I want to outline the following proposal as an overture for our potential negotiations and collaborations.

Thailand is proud to share its experience in developing a comprehensive telemedicine system, the National Telemedicine Network of Thailand (NTNT), which has been operational since August 2003. We are committed to leveraging our expertise and resources to promote global health and well-being, and we believe this technology can offer significant benefits to Ethiopia. The Ministry of Public Health of Thailand proposes a $50 million pilot program to support the development of Ethiopia's healthcare infrastructure and prepare for the potential future expansion of a telemedicine system. This initiative would involve close collaboration with local authorities, NGOs, and communities to understand their specific needs and identify areas where telemedicine can have the greatest impact. Thailand recognizes Ethiopia's rapid development and modernization efforts, and we believe improved healthcare accessibility, knowledge exchange, and technological advancements can significantly contribute to these endeavors. We are confident that this collaboration can foster a mutually beneficial partnership and contribute to improved health outcomes for both countries.
