Portugal will prepare a proposal for phased naval support, combining training of Iranian officers in Portuguese naval academies, the secondment of technical advisers to Iran. Beyond security, we believe trade is the lifeblood of enduring partnership. Portugal would like to explore preferential arrangements in the fields of energy, infrastructure, and agriculture. Portuguese companies are prepared to contribute to Iran’s modernization from renewable energy cooperation to food security projects in exchange for long-term supply agreements and investment opportunities.

Draft Framework Agreement between the Portuguese Republic and the Islamic Republic of Iran

Preamble
The Governments of the Portuguese Republic and the Kingdom of Éran, hereafter referred to as "the Parties,"
  • Recognizing the importance of strengthening bilateral relations,
  • Desiring to promote mutual prosperity, stability, and cooperation,
  • Reaffirming their commitment to constructive dialogue and peaceful development,

Have agreed as follows:

1. Maritime Cooperation

  • The Parties agree to establish a Joint Maritime Coordination Commission in Lisbon.
  • For the purpose of implementing joint patrols and maritime cooperation, Portugal is granted the right to maintain a Navy Basing Arrangement at Bandar-e Lengeh Port, alongside a Coordination Office. This facility will support Portuguese vessels during joint missions, training, and logistical operations.
  • Both Parties will present proposals for joint patrol structures and cooperation projects at the first session of the Commission.
2. Trade and Investment
  • Iran shall facilitate reliable long-term access to oil, gas, rare minerals, and metals for Portugal.
  • Portugal shall provide Iran with opportunities to access European markets, and encourage investment in infrastructure, agriculture, and renewable energy projects.
  • Both Parties recognize the current priority of fossil fuels in Éran’s economy, while also agreeing to explore gradual cooperation in renewable energy.
3. Implementation and Follow-Up

  • The Parties agree to appoint working groups to draft detailed protocols under this Framework Agreement.
  • Progress shall be reviewed regularly through the Joint Maritime Coordination Commission, the Coordination Office at Bandar-e Lengeh, and follow-up diplomatic meetings.

4. Final Provisions
  • This Framework Agreement represents a political understanding between the Parties and may serve as the basis for future binding agreements.
  • It enters into effect upon signature by the authorized representatives of both Parties.
