Dear Thabo Mbeki,

I acknowledge receipt of your letter and extend my appreciation for the candor and goodwill with which you have expressed your intentions regarding the future of your nation’s relationship with the Kingdom of Sweden.

Having ended the apartheid regime alongside support from our allies in Thailand and Israel, we have retained governance of South Africa for almost a decade - having had an overwhelmingly positive independent referendum, supporting the presence of Sweden in South Africa.

That said, Sweden has always championed democratic values, peaceful cooperation, and mutual respect among nations. Your expressed desire for request for independence will be treated with seriousness and dignity. However, these matters fall within the domain of my government and relevant departments, particularly the Department of Foreign Affairs and the Office of the Governor-General of South Africa, which I will instruct to open channels of dialogue with your office.

In the spirit of peaceful cooperation and shared development, I welcome further formal diplomatic engagement through appropriate channels. Sweden remains committed to international law, respect for sovereignty, and the promotion of peace and security on the African continent and beyond.

Regards,
Carl XVI Gustaf
His Majesty the King
Kingdom of Sweden

Dear Minister Nkosazana Zuma,

It is with the full authority vested in me by the Kingdom of Sweden, and with a spirit of civility and responsible statesmanship, that I write to you in acknowledgment of your recent expressions of intent concerning the future constitutional status of South Africa.

The Swedish Government has taken due note of your aspirations for independence, and whilst such ambitions carry profound constitutional implications, they are not unfamiliar to us as a nation committed to self-determination, lawful governance, and the pursuit of peace through dialogue. The situation in South Africa has remained prosperous, however there has always been the possibility of open discussion in the future - this remains a key part of Swedish foreign policy, one we will uphold.

In that regard, and on behalf of His Majesty the King and the Prime Minister of Sweden, I hereby extend a formal invitation to your appointed representatives to travel to Stockholm for a summit of structure. These discussions, to be held with the appropriate representatives of my office and of the Swedish Department of Foreign Affairs, shall serve as a forum for the open, respectful, and comprehensive exchange of views regarding your nation’s proposed path forward. The Kingdom of Sweden stands ready to engage with sincerity, with clarity, and with a steadfast commitment to international law, democratic principle, and the maintenance of regional stability. It is our hope that through this process, both parties may reach a mutual understanding that reflects the legitimate aspirations of the people of South Africa while preserving the dignity and integrity of the Crown’s constitutional obligations.

Your delegation will be received with the appropriate treatment afforded to all diplomats. Travel arrangements, security, and diplomatic protocol will be coordinated directly with the National Security Office and the Swedish Department of Foreign Affairs.

Let this be a turning point not toward division, but toward constructive resolution, a chapter of pure statesmanship.

Regards,
Håkan Juholt
Governor-General of South Africa
Kingdom of Sweden

The office of Governor General Juholt,

I am writing to inform you of my travel arrangements for a meeting with the governor general. I shall be chartering a jet from Cape Town to Sweden. Upon my arrival, my government requests that me and my security detail have a pickup arranged for us. It is requested that we keep a low profile so as not to alarm other countries towards our peace negotiations.

Following correspondence with the so-called Ministry of Foreign Affairs within South Africa, security arrangements were forwarded to the National Security Office. Whilst it was not usual policy for non-diplomatic entities to be afforded any form of security arrangements, it was recognised that there was a credible threat and risk posed to the Minister upon his visit to Stockholm for peace negotiations. As such, a security grading of 'GXP-OS' was authorised and accredited to the Minister. Provision of a Grade X security arrangement is ad hoc with the authority of the Secretary of Home Affairs and may consist of any appropriate security measure for a predefined period. In this circumstance, the decision was to remain low-key: two Volvo S80 were assigned to the planned motorcade - the first containing two armed National Security Office agents in plain clothing in possession of a loaded sidearm and access to an encrypted radio network - the second containing a sole agent, this vehicle will also contain the security detail brought with the Minister.

As part of arrangements, a brief was send to local law enforcement for a security sweep of the airport to be conducted under the guise of business-as-usual policy mandate. This would ensure the airport is swept to an appropriate security level without drawing unnecessary attention.

The vehicles and agents would remain outside the Arrivals terminal, awaiting for the arrival of the Minister.

Minister Zuma made her way to the airport in Cape Town, She was not surprised to see a commercial Boeing 777 awaiting her. This peace conference, however, was to remain very secretive as South Africa did not want the rest of the world to know about these conversations. As soon as she got onboard, she settled in for what was going to be a very long flight. She knew that there was an escort awaiting her, along with her security detail onboard. South Africa had specifically requested a security detail from Sweden, as they could not afford their own jets or motorcade yet. Once she arrived in Stockholm, she disembarked from her aircraft and was happy to see that the airport had been cleared before her arrival. Stepping into the motorcade, she made her way to the Governor General's office. As soon as she entered the office, she gathered her documents and went to the reception desk. "Good morning," she said, "I have a pre-scheduled meeting with the Governor General."
