The Minister of Foreign Affairs of the Russian Federation, Sergey Lavrov, was informed that his Taiwanese counterpart, Joseph Wu had called for him on one the Russian ministries many secure and encrypted lines. Two agents from the Federal Protective Service of the Russian Federation, both of whom were armed with MP-443 Grach 9-19-mm Semi-Automatic Pistols, swept the room for any unwanted guests, before being ushered out of the room by Minister Lavrov, who shut the door behind the FSO agents.

Minister Lavrov then sat behind his large desk and picked up one of the numerous secure and encrypted telephones, which were protected by both the FSB and the Special Communications and Information Service of the Federal Protective Service of the Russian Federation. Speaking into the phone, the Minister of Foreign Affairs of the Russian Federation said "Minister Wu! Wonderful to be speaking with you in person.".

Minister Lavrov reclined in his chair and lit up one of the Cuban cigars he was famous for chain smoking as he listened to his Taiwanese counterpart. The veteran Russian diplomat then said "I am well. Quite busy as you can imagine, as our administration is trying to create order from the chaos we have been left by the past failed regimes that have controlled the Russiam Federation. Though I'm sure you're quite busy yourself following your nations historic breakthrough with the PRC. I must say your agreement with the PRC has been welcome news here in Moscow, as it allows us much greater freedom when it comes to bilateral relations between our two nations.".

"The Russian Federation is also relieved, as we consider the PRC a critical strategic partner and have always felt that Taiwan had similar potential. So the thought of a war between your two nations, which would inevitably bring the worlds superpowers into the conflict, seemed like a poison pill for both the PRC and Taiwan. So the Russian Federation is very pleased to see peace prevail between the PRC and Taiwan, this will hopefully usher in a period of stability, prosperity, and peace throughout the South China Sea.

I think establishing official formal relations between our two nations as quickly as possible is in the best interests of both of our nations and I would recommend that we start by establishing embassies within our respective capitals, exchanging ambassadors, establishing consulates, establishing trade, and promoting other types of deals that promote business-to-business and government-to-government ties between our two nations.

"I think it is a great idea. I wish to visit Moscow with my assigned ambassadors so that we can discuss business and trade agreements. In the meantime, why don't we talk about trades such exporting and importing and other economic agenda between our nations. What do have in mind Minister Lavrov? "I am happy to receive both you and Ambassador Yu in Moscow at your earliest convenience my friend. I'm always happy to receive friends of the Russian Federation at any time, as long as they don't mind the cold! So feel free to travel to the Russian Federation as soon as possible, as it's quite clear that we have much to talk about on a number of fronts.

In terms of exports/ imports, the main exports of the Russian Federation are as follows mineral fuels (Petroleum, Natural Gas, et), steel, precious metals (Gold, Silver, Titanium, etc), copper, and cereals. It would seem that all of these would be useful to export to Taiwan if I am not mistaken? While of Taiwan's designated exports, the Russian Federation would like to import the following products from Taiwan, electrical machinery, machinery including computers, plastics/plastic articles, optical, technical, and medical apparatus. Russian exports will leave for Taiwan via the Free Port of Vladivostok and Taiwanese exports to the Russian Federation should enter via the Free Port of Vladivostok. What port or ports should Russian exports enter into Taiwan from?

Also on the economic agenda on our end would be potential deals for Russian made arms, Russian made equipment for the Lungmen Nuclear Power Plant, Russian made civil merchant vessels, including icebreaking merchant vessels, some of which are nuclear powered, potential domestic production of Russian civilian airliners within Taiwan, potential domestic production of transport helicopters within Taiwan, and this is quite literally just the tip of what I believe the Russian Federation can offer Taiwan.".

After disconnecting the phone, Taiwanese Foreign Secretary Wu and Potential Ambassador Mr. Yu along with 5x NBISS Armed Agents (Armed with T75 Pistol, and T65 Assault Rifle individually) would board on Boeing 777-300 ER and would be fully fueled and departed from Taipei Taoyuan International Airport. The Destination is Moscow, Russia. Upon entering on Russian Airspace, Taiwanese Boeing 777-300ER would ask permission to land. It would take 14 hours 00 minutes to reach Moscow, Russia.

After a long flight from Taipei Taoyuan International Airport, the Taiwanese Boeing 777-300ER Wide-Body Airliner was cleared for landing by the air traffic tower at Moscows Sheremetyevo International Airport. The Taiwanese Boeing 777-300ER was given priority to land by the tower and was vectored and clear to land on runway 06R/24L.

Awaiting the arrival of Minister Wu and Ambassador Yu inside Terminal B of Sheremetyevo International Airport, was Minister of Foreign Affairs Lavrov, several of his closest advisers, and a dozen agents of the Federal Protective Service. The agents all carried holstered MP-443 Grach 9x19-mm Semi-Automatic Pistols, with four clips, as sidearms, while half of the agents also carried AK-15K 7.62x39-mm Carbines as their primary weapon and the other half carried PP-19 Bizon 9x19-mm Submachine Guns as their primary weapon, with each agent having five clips for their primary weapon. No one was expecting any trouble, but one could never be to careful, especially when considering the unstable period the Russiam Federation was just now emerging from.

After given clearance to land at the terminal B of Sheremetyevo International Airport, Taiwanese Secretary of Foreign Affairs, Joseph Wu, and Potential Ambassador to Moscow would get out from the Taiwanese Boeing 777-300ER, would shake hands with Russian Foreign Minister Sergei Lavrov and other Russian Delegates.

Minister of Foreign Affairs Lavrov shook hands with Minister Wu and Ambassador Yu, saying "No it is my pleasure to host you here in Moscow. Thank you both for arriving here on such short notice and being more than willing to deal with our..... Less than stellar weather at the present time here is Moscow, though I'm afraid Ambassador Yu should get use to the Russian winter. Why don't we get underway gentleman?".

As the Russian and Taiwanese diplomats spoke, the Russian Federal Protective Service agents met their Taiwanese NBISS colleagues and informed them that they'd be allowed to keep their weapons until their arrival at the Ministry of Foreign Affairs of Russia Main Building in Moscow.

The diplomats left Terminal B of Sheremetyevo International Airport within a motorcade of Federal Protective Service SUV's. As the diplomats drove towards the Ministry of Foreign Affairs of Russia Main Building, Minister Lavrov said "I hope you'll forgive me for having yet to appoint an ambassador to Taiwan, as we have several eligible candidates whom I'm still considering. A choice will be made shortly however and you'll get to meet the selected diplomat who will serve as the Russian Federations Ambassador to the Republic of Taiwan.".

Once the motorcade arrived at the Ministry of Foreign Affairs of Russia Main Building, the NBISS agents were disarmed by agents from the Federal Protective Service, as the Russian and Taiwanese diplomats took an elevator to Minister Lavrov's office atop the building, which was among the finest skyscrapers built in the Stalinist style of architecture.

Once inside Minister Lavrov's office, which overlooked the beautiful Borodinsky Bridge, which spanned the Moskova River, Minister Lavrov motioned for Minister Wu and Ambassador Yu to be seated. The Russian Minister of Foreign Affairs then said "Please make yourselves comfortable and let me know if you'd like a drink or refreshments. Now..... What do you gentlemen think of the trade proposals that were made earlier?".

As these 5 NBISS Agents would keep their weapon after getting cleared by Federal Protective Service later on disarmed . Foreign Secretary Wu would said, " Minister Lavrov, no need to apologize as I understand Russia is busy and Taiwan is busy too. Mr. Yu would be fine in the winter weather. At the end of this meeting Mr. Yu will take office in Moscow. Let's get started on the trade proposal." Foreign Secretary Wu would smile.

He would continue, "I think this trade proposal is great. Taiwan has become self sufficient and involved in national projects which can benefits the people of Taiwan. Currently, Lungman Nuclear Power Plant is under development along with high speed rail. Economically, we are building and taking small steps one at a time. So, I believe trade proposal is great. To protect blue economy, a country should have better defense and military. For our military, we are planning to acquire Voronzeh DM radar and Container radar with 2 units each for maritime and ground stations. For trading, we will be using Evergreen Marine Container ship which will trade electronics, plastic articles, computers, optical, technical, and medical apparatus. You can use our various ports which are 1) Port of Kaohsiung, 2) Port of Anping and 3) Port of Keelung. What do you think?"

Minister Lavrov nodded and said "Please know that the Russian Federation is incredibly supportive of Taiwan's efforts to become self-sufficient and Russian firms are prepared to assist their Taiwanese colleagues achieve the successful completion of the various major national projects which your nation has undertaken. ROSATOM stands ready to provide civil nuclear technology, expertise, and employee training to Taipower, while Russian Railways is ready to assist THSR on their Songshan–Xindian High Speed Rail Transit Line by providing technology, construction expertise, and employee training. Should Russian firms be of assistance to any of Taiwans current and/or future projects, please do not hesitate to let me know and I'll see to it that Russian firms support their Taiwanese colleagues as much as possible.

When it comes to defense and military cooperation and arms sales, Rosobonexport is willing to sell your armed forces the 2 Voronzeh-DM Phased Array Early-Warning Radar and 2 Container Over-the-Horizon Radar that have been requested. Just know that while Rosobonexport seeks to keep prices as low as possible, the requested equipment is HIGHLY sensitive to the national security of the Russian Federation, while their sale to your armed forces might also make our colleagues from the PRC uncomfortable, so Rosobonexport must charge more for these particular strategically important and highly sensitive systems than we would with the arms that Rosobonexport traditionally provides to its customers. However I've still tried to ensure that Rosobonexport provides your armed forces with the best possible price for the requested radar equipment. So with that said Rosobonexport is charging $100,000,000 per Voronzeh-DM Phased Array Early-Warning Radar and $120,000,000 per Container Over-the-Horizon Radar. Despite all that, I think you'll notice that this is still the best prices for the type of extremely sophisticated equipment that Rosobonexport is willing to provide to your armed forces.

Are their any other Russian armaments that your armed forces might be interested in at this time? A few weapons systems Rosobonexport would like to feature to your armed forces for acquisition are the Klub-K Container Coastal Missile System at $2,500,000 per unit, the Sukhoi Su-35 Multi-Role Air Superiority Fighter at $80,000,000 per unit, for your coast guard the Rubin-Class Patrol Boat for $30,000,000 per unit, and the GAZ Tigr 4x4 Infantry Mobility Vehicle for $200,000 per unit. This is but a taste of what Rosobonexport and the Russian Federation has to offer in terms of arms, if their is anything specific of interest to your armed forces don't hesitate to contact me.

Now when it comes to trade, FESCOE Transportation Group will handle the export of steel, precious metals (Gold, Silver, Titanium, etc), copper, and cereals via Vladivostok and shall ship these products into Taiwan via the Port of Keelung using their fleet of SA-15 Icebreaking Multipurpose Cargo Vessels. While mineral fuels (Petroleum, Natural Gas, etc) shall be exported via Vladivostok by AO Rosnefteflot's HHIC-Phil Very Large Crude Carrier VLCC's, which will ship Russian mineral fuels into Taiwan via the Port of Keelung. How often does Taiwan wish to receive shipments of Russian exports along our newly established trade route? Taiwan may import electronics, plastic articles, computers, optical, technical, and medical apparatus into the Russian Federation via Vladivostok on a monthly basis to start with, though we may request an increase depending on demand.".

Having the best and great relationship with PRC, I believe they won't mind for the purchase of equipment. At this point we would like to purchase 10 units Klub-K Container Coastal Missile System for our navy, due to high price, we would to get Transfer of Technology for Sukhoi Su-27 if possible so that we can build them at Taiwan. We also would like to purchase 2 units of Tupolev Tu-160 Bomber aircrafts and 2 units of each Voronzeh basic variant radar and 2 units of each Container Radar. Can you give me an estimate how much are these total?

Also at Taiwanese shipyards, our engineers are currently constructing Tsai Ing-wen-class ASW Stealth Frigate, and Taiwan-class Guided Missile Destroyer and 5th generation aircraft which is nearly complete and several other defense projects that we are currently conducting.

As for the trade, we would like to trade monthly basis, and if need increases we will expedite them by weekly basis. Taiwan wish to receive these shipments weekly basis if possible."

While it is our hope that the Republic of Taiwan will be among our top trade partners, whose a significant and reliable client of Russian civil and military firms, and a partner that the Russian Federation can count on diplomatically. I can say without question, that it appears that our bilateral relations are headed in this direction based on the early results of this meeting. Tell me Minister Wu, where does your nation ideally see our bilateral relations heading?

10 Klub-K Container Coastal Missile Systems - $25,000,000 in total at $2,500,000 per unit.

2 Tupolev Tu-160 "White Swan" Supersonic Strategic Heavy Bombers - $70,000,000 in total at $35,000,000 per unit.

2 Voronezh Phased Array Early-Warning Radar - $170,000,000 in total at $85,000,000 per unit.

And/Or

2 Voronzeh-DM Phased Array Early-Warning Radar - $200,000,000 in total at $100,000,000 per unit.

2 Container Over-the-Horizon Radar - $240,000,000 in total at $120,000,000 per unit.

Transfer-of-Technology to the Republic of Taiwan for Sukhoi Su-27 Multirole Air Superiority Fighter domestic production -

$1,000,000,000 for basic ToT of the Sukhoi Su-27. Basis ToT does not allow for any domestic modifications of the aircraft, no export of Taiwanese built Sukhoi Su-27's, and no resale of used Taiwaness Sukhoi Su-27's (Unless authorized by the formal consent of the Russian Federation)

$1,500,000,000 for comprehensive ToT of the Sukhoi Su-27. Comprehensive ToT allows for domestic modifications of the aircraft with Sukhoi assisting the modification process if requested, export of Taiwanese built and modified Sukhoi Su-27's allowed (Pending the formal consent of the Russian Federation), no resale of used Taiwaness Sukhoi Su-27's (Unless authorized by the formal consent of the Russian Federation).​

I hope Rosobonexport's proposal has laid everything out for you, but please feel free to ask me any further questions that you might have regarding our proposal. Otherwise if you're comfortable signing this arms deal, simply provide the designated amount of funds to Rosobonexport and production shall begin at once.

It would appear that Taiwanense Shipyards are on the cutting-edge of naval technology with the development of the Tsai Ing-wen-class ASW Stealth Frigate and the Taiwan-class Guided Missile Destroyer! Should United Shipbuilding Corporation be of any assistance to their Taiwanese colleagues in these developments, through providing sensors, electronic equipment, weapons systems, ASW helicopters, anything at all, please let me know and I'll see to the details. A 5th Generation Fighter Aircraft is an incredible feat, not just for the Taiwanese Aerospace Industry, but for the whole of Taiwan, as the indeginous development of such an aircraft requires whole industries across broad swaths of a nations economy to be highly developed and to be able to work together on a single project. The Russian Federation applauds this achievement of the Taiwanese people and again if Russia can provide any assistance to this program, don't hesitate to ask me.

Perfect! It is very likely that the Russian Federation will increase the frequency of imports from Taiwan in the near future, we simply want to ensure that the Russian firms making the bulk purchases of your exports are in place before we begin importing Taiwanese products into Russian markets on a very large scale. FESCOE Transportation Group and AO Rosnefteflot are confident that they'll be able to keep up with the demand for weekly Russian imports into the Republic of Taiwan.

Seeing as our two nations are soon to be engaging in such lucrative bilateral trade with one another, the Russian Navy thinks it wise for both of our nations to ensure the security of our maritime trade route. Perhaps we should also establish jointly run patrols of this vital maritime trade route by the naval forces and coast guards of our respective nations?".
