Targets:
  • Process 90,000 asylum decisions per year
  • Ensure humane and efficient asylum housing and support services
  • Enforce immigration policies within legal and human rights frameworks

Refugee Housing and Accommodation
Capacity to house 100,000 Asylum Seekers with Semi-Permanent Modular Units

Housing Strategy Overview
  • Type: Refurbished and modified shipping container homes
  • Units Required: 20,000 housing units (5 people per unit average)
  • Layout: Cluster-based, communal, service-integrated zones
  • Unit Type A (Family of 4–6): 40ft containers, partitioned for living/sleeping.
  • Unit Type B (Singles): 20ft containers, dormitory layout or 2-person rooms.

Facilities per 200 housing units:
  • 1 sanitation block (20 latrines, 20 showers)
  • 1 water tower (30,000L capacity)
  • 1 community hall (tent structure or prefab)
  • 1 health post
  • 1 solar hub (for refrigeration & device charging)
  • Gravel roads, drainage trenches, security lighting

Sites:
  • Kigoma - 3 sites - 50,000 total capacity
  • Dar es Salaam - 2 sites - 35,000 total capacity
  • Morogoro - 1 site - 15,000 total capacity

    Cost: $235 million
