It is my hopes that the Republic of Ireland and the United States can work together to foster good relations both diplomatically and economically between our two nations. If possible we can have an in person meeting this or next week to discuss the building of these relations. This including the establishment of a trade agreement of which our minister of trade can be present. I would also like to have a separate meeting arranged to discuss the supply of equipment to our defence force's air corpse. It is our hope to be an active member in the Global Assemblies Peace Keeping operations to foster peace and prosperity globally.

Minister Cowen, as a first generation American whose entire family is from Ireland, I am pleased to hear from you. I am currently held up in a meeting abroad. However, with your permission, the White House would like to appoint an ambassador to your country as soon as possible, and we would be happy to receive one in return. Due to internal complications, we cannot discuss a trade agreement at this time, but I would be happy to ensure that a discussion on military equipment is made.

With your government's permission, the Federal Government would like to submit Mr. Connor Campbell as the next U.S. Ambassador to the Republic of Ireland. If this is acceptable we will dispatch him to Dublin tomorrow, along with staff to establish a diplomatic mission.

It is good to hear back from you and am glad you were able to find time to write me back. It is understandable that you are unable to attend a meeting with us and thus we accept your proposed Ambassador and will put forward Mr. Oliver Lane as our Ambassador to the United States of America. We will have a building ready for Mr. Campbell ready and can have him brought there as well as his staff. In return we would also like to establish a diplomatic mission in the United States. I can meet with Mr. Campbell as soon as he is ready after arrival.

I also look forward to hearing the results of the military equipment discussions as well as when they may take place. One of our goals is to have the Irish Defence Forces ready for international Peace Keeping missions as well as the defence of our nation.

A secure response would be sent confirming details like the arrival date of Ambassador Campbell and who he would be traveling with. The building traditionally used as the Irish embassy in the United States would be provided to the Republic of Ireland to use as its diplomatic mission. Three special agents from the Diplomatic Security Service travelled with Campbell to Ireland where he would first survey the building that would house the American mission, and then prepare to meet with the Irish Minister of Foreign Affairs. American diplomatic staff would begin filtering in to Ireland, with advanced notice given to the Irish government, in order to securely establish the embassy. Within a week it would fully be in working order.

Meanwhile, Ambassador Campbell would head to the appropriate government offices to meet with the Foreign Minister, along with the DSS agents.

The Traditional US Embassy in Dublin would be provided to the Americans for their embassy. Ambassador Oliver Lane would at the same time with his assembled embassy staff and security depart via airliner for the United States where they would get settled in for their mission. The American Embassy staff would have no issues getting into Ireland having their entry into the country streamlined.

Once everyone was all settled Brian Cowen would meet with Ambassadlr Campbell. He and his DSS Agents being let into the building. The Minister of Foreign Affairs would greet them in the lobby."Welcome. I hope you've settled in well?" He asked as he offered a handshake to the ambassador."My office is this way." He would say with a gesture before leading them to his office."Can I have my secretary get you anything?"

The Irish would be welcomed to the United States and escorted to their embassy in the District. Meanwhile, in Ireland, Ambassador Campbell would shake hands with Minister Cowen.

"Quite well, it's been almost a year since I have been to Dublin, so I am happy to be back," he said. The ambassador would politely turn down an offer for refreshments - he just had lunch.

Campbell stepped into the office and waited for the Minister to take a seat. He would take a seat after the Minister did.

Taking a seat the Minister would get comfortable yet formal as he sat accross from the Ambassador. "Welcome back to Dublin then. Beautiful city isn't it?" They said with a pause."I believe that the Republic of Ireland and the United States hold simular values and that we can work together. While trade discussions are currently off the table I would like to discuss the establishment of education, professional, and culture exchanges. As well as a medical research exchange. This being ontop of the other matter mentioned in my emails."

"I am happy to be back, Dublin is a beautiful city," the Ambassador said with a small smile. "I think that those are all things that the Federal government would be happy to participate in, Minister Cowen. In regard to this other thing that you mentioned, are you referring the purchase of equipment for the Irish Air Corps? If so, please let me know when your government is interested in purchasing and I'll probably be able to tell you if it is something that the Department of Defense and the State Department would consider," he said.

"I am glad to hear that. I think we should discuss each of those items individually so that we can have the details hammered out very well. Also yes, you are correct. The Air Corps is interested in upgrading to the AT-6B Wolverine from the Pilatus PC-9M and if it is not available yet then perhaps the T-6A NTA Texan II. We are also interested in purchasing a Learjet 45 Model 45XR, and some Cessna FR172H. Do you think that is something your Department of Defense and State Department would be willing to consider?"

Let me know what quantities of what aircraft are needed, and I will send it up the food chain in order to get approved by the President and Congress. Are there any other aircraft, or equipment, that your government would be interested in purchasing?" he asked.

"We are interested in purchasing twenty four AT-6B Wolverine, twenty four Cessna FR172H, and twelve Learjet 45 Model 45XR. Now outside of that there is another thing we would like. We are getting ready to embark on a railway project to help stimulate economic growth inside of Ireland and are interested in putting in a high speed rail to connect the the country. As the Minister of Transport tells me this will help our countrie's growth a great deal."

"I think for the education exchange we build a basic student exchange program. One where the the country hosts a student for a period of 6 or 12 months. We can also have an option for them to stay a entire semester. Outside of college level we can have a study abroad program for high school level education. To make this work we can put together a five year agreement and renew it every five years?"

"I am confident that the Department of Defense and the White House will approve all of those purchases. That should not be a problem at all. In regard to the student exchange, I think that is a wonderful idea. I think that making this over a five year period is a great idea, with the option to renew. We would do our best to choose students and schools from all over the United States so that there is a large variety of people and experiences from around the country," he said.

"We would do the same for student and school selection, and give schools the option for opting in or out with significant benefit to opting into the exchange. To start we would bring in the top schools from Leinster, Connaught, Munster, and our part of Ulster. Students should be allowed to work part time in the host country to help pay for expenses and tuition. So perhaps as a part of the program a student who plans on working part time while in the host country would need to acquire a temporary work visa?"

"At least from an American point of view, working during the school year is not that common in most parts of our country. I think that our students would be better served trying to experience Irish culture and exploring, when not committing time to class or their studies. I would say the same for students from Ireland, especially because of the varying labor laws throughout the fifty States in our country. However, I will contact the Department of Labor and inquire about this to them," he said.

"I see. The situation here students work more or less depending on the cost of living in a city." they thought for a moment. "How about this? We can extend our free tuition to American students who join this exchange. Decreasing the likelihood for a need to work entirely while studying. We can establish a fund to cover student fees for exchange students."

"Perhaps it is time we table this discussion for the moment and move onto other subjects. As you may know Ireland is very interested in expanding our economic and diplomatic ties. However, there is a focus on Europe for this. One goal of my government is to through this pursuit to try and help achieve a European Unity. Is the US supportive of a diplomatically United Europe? Though, that is not to say we are not at the same time interested in doing the same with the US. Buisness is of course always open to you as well."
