Secretary Amado listened attentively, then inclined his head in measured respect.

“Ambassador Dabri, i'm deeply encouraged that Iran welcomes this partnership in such a spirit of sincerity and foresight. He leaned forward slightly, tone calm.

“Allow me to propose the three next steps, to ensure that our words become a solid foundation for action, We warmly accept your suggestion to convene the inaugural Joint Maritime Coordination Commission here in Lisbon within the next two months. At that meeting, our naval, defense, and diplomatic officials will finalize the modalities for joint patrols and the coordination office at Bandar-e Lengeh. Portugal will prepare a proposal for phased naval support, combining training of Iranian officers in Portuguese naval academies, the secondment of technical advisers to Iran. Beyond security, we believe trade is the lifeblood of enduring partnership. Portugal would like to explore preferential arrangements in the fields of energy, infrastructure, and agriculture. Portuguese companies are prepared to contribute to Iran’s modernization from renewable energy cooperation to food security projects in exchange for long-term supply agreements and investment opportunities.

Ambassador, Portugal does not come to dictate, but to build with you. We seek a relationship that balances security and prosperity, one where Iranian ports are secure, Iranian products find their way to European markets, and Portuguese technology and expertise contribute to Iran’s growth.”

Amado closed with a faint, diplomatic smile.
“In this way, together, we will not only safeguard the seas, but also chart a course for prosperity on land. Portugal accepts your hand in trust let us now begin the work of making this partnership an example to the world.”

Dabri nodded in an thankful manner for Amados words and continued with this silent gesture his attention to the following words, in which the Secretary presented his proposal for the ongoing cooperation, that both diplomats carved out in just these moments.
While the Portuguese Secretary spoke, dapris Aide made some notes of the talking points: Commission in Lisbon, finalizing joint patrol details and proposals for such by the Portuguese delegation. These where mostly following ups on the already agreed upon points but the following about trade where the actual new topics, moving away from naval cooperation. So Dabri, as he intended similar trade options to discuss, nodded slowly while keep listening, at Amados words.

"I want firstly to thank you for these proposed steps, which are on line with my government vision entirely and therefore I can only thank you for such matching schedules. We can surely carve out of your proposals a fit plan for the oncoming first Joint Maritime Coordination Commission and there main talking points, and my countries delegation will await Portugal’s proposals for the long term project and steps, as your government and country brings highly respected know-how and expertise in such maritime matters." Dabri did not mention, but also let unspoken it hang in the room from his former words, the current drainage of the Iranian Armed forces, especially in the Navy, caused of the government change. Many former military Leaders where loyalist to the Islamistic Government and the former, Sha loyal experts, often to old from the 60s and 70s.

"For trade, I agree with you to pursue an prosperous partnership, where this can become the core of an ongoing cooperation between our countries. We can deliver a lot of long term sufficient resources, be it Oil and gas but also rare minerals and different metals. Also I am very happy, to agree upon conducts, for Investment opportunities for your Portugal, as Iran has many possibilities, now that we are open to the world once more. We also would be honored, to receive not only an way into the European market through Portugal but also possibility of Infrastructure and agriculture products and abilities of your company’s. While in the long run, my government plans to do more in renewable energy, right now I have to openly state, we still rely heavily on our fossil fuel Energie resources, both for Trade and internal. But we welcome Portugal’s help in oncoming changes, even if our infrastructure and economic capabilities right now have an higher priority to my government."

Dabri mirrored the Smile from the Portuguese and nodded in an open response. "I can only agree with you, let us make our words into Paper, so that out of our diplomacy today can flow the Prosperity for both our Country and even more the world, to follow."
