The Celestial-class Cutter/Frigate is an improved variant of the Coast Guard's National Security Cutter. This vessel is designed for use by both the Navy and Coast Guard (appropriate livery depending on the branch producing it) in a variety of scenarios including: life saving, patrolling, anti-submarine warfare, escorting, surface combat, anti-air defense/offense, strike missions, as well as scientific and environmental surveys.

All other technologies and equipment are in place or configured to work with onboard systems. In addition to the testing and configuration of the aforementioned systems to ensure that they have proper synergy and operate as designed and placed, it is important that the large sum of money being used to make notable changes to the ship - however, these are not overwhelming changes. The overfunding of this project was done in order to conduct various shock trials, systems tests, trouble shooting, and other measures of quantity control that the United States Navy does to ensure that there is a high level quality in a vessel being designed. This is to ensure that the ship can operate in rough, blue-water seas, function properly in high-stress combat scenarios, and properly operate in all ways designed. Furthermore, some of this money has also gone towards ensuring that the ships propulsion and steering is not just extremely reliable, but also easier to maintain and repair.
