President Vladimir Putin,

I congratulate you on your electoral victory in the 2006 Russian presidential election with a majority of your country’s population. The previous government’s collapse due to mismanagement of your nation’s fiscal health had sent a shockwave throughout the world. As a result, the Russian people have exercised their democratic right, demanding a change in leadership to lead their home country.

The confederal Thai government has always sought to rebuild its bilateral relationship with the Russian Federation, a nation with a rich history and cultural heritage. We believe that international cooperation based on transparency, mutual trust, and consistent collaboration is the only path toward a lasting global peace. Thailand desires to build a robust and pragmatic partnership with Russia. Our goal is a human future free from war, want, oppression, and ecological destruction.

Thailand would be deeply honored if it could reestablish diplomatic relations with Russia, including the reciprocal reinstatement of our respective embassies. We believe that our nations must engage in a comprehensive and frank high-level dialogue to discuss our country’s relationship and its potential blossoming future. The confederal Thai government politely suggests that we dispatch a high-level official delegation to visit your nation to symbolize our countries’ renewed partnership.

Yours Sincerely,

Thaksin Shinawatra

Socialist Republic of Thailand

Dear Thaksin Shinawatra,

On behalf of the Russian Federation and its people, I extend my sincere gratitude for your kind congratulations regarding the recent presidential election. Your message is deeply appreciated and serves as a testament to the enduring spirit of diplomacy and international cooperation.

The Russian people, through democratic expression, have chosen a path of renewal and stability. We are committed to responsible governance and to restoring confidence both within our borders and across the global community.

Thailand's gesture to renew and strengthen bilateral ties is welcomed with respect and interest. Russia has long admired Thailand’s rich cultural heritage, its strategic vision, and its consistent efforts to promote peace and sustainable development. We share your aspiration for a future defined by mutual trust, openness, and the shared pursuit of human dignity and global harmony.

The Russian Federation is open to reestablishing full diplomatic relations with the Confederal Thai Government. The proposed high-level delegation visit will serve as a valuable foundation upon which we may begin this renewed partnership. We welcome your envoys to Moscow and will ensure all necessary arrangements are made to facilitate constructive dialogue.

Kind Regards,
Sergei Shoigu
Minister of Defence

Less than a week had passed since Director-General Panthipha Iamsuttha Ekarohit of the European Affairs Department returned from the Republic of Ukraine after signing a new friendship treaty between both governments. Panthipha and her team were on a tight schedule, and they immediately discussed Thailand’s agendas with Russia when they landed in Bangkok. Eventually, the chartered Thai Airways A330-300 airplane would take off from Suvarnabhumi Airport, traveling toward Sheremetyevo International Airport. During the flight, the Thai delegation enjoyed leisure activities and relaxation as part of their work-life balance routine. The plane would arrive at ten in the morning local time. If there were to be any national anthems playing, “The Internationale” was Thailand’s national anthem.

Russia and Thailand had a complex relationship history, which the Thai delegation knew well. Although the countries’ alliance traced back to their monarchies, their bilateral cooperation had gone cold in recent years. Panthipha’s goal, as mandated by her department’s internal democratic council, was to normalize Thailand’s relationship with Russia. This visit pursued mutual interests and renewed trust, seeking reciprocal prosperity for the Thai and Russian people. A constructive, transparent, and comprehensive collaboration was Thailand’s aim, and the Thai delegation would arrive at the negotiation table with hearts full of openness and concessions. The new chapter had only just begun.

Awaiting on the tarmac stood a Federal Protective Service (FSO) motorcade, marked by black ZIL and Aurus Senat limousines, flanked by unmarked security escort vehicles. FSO agents in dark suits and earpieces scanned the surroundings with sharp precision, some accompanied by K-9 units and others stationed on elevated positions near the terminal rooftop.

As the forward cabin doors opened, the ceremonial honor detachment of the Presidential Regiment snapped to attention. A red carpet was rolled out, and an interpreter along with a senior diplomat from the Russian Ministry of Foreign Affairs stepped forward to welcome the Thai delegation.

Director-General Panthipha Iamsuttha Ekarohit was greeted by the traditional Russian bread-and-salt offering. With a formal nod, she and her delegation were ushered into the lead vehicles of the motorcade, their diplomatic flags fluttering gently in the morning breeze.

With precision and coordination, the motorcade pulled away from the terminal, escorted by motorcycle outriders and flanked by FSO security teams. Blue lights flashed silently as the convoy moved smoothly onto the highway, heading toward the House of the Government of the Russian Federation which was the iconic White House of Moscow.

Local traffic was momentarily halted by local police, ensuring an uninterrupted route for the dignitaries. A helicopter from the FSO’s Special Communications Service traced the motorcade route from above, maintaining real-time surveillance.

Today marked more than just a diplomatic courtesy but it was a signal of rekindled engagement between Thailand and the Russian Federation. Within the hour, both parties would sit at the negotiation table with measured formality, seeking the delicate balance of trust, history, and strategic future.

Inside the stately halls of the House of the Government of the Russian Federation, Prime Minister Dmitry Medvedev stood poised in the reception chamber, flanked by senior cabinet members and foreign affairs advisors. Dressed in a navy suit and projecting his characteristic calm demeanor, Medvedev reviewed final briefing notes regarding Thai-Russian trade, defense cooperation, and regional security issues. Aides moved with quiet urgency, but the Prime Minister remained composed, his attention fixed on the live motorcade feed displayed discreetly on a nearby monitor. As the Thai delegation neared the complex, he moved toward the grand entrance, ready to extend a formal welcome to Director-General Panthipha Iamsuttha Ekarohit and her team signaling the Russian government’s seriousness in turning a new page in bilateral relations.

The Thai delegation entered the Russian White House, humbly respecting the country’s power center. Throughout their escort, they appreciated the efforts made by their counterparts to ensure the visit’s security and efficiency. The Russian authorities were professional and exemplary in their lines of work. Director-General Panthipha of European Affairs politely greeted Russian Prime Minister Dmitry Medvedev with a handshake. “Prime Minister, thank you for such warm and comprehensive hospitality. On behalf of the confederal government and the Thai people, we are grateful.” She said with a genuine smile while her delegation members introduced themselves to the Russian cabinet members and foreign affairs advisors.

They moved on toward the meeting place inside the Russian White House. Each Thai representative quietly observed the building’s interior design and its decoration. Once seated, the staff served local beverages, and the Thai delegation thanked Russian workers before Director-General Panthipha spoke in English. “Please accept our appreciation for the Russian government and its staff hospitality. We are optimistic that such a gesture echoes mutual respect and our relationship’s positive potential. Thailand commends the democratic transition in Russia following the recent Presidential election. The 2006 Financial Crisis resulted in great suffering to people worldwide, and we are pleased that your country is recovering. The confederal government, representing Thailand’s 75,086 sovereign self-governing communes, is keen to normalize its relationship with Russia and develop a comprehensive, transparent, and mutually beneficial partnership.” She concluded her opening remark.
