PROJECT NAMEHonourable Company Special Economic Zones Expansion Project — Part Two
PROJECT COST4,200,000,000.00
COMPLETION DATE06/08/2026
PROJECT INFORMATIONThe Honourable Company Special Economic Zones (HCSEZ) Expansion Project is a national infrastructure development initiative designed to establish five Special Economic Zones (SEZs) across the country. This project aims to attract foreign direct investment, boost manufacturing capabilities, create employment opportunities, and enhance India's position as a regional manufacturing and logistics hub.

Project Objectives:
  • Establish 5 world-class SEZs totalling 603.5 km2 (or 60,350 hectares) in size.
  • Create roughly 4,800,000 direct and indirect employment opportunities.
  • Increase manufacturing exports by 300% within 8 years.
  • Develop integrated logistics and supply chain infrastructure.

The second of these zones is the Diu Coastal Development & Special Economic Zone, located on the island of Diu within the Dadra and Nagar Haveli and Daman and Diu Company Territory.

It will be a coastal export-oriented zone focusing on tourism revenue, maritime trade, renewable power generation, and light industry. With direct access to the Arabian Sea it will be able to access its shipping routes alongside potential regional port connectivity. The island also hosts its own regional airport, which will be upgraded to a full international airport within this project.

The total size of the DCDSEZ will be roughly 2,000 hectares.

These 2,000 hectares will be broken into 900 hectares dedicated to tourism, hospitality complexes, waterfront development, and entertainment infrastructure; 500 hectares dedicated to renewable energy generation and energy storage facilities; 300 hectares dedicated to maritime services, port infrastructure, fisheries processing, and ship maintenance; 200 hectares dedicated to light industry and export-oriented manufacturing; and 100 hectares reserved for strategic expansion and infrastructure utilities.

Within this zone will also be an integrated marina and commercial waterfront district, a small-scale cargo handling and logistics terminal, dedicated power generation facilities with grid integration, and centralized utilities' system including water desalination and wastewater recycling
