Dear Secretary of State,

I write to you at a critical juncture, as Spain contends with a deeply concerning constitutional challenge within its territory. The situation in Catalonia, as you may be aware, has escalated in recent days due to an unlawful and violent uprising initiated by a separatist group declaring itself the unilateral representative of the Catalan people outside any legal or democratic process.

While Spain remains firmly committed to managing this crisis within the bounds of our Constitution and democratic institutions, it is with deep concern that we note the decision by the Kingdom of Poland and the Commonwealth of Australia to raise the issue at the Global Assembly, framing it as a matter of international concern. We consider this not only a troubling precedent but an unwarranted internationalization of a domestic constitutional matter.

Let me be clear, the Kingdom of Spain views the situation in Catalonia as an internal constitutional crisis, to be resolved exclusively through legal, democratic, and national mechanisms. Any external attempts to reframe this as a global security or human rights issue risk undermining the sovereignty of democratic states everywhere, including that of the United States. In light of this, we respectfully ask for the support of the United States on the following points.

- A public reaffirmation of support for Spain’s sovereignty, territorial integrity, and democratic institutions.​
- Opposition to the escalation of internal constitutional issues to international forums such as the Global Assembly.​
- Condemnation of unilateral and violent secessionist acts, in favor of lawful, peaceful, and constitutional discourse.​

Spain and the United States are bound by shared values, constitutional democracy, rule of law, and national unity through legal order. Your government's support at this moment would not only be deeply appreciated by the Spanish people but would also reaffirm the global standard that internal democratic challenges must be handled with sovereignty and responsibility.

Foreign Minister Albares,

At the direction of President Sinclair, I have issued a public statement affirming the United States's recognition of Spanish sovereignty, opposition to the forceful entry of the international community into an internal Spanish affair, and I have condemned acts of political violence. Furthermore, the United States Ambassador to the Global Assembly has expressed that the United States does not support calling for a special session of the Global Assembly to handle the Catalonian situation, at this time. There is no evidence that your government is violating international law and so, therefore, this unfortunate situation should be considered an internal matter of Spain unless your government should want to bring other nations into it.

The Federal Government hopes that a peaceful resolution to the current situation can be found quickly. If there is anything that we can do to help, let me know. Also, please inform Prime Minister Sánchez that he will soon receive an encrypted message from the White House.​

I am deeply concerned by the briefing I have been given about the situation in Catalonia. I am aware of the general history of Catalonia and Spain, however it did not appear that this would become such a massive political issue at this time. I wanted to express to you, directly, that the United States will not support international intervention in Spain so long as the Spanish government stays within the bounds of international law. With that being said, I cannot imagine the political strains that must be on you at this time. If there is anything that I, or the United States, can do, I trust that you will reach out to my office to tell me so that we can be of assistance. As of now, I can at least offer my prayers for your country. Give my best to His Majesty the King.​

Thank you for your message and for the clarity with which the United States has articulated its position regarding the situation in Catalonia. We are grateful for the ongoing communication between our governments and the continued attention the Federal Government is paying to developments in Spain.

As you rightly noted, while the situation remains fluid, the foundational principles must remain clear. First and foremost, we appreciate the United States’ steadfast recognition of the sovereignty, territorial integrity, and legitimate democratic institutions of the Kingdom of Spain. We also acknowledge your recognition of our government’s legal responsibility and sovereign constitutional duty to address internal matters through lawful and democratic means.

We fully understand that there are voices within the international community calling for broader involvement. However, we concur with your view that, as a sovereign nation, Spain must be allowed to resolve its domestic affairs through the mechanisms enshrined in our constitution and legal framework. Intervention by the international community whether collectively or individually can only be justified should our government request such support or if there were to be clear and undeniable evidence of violations of international law, which is not the case at present.

We are especially grateful for the United States’ strong condemnation of political violence. The Spanish government shares this position unequivocally. Our goal is and will remain the pursuit of a peaceful and democratic resolution to the current situation, and we appreciate your hope for the same.

Please extend our thanks to President Sinclair and your team for their continued support and principled approach. We will not hesitate to reach out should the situation require further cooperation.
