Recipient: Kim Jaebeom, Director of KDIA, Chief of the DAPA-KDIA Committee, Republic of Korea

After consulting and reviewing offers from companies and governments from around the world, we have decided to turn our attention to the offer placed on the cards by your government and I would like to visit your wonderful country with my fellow delegates to view the wonderful ship that you have proposed and I would like to meet with yourself as we would like to pursue another deal with the Republic of Korea as we seek to further advance our navy to give our country the best possible chance of being prepared for deployment when we see fit and to protect Norwegian interests around the world.

To H.E. State Secretary for Defense,

We appreciate truly the kind words from the Norwegian Government. We hope the KDIA will become a long-term supplier for Norway's defense concerns. We have secured the necessary visas, issued by the Ministry of Justice, the relevant documents including Passport, Norwegian ID, and Flight Plan are requested. The M-1 Visas can be issued by the Korean Embassy in Norway with special documents to be delivered to the Norwegian Ministry of Defense to set up a timeframe for their passports to be stamped.

Please see attached the document on the Korean-Norway transfer of weapons and procurement. We hope it is acceptable and can be signed during a ceremony between Rear Admiral Saunes and Admiral Park Kyungjil the Chief of Naval Operations for the Republic of Korea Navy. We would advise the delegation make their bookings to Busan Gimhae International Airport and the Ministry of National Defense can arrange accommodations for the guests. Please get back to us on the draft agreement and provide the changes you seek.

The relevant information would be gathered by junior staffers at the Ministry of Defence who would send it to their Korean counterparts in Seoul over an encrypted line in order to begin the process of travelling to South Korea, they would be travelling on a Scandinavian Airlines flight which was a direct flight to Seoul in South Korea where they would hop onto a connecting Korean Air flight to Busan. The flight would be used to catch up on work as well as filter through the agreement set by the Korean Government.

Upon arriving to Incheon airport, the Norwegian Delegation would be allowed to leave first from the aircraft, allowing a simpler process of moving them to their connecting flight. They would be greeted by a man and woman in uniform informing them that they were from the Ministry of National Defense. The two were accompanied by an airport staffer would helped guide the delegation and expedited their transfer process, they would be moved to their waiting lounge in the business class and their luggage moved to their connecting flight. When their flight would be ready for take off, the Incheon staff would guide them to their plane. They would be joined by the two military personnel, the man being able to speak Norwegian would translate for the delegation when needed. They would have a seamless flight taking them to the southern tip of the country to the port city of Busan. At Busan, they would be given special passage and their bags loaded onto a vehicle for them, three Korean chevy Tahoes and two Puma 4x4 would escort the convoy to Busan naval base where the Korean Chief of Naval Operations awaited the delegation.

As the Norwegian Delegation arrived in Busan, they would see the ROKS Jeju & ROKS Seoul as they drove pass the ships towards the Secondary Command Center of the ROK Navy in Busan. As they arrived in the building, they were greeted by a small number of sailors at attention while the Korean Chief of Naval Operations stood waiting for them.

Park Kyungjil [Chief of Naval Operations]: "Welcome to Busan," extending his hand first to the Chief of the Navy and going from there to the rest of the delegation, the two Korean military personnel with the delegation from Incheon translating for them.

Rear Admiral Lars Saunes

After a long journey from Norway to South Korea, they had finally landed in Busan and Rear Admiral Lars Saunes and the rest of the delegation had caught up on much needed rest on the flight and were now prepared for the task ahead. Not only was he representing the Norwegian Government, he was representing his country in what could be a historic deal for the Royal Norwegian Navy.

"Annyeong Haseyo... A pleasure to be here in Busan, what a lovely city you reside in. I'm Rear Admiral Lars Saunes and I'll be leading the Norwegian delegation through what could be a historic deal for our two countries. How are things here in Busan sir?"

He offered a smile as he greeted his Korean counterpart and was heavily involved in the dealings, not only was he responsible for commanding the Royal Norwegian Navy, he was also responsible for accepting new vessels into the navy.

Park Kyungjil [Chief of Naval Operations]: "Annyeonghashimnika Saunes-nim, thank you for the kind words of the city, Busan shares more than just beauty...but rich and quintessential History to Jeoseon and Korea of today. Things are alright...we've just been an aide would walk up to the Admiral and whisper in his ear about something, he would give him an order in Korean to do something before turning his attention back to the Norwegians "conducting exercises and planning for your visit. We hope the Ulsan-Frigate will pass you expectations and we look forward to signing the contract."

"Well, as you know. The Royal Norwegian Navy is looking to bring in some of the best equipment that the world has to offer and your country is one of the pioneers of naval power but there is also another contender which we've been looking into which is something we're interested in... the Chungmugong Yi Sun-sin-class destroyer, is this something that you would be willing to sell to the Kingdom of Norway? I'm sure that we can come to a wonderful deal which not only benefits Norway but also benefits your country and will go a long way to pushing for a strong friendship between our two prosperous countries."

Park Kyungjil [Chief of Naval Operations]: "The Yi Sunsunsin...it is quiet the marvel...I am not sure if I am allowed to authorize the export of these systems without an official review by the DAPA and Blue House, but, I believe, there is no harm in trying, especially with a hopefully close partner for Korea. I believe that there will be no objections, however, I must always never oversell something. You never know how bureaucrats act sometimes. In the meantime, would you like to see the Ulsan-Class Frigate, or would you like to discuss prices and quantities for the Yi Sun-sin destroyer?"

"It's not the only ship that we're after, you say the Chungmugong Yi Sun-sin-class destroyer is a pioneering ship, the Dokdo-class amphibious assault ship is also another pioneering ship which we're seeking to purchase to enter our navy. I would like to offer something major to South Korea, we would be willing to purchase four destroyers and two assault ships today and then a further purchase agreement with the commitment to purchase five more destroyers over the next two years which like I said earlier will be major for the South Korean economy so when you can speak to the Defense Acquisition Program Administration and the Blue House would be much appreciated, pass on my best wishes to the President.

Lets go and see this wonderful frigate, shall we?"

Park Kyungjil [Chief of Naval Operations]: "This Is quiet the order...I am certain the Government would have no issues exporting it to a close ally such as Norway, I hope that you will find these vessels to be at the strength and capacity you hope for. With regards to the Dokdo and Chungmugong, these will come with additional terms due to the technology and advanced systems we'd be offering. I believe we should check the frigates and then we can go to the headquarters and discuss the total sale amount we're talking about." He would lead them towards the docks utilizing a Jeep transport as they drove to the location where the ships were stationed. The Norwegian Delegation would be brought onto the shipyard. They boarded the ROKN Jeju as it began to depart from the port and drift into the Strait of Korea. As they entered the designated firing zone declared on international maritime channels, they demonstrated the firing capabilities, countermeasures, detection, and steering capabilities of the Flight III version of the vessel. Answering technical questions along the way.

Rear Admiral Lars Saunes found himself on the bridge with the Korean Chief of Naval Operations and greeted the Captain as he took himself to explore the ship and complied with any restrictions onboard but took the time to explore the ship and speak with the crew with the assistance of the Korean translator and ask questions along the way so that he could determine in person if the ship was suitable for the Royal Norwegian Navy.

He made his way back to the bridge to watch the firing and countermeasure capabilities being shown off, he was in awe at the wonderful Korean technology on show and no doubt it would be the same with the other two ship classes that the Norwegians were seeking.

As the Korean vessel completed its demonstration, the Norwegian delegation was brought into the mess hall where the ships captain, and second in command alongside the Chief of Naval Operations and translators all gathered together for a meal. Consisting of traditional Korean food, and respective of their foreign guests, fried fish, Hweh (raw fish) were prepared including salmon. The Korean Chefs explained the food to the Norwegians and allowed them to eat and discuss the terms of the other ships they were seeking.

The Norwegian delegation indulged into the food that had been laid out for them by the Korean chefs, the Norwegians were surprised at the amount of hospitality that had been laid out for them considering they were not fully fledged politicians and smiled as they ate through some of the food. Rear Admiral Saunes turned his attention towards the Korean Chief of Naval Operations and raised an eyebrow towards him.

"I haven't tasted food this good in a long time, you should be proud of the talent you have in your navy because this food is unbelievably good."

The Norwegian delegation followed their appraisals for the South Korean chefs as they echoed the calls of the Norwegian Rear Admiral as they too made their way through the local delicacies on offer.

Park Kyungjil [Chief of Naval Operations]: "I hope the food is not to foreign for you Rear Admiral, we tired to balance out unique Korean traditional foods and foods that we thought you may enjoy. We figured it would be a shame if you came all this way and did not get an opportunity to try authentic Korean food...hearing the Rear Admiral complement the food the CNO smiled and responded, "Thank you very much, we are happy to hear this. Please, eat a lot more, he said after refilling the rear admiral's plate and the others with him made sure to refill the other Norwegians plates with side dishes and food. After they finished their meal, the CNO and Rear Admiral went to the Captain's private quarters to discuss specifics of the agreement to include the much more advance and secure systems of the Dokdo and Chunmugong.

"I am should speak frankly Rear Admiral when I say that the Korean Navy is eager to help develop and assist our allies in Europe in advancing their naval capacity. I am unsure if you've been informed by your government, but in the past several hours, our government suspects that a coup may soon begin in Russia following outpouring support for a communist revolutionary group. This of course puts us on a dangerous trajectory course and requires we all realign our interests to contain a possibly unstable global resurging power. Norway stood amongst many others when our country was on the brink of defeat, in these very walls of this city, we held for months, and the tide slowly turned in our favor and we reclaimed our homeland. Without the Busan perimeter, there would be no Korea today, but without our allies, for certain Korea would've suffered a crushing defeat. Today, Koreans hold their head high knowing we do not need our allies to survive, and while we hope to rebuild the alliances of the past, we must look forward...this brings me to my point. The Blue House is in favor of supporting the listed terms alongside additional conditions that the Norwegian Navy not share the technical data and optimized capabilities of our ships with any country including Nordic Council members. We ask this be observed to the best of your ability, however, I know that when it comes to the defense of your country, all resources must be exhausted. So, we ask that where able, you do not share any information of these systems with any country. We will adjust the terms of our agreement to reflect these additive measures. Now, should we discuss the quantity you wish to be produced per ship?"

The Norwegian delegation would begin to tuck into the second serving of the meal as they made small talk with their Korean counterparts before Rear Admiral Saunes left the table and entered the quarters belonging to the Captain with the Chief of Naval Operations and was shocked to what he heard when the South Korean official spoke.

"This is the first I have heard about a coup, this is something that Russia does not need in the slightest, infact this isn't what the world needs right now and I agree that this puts a lot of peiople on a dangerous trajectory, Norway especially as we share a border with Russia which I will feed back your comments to the Prime Minister which will stay between the confines of the Norwegian Government. I have been informed that the agreement has been modified to match those of the new ships and we agree to all terms listed. We would like to purchase four Chungmugong Yi Sun-sin-class destroyers and two Dokdo-class amphibious assault ships."

Park Kyungjil [Chief of Naval Operations]: "Situations like this are always unclear, however, there is a real possibility of some hostile forces taking control in this economic crisis they've been non-stop talking about on the news. At the very least, the political guys are taking the threat from the North much more seriously now. That is good at least. I am sure the technical staff can address the basic points, I'll have them bring up the document after its finished. In the meanwhile, I am curious to know more about Norway's future plans both navally and on ground when it comes to Europe and Asia. With these new given capabilities, it is of course to a degree of curiosity to understand the basis for them. If you would not mind indulging me."

Park Kyungjil [Chief of Naval Operations] "Well, I can also give you the price point for the four YiSunsin and two Dokdo ships is a total of $3,612,320,000. Due to the nature of the high cost of these ships, the Finance Ministry and KDIA will require pre-payment before construction begins, however, please let us know if this is feasible for your government or not. Secondly, here is the draft agreement. Please review it.
