Building on the robust and multifaceted relationship between Portugal and France, I am writing to express Portugal's interest in acquiring several key military assets from France. Our objective is to enhance our defence capabilities through these acquisitions and to explore opportunities for domestic production under licence agreements.

Portugal is particularly inclined to purchase the following:

  1. Naval Assets:
    • Triomphant-class submarine, including its M45 arsenal, with an initial procurement of at least 50 units.
    • Charles de Gaulle aircraft carrier, along with its full complement of:
      • 30 Rafale M aircraft
      • 2 NH90 NFH Caïman Marine helicopters
      • 1 AS565 Panther ISR helicopter
      • 2 AS365F Dauphin Pedro helicopters
    • Two Dupuy de Lôme-class intelligence-gathering ships
  2. Land Assets:
    • CAESAR 155 mm wheeled self-propelled howitzers
    • AMX 10 RC armored reconnaissance vehicles
  3. Aerial Assets:
    • Eurocopter Tiger HAD attack helicopters
Furthermore, we are interested in negotiating terms for domestic production licenses for these assets, which would not only benefit our defense sector but also foster greater technological exchange and industrial cooperation between our countries.

We believe that this initiative aligns with our mutual interests in strengthening defense capabilities and enhancing strategic partnerships. We look forward to discussing this proposal in detail and exploring the potential for a mutually beneficial agreement.

"Make sure the briefing documents are ready on the flight," he says. "I want everything on France's military technologies and licensing history with other nations."

The staff members nod, and with that, Teixeira steps into the lead car, the door closing with a muted thud. The convoy departs, heading for Humberto Delgado Airport in Lisbon, where a Portuguese Air Force jet awaits to take him to Paris. Inside the aircraft, the Secretary reviews a dossier of French military designs. Advanced fighter jets, naval systems, and cutting-edge communications technology are just some of the highlights. As he flips through the pages, he envisions how these developments could bolster Portugal’s military capabilities. His mind is already on the upcoming discussions at the Elysée Palace. The French are offering more than just hardware – this is about securing a strategic ally for the years ahead, and ensuring Portugal remains at the forefront of modern defence technology.

"France wants reliable partners," Teixeira murmurs to himself. "We must ensure that we are more than that – we need to be indispensable."

After touching down at Charles de Gaulle Airport, Teixeira would wait to be greeted by the French delegation. The cool Parisian air hits him as he steps off the jet, a contrast to the warmth of Lisbon.

The reception of the Portuguese would be befitting their station, at Charles de Gaulle a special runway had been reserved and well protected to provide them a warm but safe welcome. Upon leaving the plane they would be welcomed by an honour guard holding French and Portuguese flags while the Chœur de l'Armée française played the Portuguese anthem. At the end of the red carpet Marie would await her Portuguese guest.

Upon arriving to Marie, Silva would greet her enthusiastically. "Mrs Marie, its such a great pleasure to be here in France, to be in the city of light. I hope you are in great sprits as I am today." He would wait for her answer.

"Thank you, Marie," he replied warmly. "It’s a true honor to be here, especially under the vision of cooperation set forth by your Empress. There’s so much potential for Portugal and France to deepen our alliance—not only through our shared Latin and Catholic heritage but also in areas of mutual security and defense.” He would wait to be send inside with her, to be in the privacy of her offices.

Once and if they had done so, he would transition the conversation “On that note, we’ve had discussions in Portugal and in our email exchanges about strengthening our military capabilities in alignment with France. There’s particular interest in some of the advanced assets France has developed, such as the Triomphant-class submarines with the M45 arsenal. A vessel like that would provide Portugal with the strength to better secure its maritime borders alongside a partner like France, our doctrine is strict in using these weapons, as deterrent. The Canadian-French war and more recently the attacks in the Red Sea, really changed our view, suddenly a free nations can be subject to atrocities, its important for us to have this deterrent.”

He continued, “In addition, Portugal would be interested in pursuing assets like the Charles de Gaulle aircraft carrier with its full complement—Rafale M fighters, NH90 helicopters, ISR helicopters like the AS565 Panther, and the AS365F Dauphin Pedro. It’s a robust set of assets, to be sure, but such an acquisition would symbolize a real leap in Franco-Portuguese defence cooperation.”

"Beyond naval assets, there’s interest in the Dupuy de Lôme-class intelligence-gathering ships, as well as ground assets such as CAESAR self-propelled howitzers and the AMX 10 RC reconnaissance vehicles. Additionally, Eurocopter Tiger HAD helicopters could prove invaluable in enhancing Portugal’s aerial response capabilities."

He paused to gauge her reaction, then added with a smile, "Portugal sees these potential acquisitions not merely as defense upgrades but as a tangible step toward a fortified alliance with France. I believe this could set a new precedent for Franco-Portuguese military cooperation, which would also include joint patrols in the mediterranean sea.”

"That sounds like music to my ears" She replied with a smile before motioning for her guest to move inside her office. While not entirely devoid of other persons, there were significantly fewer people there and the ones that were were sworn to secrecy under penalty of an espionage prosecution. "Please be seated" Marie said once they were inside as she pointed at one of the black couches.

Marie for her part would sit on the couch opposite her guest's as she listened closely to the mentioned technologies. "I see you did your research well" She said jokingly. "I do believe the mentioned technologies would serve the Portuguese interests greatly. France has set itself the goal to through cooperation with likeminded partners prevent Europe's strategic dependence that we saw in the latter part of the 20th century. It is quite frankly a disgrace that even as recently as last year we needed an outside power in the United States to police the territorial waters and airspace of a fellow European state in Italy, and that an unprovoked war like the Canadian War of Aggression could go without a meaningful response from Europe. Because of this the Empress wants to create the conditions where Europe can rely on itself to maintain the numbers for our security, retain our own military industry and in general be able to participate in the global security infrastructure without needing to rely on external powers. Because of this we also believe it is critical that Europeans buy from Europeans, and that production capacity is spread across the European continent. This means we are more than excited about your interest in our defence industry. Based on the wide range of technologies and platforms you mentioned, perhaps it would be best to make a more general all-encompassing arrangement. One where Portugal has practical unfiltered access to our technologies and our companies would look to work with local partners to keep production in Portugal and thus provide employment to Portuguese citizens. This way we could perhaps even contribute to the establishment of a new militar-industrial complex inside Portugal similar to the one we have in France ourselves." Marie said before being handed a folder from her desk by her assistant which she would place on the table between the two couches. "I have asked my staff to consult with some of our industrial partners and they have responded positively as shown in the letters in this folder. If Portugal were open to it, we would also like to solidify our cooperation in these fields with a full security treaty including things such as military mutual defence but also cooperation in trade, civilian technologies, and the expansion of cultural and educational exchanges"

The Canadian War of Aggression and the events surrounding Italy’s sovereignty underscore just how essential it is for Europe to stand together.”

He took a moment to review the folder on the table, noting the commitment from France’s industrial partners to engage with Portugal in developing local production capacity. “Portugal is honored by the offer for unfiltered access to French defense technologies, as well as the support for domestic production. The establishment of a Portuguese military-industrial complex, backed by French expertise, would indeed mark a new era in our strategic autonomy.”

After a brief pause, he continued, “In light of this generous proposal, Portugal is keen to understand the terms involved for such an unrestricted partnership with France’s defense industry. Specifically, we would like clarity on how this access might function in practice—would Portugal gain the rights to produce French systems domestically, covering both assembly and eventual full production of components? Additionally, we would be interested in understanding the investment required to support this extensive technology transfer and ensure compliance with France’s security protocols.”

He leaned back, a look of genuine admiration on his face. “We are also fully open to the idea of a comprehensive security treaty that spans mutual defense, civilian technologies, trade, and cultural exchange. This would ensure our partnership is deeply rooted across sectors, strengthening both Portugal and France in the long term. We look forward to working closely with you on defining the terms of this partnership and establishing a framework that fully reflects our shared values and objectives.”

He awaited Marie’s thoughts, hopeful that this cooperation would open new horizons for Portugal’s role in European and global security.

Marie nodded, maintaining her smile throughout. While some might consider it uncanny, her natural charisma and genuine emotion behind the gesture would make transmit and make it clear she was very much being honest. "You would be allowed to produce the technology domestically, though we do generally recommend the opening of production facilities from the original manufacturers at least initially to aid in the effective use of the technology by Portuguese industry. The terms would fall under the general terms that regulate military sales, with one exception for the following reason. Normally we would charge 15 billion for a 5-year license, and 25 billion for 10-years. We are willing to offer the 10-year license to Portugal for 15 billion. In turn we would like to ask secrecy so other potential customers do not know of preferential pricing arrangements. Other than that you are free to use the equipment as you wish."

"I am also happy to hear of your willingness to make a wide-ranging arrangement in the mentioned areas. I do believe we have a solid base here for a long-lasting Franco-Portuguese friendship that can serve as a solid base for greater European cooperation. I should inform you that we are seeking similar arrangements with Italy and Spain as well"
