Greeting! I am the Thai Ambassador to Uganda, Mr. Wattana Temirak. I congratulate your government on being voted to lead the country by the people. We are confident that you will raise the bar for citizen life. I'd want to communicate with you via email about something. It is immediate, and you have time to consider your response. I'm not suggesting that you pick your words carefully. You have complete freedom to express yourself. Thailand has good news for Uganda, which I hope a president like you, who values the welfare of his people and his country, will accept. We can ensure your independence and freedom from outside intervention if you commit to being a partner with our country. Congo has a formidable military that fought and won a war alongside the United Coalition as our ally. You'll see South Africa, which is occupied by Sweden, a world power in terms of influence. They've been our first ally since 1998, and we've had troops in South Africa since the war began. Thailand's Foreign Ministry has a policy that will safeguard a democratic ideology of a new country on the world stage to secure them from malignant power in the world. Ambassador Temirak,

It is a pleasure to greet you and the Thai Government here in the Republic of Uganda, and we thank you greatly for your congratulations for the our continued electoral success. President Museveni is most pleased that your government has sent notice of congratulations and has taken notice of our humble Republic. We are pleased to hear that you have positive relations with the other powers on the continent of Africa and we hope to maintain that tradition and welcome positive bilateral relations with the government of Thailand. As for the Congo, traditionally it has been mired in instability and security issues along our border. It has been a troubling place historically for the continent and a large driver of instability. We are hopeful that the new Imperial Government in Kinshasa is better served at maintaining law and order within their nation than others have been historically. We await word still from the government in Kinshasa, but we look forward to meeting with them and looking forward to peaceful and stable relations with all our neighbors in Africa.

My government is very cautious towards the Swedish presence in South Africa. It was not long ago at all that European governments colonized and exploited this continent en masse. We fear that allowing similar trends to occur may start a second "scramble for Africa" which would surely not only destabilize the continent but the entire world. I look forward to hearing from you soon.

Dear Jessica Alupo,

We are grateful that the Ugandan administration is eager to work with us to ensure Africa's future stability and peace. We are currently in communication with most, if not all, of the continent's recognizable countries. Thailand cannot deny that it is a part of our influence strategy, but we must also maintain Africa's stability. We still have a content problem that we need to resolve because we are the ones that intensify the conflict. Uganda doesn't have to worry much regarding the war between us and Laos. I know that half a million soldiers are participating in the war, and possibly a million will come if things escalate. Well, I can lie that this subject is threatening. We are aware of the criminal and political instability in Congo. They had an issue with criminal groups fighting last year, which led to military action. When it comes to Congolese affairs, I am not an expert. I believe the ambassador to Congo, Sopa, may understand the perplex. Congo has been quiet recently, and we deem it is due to political reasons.

I see why Sweden's position in Africa as a European World Power is fascinating and frightening. We are opposed to colonization in any corner of the world, and we have stated and delivered in the Global Assembly. We are allies with Sweden, but we refuse to allow any racial discrimination, and we will raise our concerns. After a successful election or when the country's internal affairs are stable, Sweden has vowed to free South Africa. We have one of the most advanced intelligence agency facilities and well-trained operatives. The National Intelligence Agency, or NIA, has connections everywhere, and one of your local news outlets may be one of them. We had known that Sweden had previously established a military base in South Africa and other Swedish overseas territories. However, this is not the Cold War, and we must deal with trust and royalty.

Let's get into the topic of educational collaboration. Thailand is interested in learning more about the current state of Uganda's educational system. We can send an Education Volunteer to Uganda to help teach and manage human resources. We have made numerous investments in the Education budget, and we require that any expense or well-being associated with citizen education get covered (Welfare State Act).

Ambassador Temirak,

We shall monitor both the situation in the Congo and in South Africa with caution. We however understand that it is not your position to know or be directly involved in their affairs.

As for the establishment of bilateral relations between our two nations, we are very eager to continue and grow those relations. Uganda is a nation rich in material, culture, and potential, and since Museveni has taken power he has striven to tap into that potential. Currently education in Uganda has come a long way. Since 1997 Primary School has been free and mandatory, and this has greatly lead to an increase in the number of literate and educated populace. We are currently now focusing on Secondary Education and University Education. We would be very excited in reserving a number of spots at the most prestigious Universities in Thailand for our best performing students to attend. This could go along with an expedited student visa exchange program which promote cultural and educational exchanges between our peoples.

As for Education Volunteers, the Ugandan Education system has a severe lack of Secondary School teachers, and we would be happy to host and provide for a Volunteer Force of Teachers from Thailand. Further with the increase in government funding planned towards education, we would be very interested in establishing a visa/permanent resident visa for teachers from Thailand who would be interested in emigrating on a more permanent basis to Uganda. I would be eager to hear the specifics of your governments plan for such a volunteer force.

We believe your current educational readiness is troubling, especially given Uganda's wealth of resources. It could imply that more workers have to allocate to this industry. We have reached a new millennium and are on the verge of a technological revolution. Uganda still has a compulsory elementary school as the highest level of educational support and lacks secondary schools. Uganda may need to start infrastructure plans for schools around the country, or we recommend giving local schools more money to develop their facilities. We continue to admire your vital support for the primary school. Thailand is willing to send educational volunteers to Uganda to help in secondary school. We can send 130 international certified standard teachers to Uganda as the first offer made by our government. We are thinking of establishing a committee organization between our nations to observe the process. We have to get into an agreement paper for volunteers and the university. We plan to encourage our education staff with the program to teach overseas, and they still receive their salary. We have many potential teachers that will replace the void in Ugandan secondary schools, but your country's environment might be an issue. They have to adapt to the new lifestyle and perhaps delay welfare coverage from their homeland.

Thailand and Mexico have a bilateral student exchange agreement, which you may read about in the Mexican International Agreement. We provide additional seats at our institutions for Mexican students, and we can do the same for Ugandan students. We cannot reserve a spot for Ugandan students due to the high demand for our people. Uganda will send their top student to take our entrance exam, and we will fund the program cost. We can arrange for your student to study at a Thai university through an exchange program. I can include the detail in the agreement. I'm curious if the Ugandan government has any requests for us. If you require further assistance, we may be able to provide it.

We would be happy to receive documentation and details on a student exchange program. Further we would be happy to host and provide for the 130 certified standard teachers. The government plans a massive investment into the education sector, both in the areas of primary and secondary education, as well as infusions of subsidies for the establishment of a much more robust university system. Alongside massive infrastructure investments, our government plans to rapidly modernize Uganda and turn it further towards a modern state. We are already one of the most stable democracies in all of Africa, and since Museveni deposed the Dictator Idi Amin, we have had several successful election. We hope to continue to be an example and a bright light for all indigenous Africans.

As for a special visa or a permanent work visa for those teachers interested in emigrating from Thailand to Uganda, we would be willing to fund the cost of the program. We are further willing to pay them equal to what they would earn in Thailand, as well as a substantial relocation bonus to help them settle into our nation. Uganda has a sizeable population of east Asians already, and we believe we are a nation for all people's who wish to live in peace, stability, and prosperity in Africa.

I received the document regarding the student exchange program agreement. The Department of Treaties and Legal Affairs has reached an agreement with our Thai university, and we are happy to report that your student will be able to study there. Please find the attachment below. I worry that we will not be able to start a two-side student exchange program due to our students' desire to study in Thailand. They mostly choose not to study abroad in Uganda. You can still send a student to our university. We invest in their facilities, so you can rest assured that your student will have the best learning experience possible. If we are not in a state of transforming every existing infrastructure in our country, we can invest in yours. We can't assist your infrastructure project right now, but we can always instruct the Ugandan people. I want you to review the agreement. If there is anything you deem as inappropriate, please inform me.

We can have another agreement regarding a special visa for the teacher willing to live and study in your country. I'm afraid that the compensation for our teachers may be too high for the current economic state of your country, as we are a high-developing country. If we have an ordinary teacher who has a regular specialist in a subject, the range is from $544 to $987 a month. The average here is $1,223 a month and the highest is 3,109 a month. If you wish, we can continue to support our citizen who emigrates to your country as they got covered by the Welfare State Act.

Between

This Agreement for Student Exchange Program ("Agreement") is entered into as of the date of last signature below between The Republic of Thailand ("Thailand") and The Republic of Uganda ("Uganda"). Thailand and Uganda agree to establish a reciprocal student exchange program for the education and cultural enrichment of Thailand and Uganda ("Parties.") universities under the following terms:

1. Each institution in Uganda agrees to send individual students for a semester or an academic year to each institution in Thailand.

2. During the term of this agreement, each Uganda university may send up to five (5) students per calendar year, including graduate students, to be enrolled at the other universities. The number of students may be modified from time to time by mutual agreement.

3. Students participating in this exchange shall be exempt from paying tuition and regular academic fees that typically apply to the host institution. The student shall pay whatever fees are required of them by their home institution to participate in the program and any special fees that may apply to them at the host institution. An example of a special fee is the cleaning fee of $5, which only students in the Thailand university must pay. The host institution must provide information regarding such special fees in advance.

4. Under the terms of this Agreement, each university shall make reasonable efforts to assist participating students in suitable housing. The payment of such housing, together with the payment for all travel, medical insurance, medical costs not covered by insurance, food, subsistence costs, books, and other educational materials, shall be the sole responsibility of Uganda. Neither home nor host university shall be held liable for any such charges. Students selected shall satisfy the home university they have adequate funds for transportation to and from the host university and subsistence. Students must also provide any financial documentation the host universities require for visa purposes. Obtaining and maintaining appropriate visa status is the responsibility of the student. The host institution will provide documentation and forms as necessary.

5. Participating students will be selected by their home institution based on the following criteria. There may be exceptions in appropriate cases.

The student shall:

a. Be citizens or permanent residents of the country of their home university, or hold a valid temporary resident visa for that country.

b. Have completed at least one (1) year of full-time study at the home institution.

Notes:
1. For those exchange students who wish to attend Thai Language programs at the Department of Thai, they are required to submit the Thai language test and be fluent in all four language skills — listening, speaking, reading and writing.
2. Please note that each program/faculty has its own requirements which all students have to abide to and they have to carefully go through these requirements. Some programs strictly require a language certificate but for some programs, language requirements are flexible. Thus, the OIA decided to recommend that all students have an IELTS or TOEFL score record as mentioned

6. Under the terms of this Agreement, participating students are required to meet the admissions requirements of the host university. The Universities will make every effort to forward applications for exchange at least four (4) months before the academic term start. Each university reserves the right to reject candidates, in which case further candidates may be proposed. The exact program of study will be determined by the student with the approval of academic advisers at both the home and host institutions.

7. Exchange students may apply to any academic program offered at the host institution, but the host institution reserves the right to exclude students from programs with restricted enrollment. All students will remain enrolled as regular degree candidates at the home institution and they will not be enrolled as candidates for degrees at the host institution. Credits toward the students’ degrees are to be awarded by the home institution. Students are expected to maintain the equivalent of a full-time course load at the host institution.

8. The cooperating institutions will provide each other with adequate information on the performance of participating students, including a transcript (or its equivalent) as soon as practicable after the students complete the exchange.

9. Students participating under the terms of this Agreement shall be subject to the rules, regulations, and codes of conduct of the host institution. The host institution shall have the right to terminate the exchange program with respect to any student who violates the host university’s
policies or rules.

Exchange students will have the rights and privileges enjoyed by other students on the host campus. In addition, neither institution may discriminate (as defined by Thailand laws) against a student based on race, color, religion, sex, disability, national origin, sexual
orientation, age, or veteran’s status.

10. Students participating under the terms of this Agreement shall be entitled to participate in any introductory courses or programs that may customarily be arranged for foreign students at the host institution.

11. The relationship of the Parties to this Agreement is that of independent contractors.

12. This Agreement may be modified at any time in writing and signed by Parties.

13. This Agreement shall take effect as of the 2000-2005 academic year and be valid for five (5) years. During the fourth year, renewal for an additional five (5) year period will be considered. Parties may, by notice in writing of no less than six (6) months, terminate this Agreement. However, any students who have commenced their exchange experience at either university at the date of termination may complete their courses of study.

14. Neither Parties may assign any of its rights or delegate its duties under this Agreement without the written consent of the other party.

15. Uganda shall indemnify and save harmless Thailand university, its
officers, its agents, and its employees from all loss, cost, and expense arising out of any liability or claim of liability for injury or damages to persons or property sustained or claimed to have been sustained by any one whomsoever, because of the performance of this Agreement, by any
act or omission of Uganda or any of its officers, agents, employees, guests, patrons, or invitees. Uganda shall pay for all damage to the property of Thailand university, or loss or theft of such property, done or caused by such persons.
