[POR] Visit to Spain

It was early in the morning, when the Portuguese embassy in Madrid received a call. The few staff who were waiting for their shifts to end at the time begrudgingly answered the call. The Spanish city, just barely waking up from the night before. A young staff member went near the phone, a coffee in hand, to answer. He was about to leave in give or take, half an hour.

"You have reached the Portuguese Embassy how may I help you?" He answers the same automated response to any call the Embassy receives in a daily basis. The tiredness was heard through the speakers of the other end. It wasn't long before he realized where the number was from, and quickly encrypted the line through the help of his associates. Similarly, the Ministry would be encrypting their end as well.

"Hello, this is the Ministry of Foreign Affairs. I am calling, in behalf of Portugal, to inform the embassy that the Portuguese delegation would be heading to Madrid today, through land. Please, inform the ambassador and the Spanish Government of the visit. Details can be found in the recent documents that we have sent ahead of time. They will come in 3 officially designated civilian cars, all colored black, and 2 UMM Alter IIs filled with a small security detail. "

"Of course, I will make it so."

"Thank you."

Minutes later, he rushes to the highest authority in the Embassy, and informs him of the incoming delegation. The Spanish Government would be informed as well, and a request for a police escort would be put forth. Meanwhile at the Ministry of Foreign Affairs, Dona Sandra Henriques, would make her way to the small convoy along with her associates.

"Everything ready madame?" The driver would ask.

The Convoy was made ready just about 4 hours ago, during the early morning. The 10 members of the SIS present with their USP 9's and two magazines were loitering around the vehicles, waiting for orders. While they were the SIS, they had to dress for the occassion, wearing grey suits with the Portuguese flag pinned on the lapel of their suits.

"Apart from my morning coffee, then yes everything is ready." The Minister would remark, smiling.

Not long after, the order was given to head to Madrid.

On the Spanish border at Badajoz was six Civil Guard vehicles with three officers in each vehicle which had been quickly mobilised to escort the Portuguese delegation to Madrid, each officer had a fully loaded Glock 17 with three extra magazines and each vehicle had a fully loaded HK G36 with four extra magazines in easy reach.

At the front of the motorcade would be three bikes which would be tasked with clearing traffic out of the way and three bikes would remain at the rear of the convoy to ensure that no cars moved near the motorcade, it was impossible to shut down the roads due to the short time given and the fact it was a major road.

An ambulance would remain at the back of the motorcade but in front of the bicycles, the Spanish Government had deemed it neccesary for an ambulance to be tasked with the motorcade just in case anything happened to any of the Portuguese delegation, they could immediately be taken to a nearby hospital for treatment.

Back at the Santa Cruz Palace in Madrid, Soraya Sáenz de Santamaría had risen from her bed and made herself presentable with a suit which had been handpicked by a staffer at a local fashion outlet so she looked presentable to meet her Portuguese counterpart on the most important day of her career, the meeting with the Portuguese Foreign Minister could make or break her career, this relationship was also close to the Prime Minister's heart so it was important that all went well. The next couple of hours before the Portuguese arrival was spent looking over notes and eating breakfast.

The motorcade was close to arriving in Madrid, suddenly the convoy diverted away from the main roads and the speed of each vehicle picked up hugely and headed towards Getafe Air Base which was a secure military base south of Madrid. Lights and sirens came on as they dramatically entered different side roads as they had been ordered to divert away from the main roads. The officer in charge of the operation of protecting the Portuguese delegation would radio through to his Portuguese counterpart.

"Madrid has been compromised, we are extracting your delegation to a safe zone. Follow us immediately."

Shortly after, they would arrive at Getafe Air Base where personnel had been mobilised to defend the integrity of the base if anything happened after Madrid was placed into partial lock down. A secure part of the base had been made available to house the Portuguese delegation. Base Commander Sergio Tudela made his way to see the Portuguese delegation inside the barracks as Civil Guard officers stood outside.

"Minister, I am sorry for the change of plans. Madrid has been swiftly locked down to an incident we believe to be a terrorist attack with some sort of chemical weapons, for your own safety, you was brought here as the Santa Cruz Palace has been compromised."

"Dear lord, what is happening?" The Minister would ask to the driver, which was receiving calls from the Spanish motorcade nonstop. The driver, showing shock and worry, tries to defuse the situation.

"Something has happened to Madrid madame, I'm afraid that the meeting would be postponed until further notice."

Meanwhile, the SIS personnel, which were following behind the Police escorts, were alarmed by the news and sought to protect the Minister at all costs. They readied themselves for any possible orders from the headquarters back at Portugal. Once they arrived at the air base, the Portuguese government would send two C-141 Starlifters to evacuate the Minister and her associates out of Spain. The Spanish government would be duly notified of the deployment.

The Minister, while alarmed by the recent events, decided that a call between the two nations would suffice back home.

The Base Commander brings in an encrypted phone which had been dialled by the Minister of Foreign Affairs which was also encrypted on her end of the line, she was in a secure bunker at the Palace of Moncloa.

"Minister Henriques, I am so sorry your visit to Madrid had to end like this. There has been a confirmed chemical weapons attack just a mere two miles away from the Santa Cruz Palace. Your safety is of much importance and I hope you are okay now."

"I... understand. I'll see to it that we can speak when both of our safety is guaranteed. For now, Portugal calls me to bring me back to my office. By then, we can perhaps talk about the points highlighted by my message, if you're not terribly busy at the moment..."

A few minutes later, the two aircraft land on the runway, after requesting permission from the Spanish base. Personnel would then disembark to meet up with the ground crew and inform them of their purpose. SIS operatives would lead the vehicles to the aircraft, and after they were secured, would request the minister and her associates to board the aircraft.

After getting clearance from the air base, they would take off and head for Lisbon, the security heightened.

Deputy Prime Minister Cayetana Álvarez de Toledo would invite the Portuguese Minister of Foreign Affairs to an encrypted video call to conduct the visit that was supposed to happen between Spain and Portugal in person which was cut short to the Madrid bombings. She had various documents with her to conduct the meeting with her counterpart.
