Please accept my warm congratulations on your recent assumption of the Presidency of the French Republic. I extend to you my best wishes for success in the discharge of the high responsibilities entrusted to you by the people of France.

At this important juncture, I believe it is both timely and valuable to deepen the dialogue between our nations. In light of evolving international circumstances, and following the recent adjustment of my official travel schedule, I would like to extend to you an invitation to visit Moscow at a mutually convenient date. Such a meeting would provide us with the opportunity to review the state of French and Russian relations, to exchange views on key global issues, and to explore avenues for strengthening cooperation across political, economic, and cultural domains.

I am confident that direct engagement at the highest level will contribute to greater mutual understanding and allow a constructive partnership between our two countries.

I am grateful for your kind message of congratulations. At this moment of renewal for my country, your words of recognition and friendship are sincerely appreciated.

France and Russia share a long and intricate history of dialogue, exchange, and cooperation, marked at times by alliance, at times by difference, yet always by the recognition of each other’s weight in European and global affairs. I am convinced that it is in the best interest of both our nations that we continue to engage in open, candid, and constructive dialogue.

Such engagement not only allows us to address pressing questions of security, stability, and economic development, but also provides an opportunity to identify concrete areas where deeper Franco-Russian collaboration could yield tangible benefits for our peoples.

I welcome your invitation to visit Moscow and would be pleased for our respective diplomatic services to coordinate a mutually convenient date. Such a meeting would provide an important opportunity to take stock of the present state of Franco-Russian relations, to discuss pressing regional and global questions, and to explore areas in which our cooperation may bring tangible benefits to our peoples.

To whom it may concern,

The President has asked me to convey his sincere appreciation for President Putin’s gracious invitation to Moscow. President Valérian has instructed me to liaise with your office in order to coordinate the practical arrangements of the forthcoming visit.

In light of the President’s demanding schedule, we respectfully request that the principal meeting between the two heads of state be limited to a single meeting. We propose that this include bilateral talks with the full delegations, complemented by a one-on-one exchange between the Presidents to conclude the session.

Subsequent discussions may then be pursued by the Ambassador-designate, who will formally assume his duties as Ambassador to the Russian Federation upon the presentation and acceptance of his letter of credence by President Putin.

The French delegation will consist further consist of the current Chargé d’Affaires of the French Diplomatic Mission in Moscow, accompanied by representatives from the Office of the President, including the Diplomatic Advisor and the Advisor for European Affairs.

With respect to travel arrangements, the French delegation will make use of a French Air and Space Forces Airbus A330-200. We would be grateful if your government could provide us with details regarding the security and personal protection measures that will be put in place during the visit. In addition, we kindly request the necessary authorisation for the members of the French Protection Service accompanying the President to carry their sidearms throughout his stay. The protection team will consist of seven officers.
