Dragon Throne Issues Loyalty Proclamation and Summons All Local Administrators

Beijing - Following months of a live and let live policy, the Dragon Throne has today issued a loyalty proclamation, ordering all heads of the Provinces, Prefectures, Counties, Townships, Basic Autonomies, and the administrations of Hong Kong and Macau to swear their loyalty to the Dragon Throne, commit to administrate fairly and without corruption, and to act against all insurrection within their territories, as well as guarding over those below them doing the same. Depending on severity, the punishment for breaking the oath can range from prison sentences to, in the case of insurrection or severe corruption, death. The Proclamation was made to allow Republican, and even Communist-era, administrators who administer their territories well to remain in place so that the Celestial Government only has to replace those who do not administer well.

Facing a severe liquidity crisis and economic depression in addition to a need to establish control of the central government and its institutions, the Celestial Government had so far opted to more or less leave lower administrative divisions to remain with their existing governmental structures to guarantee stability. Even now with the daunting task of replacing the entire Court system with a fair and impartial alternative, the focus of the Forbidden City is primarily on properly ridding Chinese society of the excesses of the Communist government. "We must serve and protect the interests of 1.4 billion people, while the Communists and Republicans allowed corruption and nepotism to thrive, not all of them are bad administrators. Her Celestial Majesty wishes to give all those capable of service the chance to continue serving the Chinese people the ability to do so." A spokesperson for the Dragon Throne responded to our questions.

Under the proclamation the administrators of provinces, prefectures, and the administrations of Hong Kong and Macau, have been summoned to the Forbidden City where they will perform their oaths in front of the Dragon Throne and before the people of China. Administrators of counties, townships and basic autonomies will then be summoned by their prefectural heads to perform the oaths before them inside the prefectural capitals. With nearly 300,000 basic autonomies it was deemed unfeasible to perform all the ceremonies in the capital. The punishments listed in the oath for various violations line up with existing laws for those offences.

The Celestial Government still expects that despite the Proclamation it may need to replace as many as half of all lower level administrators due to corruption or ineffective administration.

Pro-Monarchy Dragon Party Wins Legislative Yuan Landslide

Beijing - Matching earlier predictions by analysts and opinion polls, the Dragon Party which was founded by the Monarchists following the Empress' announcement that elections were to be held in May has secured landslide victories in both the Prefectural Yuan (410 seats) and the People's Yuan(860 seats). While this would allow the Party to govern without forming a coalition, party leader and interim Grand Chancellor of State Jin Su has already announced the party's intent to secure a coalition with the Kuomintang (62/83 seats) and the Jiusan Society (29/51 seats). If successful this coalition would control 64.5% of the 776 seat Prefectural Yuan, and 70.3% of the 1,414 seat People's Yuan. The largest opposition party is the former President's Republican Party with respectively 130 and 220 seats. The Communist Party has managed to become the third largest party with respectively 70 and 90 seats, especially from more rural provinces and prefectures.

There was little doubt that the Monarchists would secure a large victory, in large part with the massive popular support for the Empress' emergency actions to stabilize the country and return stability to the country while preserving the people's newfound freedoms. However few expected quite such an enormous landslide, especially with a total of eight parties on the ballot. The Dragon Party ran on a platform pursuing long-term economic and institutional stability while gradually opening up the Celestial Empire to the world. They also announced an intent to actively pursue the peaceful reunification of all China under a single government. These goals are reflected in the Grand Chancellor's preferred coalition partners, with the Jiusan Society having previously served as junior partners to both the Communist Party and the Republican Party under the People's Republic of China and the Republic of China respectively and as such providing a strong representation among the career civil servants and other technocrats. Meanwhile the Kuomintang was likely chosen to appeal more to the Western democracies, and most importantly to use its links to the Kuomintang in Taiwan to enable negotiations with the government in Taipei to bring about the eventual peaceful reunification of China. Both parties have responded congratulating the Dragon Party and indicating that they are open to negotiations.

Political analysts believe that the new Executive Yuan can be installed as soon as next week. The Supreme Chancellor has already been invited by the Empress to the Forbidden City tomorrow, likely to officially reserve her mandate from the Dragon Throne to form a new government. The new government will have to get to work quickly as now stability has returned many reforms to the Judiciary, economy, and civil service are deemed necessary to finally remove all traces of the communist dictatorship from the Celestial Empire.

Ministry of Technological Ascension Announces 20 Billion Digital Independence Plan

Beijing - In an effort to eliminate the country's dependence on foreign technology and software providers, the Ministry of Technological Ascension has announced a plan to invest up to 20 billion into projects to create domestic supplies of critical technologies such as microchips, operating systems, and even office software. The project continues on earlier efforts by the People's Republic of China to maintain its ability to resist the supremacy of foreign suppliers. The initiative is the first major policy of the new administration.

To date the Celestial Empire has always had to play catch-up to foreign powers such as the United States and Japan that began the digital transformation much earlier and traditionally has had more funding for their major technology companies. In recent years, however, the gap has been closing. Major Chinese companies such as Huawei, ZTE, and SMIC have made major innovations in recent years and have in some areas even begun matching foreign competitors. In particular the Ministry is looking for a feature complete operating system on the level of Microsoft Windows as well as an Office suite on the level of Microsoft Office. It will most likely focus on improving the existing Kylin Linux developed by the People's Republic of China which has already replaced Microsoft Windows since 2001.

The initiative is sure to be a boon to the economy that has stagnated in the last few years due to successive government changes and uncertainty in the markets. This renewed commitment to Chinese sovereignty will invigorate investment and spending, as such it is also expected that civilian investments into the economy will likely even exceed the cost of this project.

Major benefactors of the investment are likely to be the earlier mentioned major technology companies as well as the cities that host them. Shenzhen and the Beijing area of Zhongguancun in particular, which have grown to be de facto Chinese Silicon Valleys.
