across the globe, developing a multinational platform of supporting states towards democratization, I hope we can engage on trade that is mutually beneficial, and that Koreans can visit Norway to enjoy its magnificent natural beauty. The Korean people are eager to enter the Norwegian market both as consumers but also producers.

I hope your Government can also give us proposals towards stronger relations, and perhaps in the near future, to be able to visit the beautiful Kingdom and meet with your Royal Family and your government. Ambassador, how may I be of use to you and addressing any pressing questions you may have?"

"We're continuing to monitor the situation in Romania and our intelligence services are fixated on the situation and we will act in accordance with the intentions of all member states of the Nordic Council. I will pass on the comments regarding GAPFOR back to Prime Minister Solberg who sends her apologises that she cannot make the trip to Seoul due to dealing with matters with Sweden.

Prime Minister Solberg has stated that the relationship between our two countries is of high importance and with the intention of Korean people visiting Norway and vice versa with Norwegians visiting South Korea, we believe that our nations carriers need to be the ones to operate between our two cities which is why I would like to push for Norwegian airlines such as Scandinavian Airlines and Norwegian Air to be given extra slots at Seoul Gimpo International Airport and at Seoul Incheon International Airport and in return, your carriers will be given slots back in Norway which, from our research, could be a lucrative market to enter as the tourism market is soon to grow between our two countries, and with the added extras of business and cargo, this is something which our country wants to capitalise on."

Kim Daejung: "That is most appreciated Ambassador, please, there is no need to apologize. I understand the Prime Minister is extremely busy, especially as a very strong power, she must have be under a lot of work as is. An aide brought a wooden box covered in Hanja characters (these are Korean words written in Chinese characters which was Korea's traditional writing system before introduction of Hangeul n 1443). The Aide placed the box near the President, walking backwards to his spot amongst the other aides. "Please accept this gift for your Prime Minister, they are Korean ginseng (traditional herbal item used in both food and medicine), they are very helpful in strengthening the immune system and combatting stress and disease. We hope your Prime Minister can accept this gift, they are best used in tea, but also in Samgyetang, a ginseng-based chicken soup. My wife picked these ginseng from the Presidential Yard. The President handed the wooden box to the Ambassador."Thank you Ambassador for your update. I hope that both Norway and Sweden will continue their strong relationship, I look forward to cooperating with your nations in the future and as GAPFOR continues its mandate." He paused for a while as the translator continued to translate, giving sometime for the Norwegian delegation to relax and enjoy their drinks. He himself drank from his cup, less about himself, but to indicate to his staff they may also drink. After the President had taken a drink and laid his cup down, some of the Korean delegation drank from their cups, some out of respect and others who simply wanted to drink.

President Kim Daejung "With regards to your proposal, I am supportive of your measures. I will get into contact with our civil aviation authority and also the President of Korean Air and Asiana Airlines to discuss opening more routes to Norway. I also believe we should remove all visas between our country and engage in a Visa-free scheme between Korea and Norway and perhaps in the future a Korea-Nordic Council agreement on aviation to increase our collective capabilities in tourism, air travel, and cultural immersion. I am certain your Foreign Minister and Minister Baek can arrange a formal agreement on visa-free travel between Norway and Korea. Additionally, I was wondering if Norway would be interested in co-sponsoring a financial package of $100 million to Ukraine to assist them with their democratic reforms and cultural projects. Korea would pledge $50 million (₩54,97 billion) and if Norway is able to pledge $50 million (Kr 429,33 million) that would be greatly appreciated. We are hopeful that assisting nascent democracies such as Ukraine, Pakistan, and others will help them propel forward and ward off sects of their society that may wish to return to the old days. The Foreign Minister and yourself can discuss this in depth if you are unsure at the moment. I have already pledged $400 million in financial grants to Pakistan towards girls education, stem education, and water security, I believe a targeted package for Ukraine in financing judicial reforms, government accountability, and education would be significant. However, I understand if Norway is uncertain about such a financial move. Primary due to the ability of financing to be stolen as in Pakistan and Ukraine, but, we are hopeful the new governments will be held accountable, but also our Ministries will be deploying regular audit teams to review spending of our financial aid. My Prime Minister will discuss with the Ukrainian Prime Minister who should arrive in Seoul sometime in the coming weeks on an official visit about a $100 million financial package, and hopefully if your government is willing to assist in the program, we could develop a strong trilateral relationship."

The Ambassador takes the gift, examining the box that it came in and offered a smile upon accepting the gift as he rests it down on the table next to him as he listens into the translator and offers a smile upon hearing the proposals by the South Korean President.

"Firstly, I want to say thank you on behalf of Prime Minister Solberg and I will make sure this wonderful gift is sent to her office as soon as the meeting concludes. I would also believe a visa-free system between our two countries works well which will benefit thousands of Norwegians and Koreans for many years to come and we are excited at the prospect of your country working with the Nordic Council and I'm sure that our government would love to see this too and I'm sure that Prime Minister Solberg will discuss this with her Swedish counterpart. We would be glad to co-sponsor a deal to finance projects in Ukraine and would be more than willing to commit $50 million dollars and I will forward plans to the Norwegian Agency for Development Cooperation which is an agency which runs under the Norwegian Ministry of Foreign Affairs. I will also forward plans to the agency in regards to other nations such as Pakistan as we believe that an education is a must for any child, regardless of anything and that they should have the opportunity to pursue whatever they want to such as heading to university to progress their aspirations. I have also heard news that our government has applied for a $3 billion dollar grant from the Global Assembly which is going to be used to progress the interests of not only our internal aspirations, but also our international aspirations and will push for nations to apply for said grant so that they can expand into areas such as tourism, transportation and education and will keep an eye out so that this does not head into areas such as the military."

Kim Daejung: "That is excellent to hear. I hope the Foreign Minister when she returns will be able to visit Norway to follow up and formally sign an agreement on visa-free travel for our nationals. I would also like to add, if we could expand the visa-system acceptances and process for students both high school and higher education within our nations. As I believe this would be a great opportunity for students interested to get an opportunity to not merely visit, but learn and enrich themselves in local customs and traditions when they travel abroad. Engaging on a study abroad program for our students is hopefully what we can open the door for our University Presidents to Emet on and discuss. I also thank you for raising this with your Prime Minister during her discussions with her Swedish counterparts. We are working on getting a stable relationship with many former partners, but, time always constraints us. I hope to also have a strong relationship with Sweden and hopefully the Nordic Council will be an avenue of multilateral cooperation between Korea and the member states.

I will also let the foreign ministry know about your willingness to provide financial contributions to the aid package. On the matters of security, if Norway is ever in need of material equipment to be supplied, our Government is more than willing to negotiate a fair price for you to purchase Korean arms and equipment. We are yet to export ground equipment as they are less easier to track and hold states accountable, but, I am confident in Norway's record on human rights, peaceful interactions, and our strong bilateral relationship that I'd be happy to sign waivers to support your security arrangements.

As for matters of trade, I am curious if your government in any specific capacity wishes to discuss trade in this meeting or if we should set that aside for when our Foreign Ministers meet?

I hope everything is okay here in the country because we're excited at the prospect of Norway and South Korea working together on the international stage. I also believe that the Ulsan-class frigate that has been offered to our country is currently leading talks between the Norwegian Government and Navy officials and I'm sure that they'll be in contact in the coming days.

Trade is something that we're looking forward to the prospect of our two countries partaking in and I'm sure that our Minister of Industry and Trade will be reaching out to her Korean counterpart to organise something in the coming weeks when we can finalise a delegation to visit Oslo, if that is still on the cards?"
