The Minister sat in quiet contemplation as the secure and encrypted line from Lisbon buzzed gently, the familiar encryption tone confirming it was genuine. With a steady hand, he picked up the receiver.

“Boa tarde, Mister Secretary” he greeted, his voice calm but resolute. “It is always an honor to hear from our trusted neighbors in Lisbon.”

He leaned back slightly, already sensing the gravity of the call.

“I imagine this is regarding the situation in Catalonia,” he continued, glancing toward a folder marked Confidencial: Cataluña. “Rest assured, Spain remains steadfast in upholding democratic principles and the integrity of our constitutional order. But I understand how closely our stability is tied to the broader peace of the Peninsula.”

He paused, signaling to his aide to delay the next meeting. “Let us speak candidly, amigo. What are Portugal’s concerns, and how may we address them together as Iberian partners?”
