The Royal Polish Air Force, an essential pillar of the Kingdom of Poland’s defense capabilities, is dedicated to maintaining the highest standards of operational readiness and pilot proficiency. In pursuit of these objectives, and as part of our ongoing modernization and capability enhancement program, the RPAF formally announces an open request for proposals for the procurement of a new generation trainer aircraft.


Background and Strategic Need
Pilot training is a cornerstone of air force effectiveness. With rapid technological advancements in combat aircraft and evolving operational environments, it is imperative that the RPAF’s training fleet be equipped with aircraft that provide comprehensive, realistic, and scalable training solutions. The current training platforms, while effective, are approaching obsolescence and require supplementation or replacement to meet future challenges.

The acquisition of a modern trainer aircraft will enable the RPAF to:

  • Prepare new pilots to transition efficiently to frontline fighter and multi-role aircraft
  • Incorporate advanced simulation and avionics systems comparable to modern combat platforms
  • Enhance safety, operational flexibility, and cost-efficiency during pilot training cycles
  • Maintain interoperability with allied air forces
  • Support a wide range of training missions from basic flight skills to advanced tactical maneuvers

Requirements and Specifications
The RPAF invites manufacturers and suppliers to submit detailed proposals for trainer aircraft that meet or exceed the following key criteria:
  1. Flight Performance:
    • Capable of aerobatic and advanced tactical flight training
    • Adequate speed, maneuverability, and endurance to simulate combat-relevant flight profiles
  2. Avionics and Systems:
    • State-of-the-art glass cockpit with digital flight instruments
    • Embedded simulation capabilities for weapons systems and mission scenarios
    • Compatibility with ground-based training and mission planning systems
  3. Reliability and Maintenance:
    • Proven operational record with low lifecycle costs
    • Ease of maintenance and availability of spare parts and technical support
  4. Training Versatility:
    • Suitable for initial flight training through advanced lead-in fighter training
    • Options for weapons training and systems integration as required
  5. Safety and Compliance:
    • Conformance with international civil and military aviation safety standards
    • Environmentally compliant with regard to emissions and noise regulations
  6. Integration and Support:
    • Ability to integrate with existing RPAF infrastructure, simulators, and training curricula
    • Provision for comprehensive pilot and maintenance crew training programs

Proposal Submission Guidelines
Interested parties are requested to provide the following documentation:
  • Detailed technical specifications and performance data
  • Operational concept and training utility overview
  • Lifecycle cost estimates, including acquisition, operation, and maintenance
  • Delivery timelines and production capacity
  • Warranty, after-sales support, and training programs
  • Previous operational history and references
  • Compliance certifications and relevant export licenses

EXPRESSION OF INTEREST FOR TRAINING PLATFORM

Dear Mr. Tomaszewski,

On behalf of the Federative Republic of Brazil and its aerospace industry, we are pleased to submit this proposal in response to the Royal Polish Air Force’s Request for Proposals for a new generation trainer aircraft.

1) Executive Summary​


We propose a two-tier, scalable training solution that covers the full pipeline, from the very first stages of the formation process, through advanced/lead-in fighter training (LIFT) and weapons employment:


  1. EMB-312A Tucano (Primary/Basic–Intermediate)
    • Proven turboprop trainer with excellent handling, aerobatic envelope, and low operating cost.
    • Unit price: $2,600,000 USD per aircraft.
  2. AMX ATA (Two-Seat) — “Advanced Tactical & LIFT”
    • Twin-seat variant of the AMX, providing advanced tactical training, systems management and weapons training with a modern glass cockpit and HOTAS philosophy aligned to frontline multirole fighters.
    • Unit price (MN Catalogue): $22,500,000 USD per aircraft.
This architecture offers realistic, progressive training while minimizing total lifecycle costs.

2) Compliance with RPAF Requirements

  • Flight Performance:
    EMB-312A supports aerobatics and advanced manoeuvring for core skill-building. AMX ATA delivers higher-performance tactical profiles suitable for LIFT, including high-workload mission phases, navigation at speed/low level, and multi-sensor management.
  • Avionics & Systems:
    Both platforms employ glass-cockpit layouts with digital flight instruments and mission-oriented ergonomics. Optional embedded training modes (simulated stores, radar/EO cueing, threat injects, data link emulation) can be supplied via onboard software suites and linked ground systems to rehearse A/A and A/G scenarios without live ordnance.
  • Reliability & Maintenance:
    Both types have established support ecosystems and low complexity relative to modern fighters, reducing O&S burden. Brazil could provide spares packages, tech data, and field service reps during entry-into-service.
  • Training Versatility:
    The Tucano covers the first stages of the training through instrument/formation/intro tactics. The AMX ATA enables LIFT, systems & weapons employment, and conversion phases, bridging seamlessly to modern MRCA cockpits.
  • Safety & Compliance:
    Platforms adhere to international military aviation standards. Noise/emissions within accepted norms for category; flight safety reinforced by dual controls, ejection seats (AMX), and robust training SOPs.
  • Integration & Support:
    We will integrate with RPAF simulators, classrooms, and mission-planning systems. Deliverables include CBT courseware, procedural and full-mission simulators (FMS) options, GSE, and maintenance training curricula.

3) Program Options & Illustrative Costs​


We suggest three scalable fleet mixes (prices exclude training devices, spares, and services; all figures USD):

  • Option A (Lean Pipeline): 12 × EMB-312A + 6 × AMX ATA
    Procurement: $166,200,000 USD
  • Option B (Balanced Pipeline): 18 × EMB-312A + 8 × AMX ATA
    Procurement: $226,800,000 USD
  • Option C (Expanded Throughput): 24 × EMB-312A + 12 × AMX ATA
    Procurement: $332,400,000 USD

4) Delivery, Training & Warranty​


  • Delivery Schedule: To be agreed with the RPAF; phased deliveries can commence promptly following contract signature.
  • Training: Full formation programs for pilots and maintainers, including CBT, PTT, FMS, and integration with RPAF doctrine.
  • Warranty & After-Sales: Standard warranty on airframes/engines/avionics with options to extend; in-country spares holding and AOG support available.

5) Documentation Enclosed​


  • Technical data sheets & performance summaries (EMB-312A / AMX ATA).
  • Concept of training employment and pipeline mapping (Primary → LIFT).
  • Preliminary ILS plan (spares, tools, publications, field reps).
  • Draft offset framework and training device options.
  • Compliance matrix to RPAF RFP.
