PROJECT INFORMATIONOver the next year, various government ministries will equip Myanmar's three largest cities to be sustainable, livable, and resilient. The aim will be to improve qualify of life through digital governance and inclusive urban services, the creation of a digitally connected economy to attract investment and promote innovation, and reduce environmental footprint through smart energy and green development.

The target cities will be:
  • Yangon
  • Mandalay
  • Naypyidaw

Smart Urban Mobility & Traffic Systems
The project will deploy city-wide CCTV networks and coordinated traffic signals to manage congestion in real time, complemented by GPS-enabled public transport that provide accurate route tracking and mobile or RFID-based e-ticketing to streamline fare collection. Parking sensors will be installed in key commercial areas to monitor space availability and implement congestion pricing schemes to discourage excessive car use in downtown zones, thereby reducing emissions and improving traffic flow.

Digital Infrastructure & Connectivity
A comprehensive upgrade of Myanmar's digital backbone will extend fiber optic networks throughout the above cities, supporting expanded 3G cellular coverage and public Wi-Fi hotspots in government buildings, transit hubs, and parks. The initiative will introduce basic cloud services for government and education sectors, enabling data sharing and collaboration, while ensuring affordable internet access to bridge the urban-rural digital divide and foster inclusion in the digital economy.

E-Government Platforms
This component will build unified digital ID systems linked to vital public services such as birth certificates, land registration, and tax payments, accessible via user-friendly websites and mobile apps. Municipalities will offer online platforms for service requests like waste collection and utilities management, while transparent digital tendering systems will be introduced to reduce corruption. Simultaneously, training programs will equip civil servants with IT skills necessary for effective digital administration.

Smart Utilities & Services
Smart meters for electricity and water will be installed across residential and commercial sectors, allowing automated billing and consumption monitoring, supported by leak detection technology that uses pressure sensors to identify water system faults promptly. Solar rooftop programs will be launched to supply clean energy to government buildings and subsidized residential areas, alongside SCADA systems to enhance power grid monitoring and reduce outages, promoting energy efficiency and sustainability.

Smart Housing & Urban Development
Affordable housing projects will incorporate energy-saving technologies such as solar water heating, LED lighting, and rainwater harvesting, with designs promoting mixed-use neighborhoods that combine residential, commercial, and recreational spaces to encourage low-carbon living. Slum upgrading initiatives will improve sanitation, electricity, and digital connectivity, supported by GIS-based land registry digitization to formalize property rights and enable better urban planning and service delivery.

Economic Innovation Hubs
Technology incubators and co-working spaces equipped with high-speed internet will be established to nurture startups and digital entrepreneurs, fostering innovation and job creation. Smart logistics centers utilizing barcode and inventory management software will optimize supply chains, while training programs focused on mobile banking, e-commerce, and digital literacy will empower small businesses and informal sector workers to participate fully in the emerging digital economy.

Data & Urban Analytics Platforms
Centralized Smart City Command Centers will integrate data streams from traffic, utilities, health, and environmental monitoring systems, using dashboards to provide real-time insights to city managers. Municipal departments will adopt GIS and database tools to improve urban planning and service allocation, while select datasets will be published through open data portals to increase transparency and encourage civic tech innovation, laying the groundwork for data-driven governance.

Smart Health & Education
Hospitals and clinics will implement electronic health record systems to improve patient data management, with pilot telemedicine services connecting rural healthcare providers to urban specialists via video and secure data exchange. Public schools will be equipped with internet-enabled digital classrooms, interactive learning materials, and teacher training programs focused on ICT skills, helping bridge educational disparities and improve overall human capital development.

Environment, Sustainability, & Disaster Resilience
Urban environmental quality will be monitored through IoT-based air and water sensors, with data publicly displayed to raise awareness and guide interventions. Green initiatives such as urban tree planting and green rooftops will enhance biodiversity and reduce heat islands, while SMS-based early warning systems for floods and cyclones will improve community preparedness. Solid waste management will be optimized using barcode tracking to improve collection efficiency and recycling rates.

Governance & Citizen Engagement
Digital platforms will be introduced to facilitate public participation through online forums, mobile feedback apps, and participatory budgeting tools, enabling citizens to influence local policy and development priorities. AI-assisted urban planning tools will support city officials in scenario modeling, while data privacy and cybersecurity policies will protect citizens’ information and foster trust in digital government services, promoting accountable and inclusive governance.
