The Secretary of State of Portugal, from the comfort of his office would dial his Spanish counter part, from a secure and private line. His main thought would be the stability of Spain and the unifying force it meant through Europe, having it divide undemocratically would be a blow to the peace in Iberia.
While the phone call was transmitting, he would go through various documents detailing the situation in Catalunia.

The Minister sat in quiet contemplation as the secure and encrypted line from Lisbon buzzed gently, the familiar encryption tone confirming it was genuine. With a steady hand, he picked up the receiver.

“Boa tarde, Mister Secretary” he greeted, his voice calm but resolute. “It is always an honor to hear from our trusted neighbors in Lisbon.”

He leaned back slightly, already sensing the gravity of the call.

“I imagine this is regarding the situation in Catalonia,” he continued, glancing toward a folder marked Confidencial: Cataluña. “Rest assured, Spain remains steadfast in upholding democratic principles and the integrity of our constitutional order. But I understand how closely our stability is tied to the broader peace of the Peninsula.”

He paused, signaling to his aide to delay the next meeting. “Let us speak candidly, amigo. What are Portugal’s concerns, and how may we address them together as Iberian partners?”

"Boa tarde, Minister. Thank you for taking my call. Indeed, this call is regarding the situation in Catalonia, a matter that weighs heavily on our minds here in Lisbon."

He paused briefly, gathering his thoughts before continuing with a tone of sincerity and resolve.

"Portugal views the current situation in Catalonia with deep concern. We believe that the stability and democratic integrity of the Iberian Peninsula are of paramount importance, not just for Spain and Portugal, but for the entire region. The recent developments in Catalonia are seen as a challenge to the democratic principles and constitutional order that we all hold dear."

"Portugal stands firmly with Spain in upholding the rule of law and the democratic process. We believe that any move towards secession must be pursued through legal and constitutional means, ensuring that the rights and voices of all citizens are respected."

He continued, outlining Portugal's offer of support, "In light of this, Portugal is prepared to offer our full support to Spain in every avenue possible. We propose intelligence-gathering operations to monitor the situation closely and provide valuable insights. Additionally, we are ready to deploy our police forces to assist in maintaining order and stability, should the need arise. Portugal is committed to working closely with Spain to address this issue and ensure that the principles of democracy and the rule of law are upheld. Let us stand together as Iberian partners, united in our resolve to uphold the stability and democratic integrity of our region. Portugal is ready to support Spain in every way possible, and we look forward to working together to address this challenge."

"The Spanish Government deeply values Portugal’s words not only as a neighboring state but as a democratic partner bound to us by centuries of shared history, mutual respect, and regional responsibility.

The current crisis in Catalonia is undoubtedly a grave test of our constitutional order. Yet it is also a moment that reaffirms the resilience of democratic institutions and the importance of our European and Iberian solidarity. Your unequivocal support for the rule of law and for the integrity of democratic process stands as a powerful statement not only to the Spanish people, but to those who seek to undermine national unity through illegal and unilateral actions.

Spain notes with appreciation your government's willingness to contribute intelligence coordination and law enforcement cooperation. While we are actively managing the situation through our internal security structures and democratic institutions, the readiness of Portugal to extend its hand is not lost on us. It reinforces what we have always known that Iberia is stronger when it stands together.

Let me reassure you, Spain is committed to resolving this crisis with firmness, legality, and the full weight of constitutional democracy. We will not allow the actions of a violent fringe to threaten the collective future of our citizens whether in Catalonia or elsewhere in our country. Please convey to your Prime Minister and to the people of Portugal our deepest thanks. The path forward may be complex, but we are heartened by the knowledge that we walk it with partners who understand the true value of unity, law, and peace."
