Supreme Confederal Council
According to Article 24 of the Supreme Confederal Agreement, the Supreme Confederal Council is the facilitative hub composed of recallable, directly and democratically elected Thai citizens through a nationwide general election under a proportional representation electoral system, where the minimum threshold for representation is one percent of the total valid vote for each independent group or political party standing in the confederal election.
According to Articles 25 and 26, the tasks of the Supreme Confederal Council are to coordinate regional planning, ecology, infrastructure, and any other projects or services that require confederal-level coordination and that inter-federal coordination could not achieve. The Supreme Confederal Council serves as a primary point of conflict resolution for disputes between federations in which negotiations and compromises at the bilateral or multilateral level fail.
According to Article 27, the Supreme Confederal Council is composed of a 700-seat unicameral legislative council, where 500 seats are from the Confederal Election, and the other 200 seats are allocated to the delegations sent from Federations based on the percentage of each Federation's population to the confederal population. The members of the federation delegates in the Supreme Confederal Council must come from the selection and democratic election of registered residents of each Federation, regardless of their nationality or legal status.
According to Article 28, other than the tasks of the Supreme Confederal Council stipulated other articles, the Supreme Confederal Council has the power to enact confederal legislation, regulations, and other confederal agreements to which all Federations have delegated their powers and responsibilities or agreed to be of confederal concern. Any legislation and regulations passed in the Supreme Confederal Council are to be treated as a confederal-wide treaty consisting of all communes participating voluntarily, but have also expressed commitment to follow legal obligations and such treaty clauses.
