Foreign Minister,

The Ministry of Foreign Affairs of the Republic of Thailand extends its cordial greeting to to Department of Foreign Affairs of the Commonwealth of Australia. We are communicating on the dire situation surrounding New Caledonia that requires the New Zealand Government’s immediate action to alleviate the grave humanitarian disaster in the capital of New Caledonia, Nouméa.

As previously communicated, our esteemed ally, the Kingdom of Poland, has effectively neutralized the immediate threats posed by the Kanak Independence Movement (KIM) to the territorial integrity of the French Empire, a treaty ally of Thailand. Consequently, the Humanitarian Aid Forces to New Caledonia (HAFNC) have withdrawn from the region, resulting in a significant void in essential aid distribution to the local population. Our intelligence indicates that approximately half of Nouméa’s infrastructure has collapsed.

In response, the Republic Navy Auxiliary Fleet is deploying 15 Landing Platform Docks and 6 Replenishment Tankers to New Caledonia to facilitate the evacuation of refugees from Nouméa, currently estimated at 42,500 individuals. In light of the ongoing humanitarian crisis, Thailand is seeking the Government of Australia’s authorization to allow our naval forces access to Australian territorial waters. This request is to facilitate the safe transfer of 8,500 refugees in five separate operations, after which they will be flown back to Thailand for further assistance via our extensive domestic airlines network.

However, considering the current economic challenges faced by Australia and the severe impact on its citizens, Thailand recognizes the limitations in solely relying on Australian resources for the welfare of the New Caledonian refugees. Therefore, we are reaching out to the Government of New Zealand to inquire about potential support for this humanitarian initiative. We would be grateful for any assistance that New Zealand could provide to ensure the safety and well-being of these refugees, with the intention of transporting them directly to Bangkok if feasible.

We sincerely hope that New Zealand, as a prominent member of the international community, will join us in this critical mission to uphold the principles of human rights and humanitarianism. The New Caledonian people, like all individuals, deserve our collective protection and support.

Thank you for contacting me regarding this. The New Zealand government is more than willing to facilitate the New Zealand has recently ceased its humanitarian build-up for refugee support, however this operation can be restarted right now. I only ask you to inform me of the amount of refugees predicted, as the racecourse - that could hold 35 thousand refugees - is being used for its designed purpose currently. Auckland would still be able to hold around 20 thousand or so, given 2 weeks to prepare.

Furthermore, I have been permitted by the Prime Minister to offer Royal New Zealand Navy transport assets, such as the Canterbury and Charles Upham class support vessels, to assist the sealift of refugees.

The Ministry of Foreign Affairs of the Republic of Thailand has received and reviewed the recent communication from the Ministry of Foreign Affairs and Trade of the Commonwealth of New Zealand. We wish to express our sincere appreciation for the Government of New Zealand’s support of the Thai-led humanitarian mission aimed at alleviating the suffering of affected populations in New Caledonia, particularly in Nouméa. Your country’s decision to contribute to this regional effort underscores your commitment to human welfare, a fundamental principle enshrined in the Charter of the Global Assembly.

Currently, the Republic estimates that approximately 42,500 displaced individuals in New Caledonia’s capital are enduring severe shortages of essential services such as electricity, running water, and sanitation. In response, the Republic Auxiliary Fleet is deploying fifteen landing platform docks, capable of transporting 8,500 individuals, complemented by thirty tactical transport helicopters and six replenishment tankers. We kindly request information on the extent to which the New Zealand Government might accommodate these refugees, as the initial evacuations are expected to commence in ten days.

Additionally, we are interested in the specifics of your proposal regarding the New Zealand Navy’s transport assets. We would appreciate further details on how these assets will be utilized to support the humanitarian mission.

I havve been advised that Auckland would be able to house, at any one time, about 15 thousand refugees.

The Royal New Zealand Navy has 3 Canterbury sealift / logistic support vessels, 3 Endeavour tankers and 3 Charles Upham roll-on roll-off ships available. The Canterburys can provide water to over 1000 people, and can transport 200 each. They also have helicopters and landing craft. The Endeavours can provide power and fuel to the shore and naval vessels, and would support any New Zealand deployment. They also have cargo sealift capability. Charles Upham ROROs would transport several thousand tons of humanitarian and other supplies.

With the Polish Office of State Protections continued monitoring of Thai communications channels, the previous communications would have been securely intercepted, categorized by nature of communication, and then filed within secured servers within the headquarters of the OSP for further analysis. Analysts would then carefully comb through any such communications for actionable intelligence before they would be escalated up the chain of command where leadership would look over the results. From there they would determine if the intelligence contained was immediately actionable. Actionable intelligence would be passed along to the Ministry of National Defense and the Council of Ministers where they would decide on the national stance for the information.
