CONSTITUTIONAL DECLARATION OF THE STATE
I. FORM OF GOVERNMENT
The French Republic is constituted as a:
CONSTITUTIONAL DEMOCRATIC PRESIDENTIAL REPUBLIC
Founded upon:
- The semi-presidential traditions of the historic Fifth Republic
- Constitutional liberalism and the separation of powers
- Modern democratic fail-safe doctrine safeguarding the Republic against extremism and institutional decay
The sovereignty of the nation resides solely in its people.
II. HEAD OF STATE AND GOVERNMENT
President of the Republic
President Jean-Luc Moreau
The President is:
- Directly elected by universal popular vote
- Entrusted with a five-year mandate
- Limited to two lifetime terms
- Commander-in-Chief of the Armed Forces
- Supreme diplomatic representative of the French State
- Guarantor of constitutional order and national unity
The President shall govern in fidelity to the Constitution and in perpetual accountability to the Nation.
III. EXECUTIVE COUNCIL OF THE REPUBLIC
The Executive Cabinet is appointed to administer the affairs of State under the authority of the President and in service to the Nation.

The legislative power of the Republic resides in the National Democratic Assembly.

- Members elected via proportional representation with regional weighting
- Four-year fixed mandates
- Legislative supremacy within constitutional limits

No law shall stand above constitutional review.
V. JUDICIAL AUTHORITY
Justice in the Republic is rendered independently, impartially, and in permanence.
Constitutional Court

Mandated Functions:
- Constitutional review of legislation
- Oversight and limitation of emergency powers
- Validation of national elections
- Suspension of unconstitutional executive actions
High Judicial Council
Independent constitutional guardian of judicial integrity and institutional autonomy.
National Anti-Corruption Tribunal
Specialized jurisdiction over:
- Political corruption
- Abuse of public office
- Financial crimes involving state authority
No office-holder is immune from judicial accountability.
VI. POLITICAL ORDER & DEMOCRATIC SAFEGUARDS
The Republic guarantees:
- Multi-party democratic participation
- Freedom of speech and lawful political organization
- Equal civic rights under the law
The following are constitutionally barred from public office or electoral participation:
- Anti-democratic movements
- Totalitarian ideologies
- Violent revolutionary or reactionary organizations
This prohibition applies equally to extremist factions of both right and left.
All recognized political parties must formally affirm:
- The supremacy of the Constitution
- The legitimacy of democratic elections
- Civilian control of the Armed Forces
VII. ARMED FORCES OF THE REPUBLIC

- Defend national sovereignty
- Protect constitutional order
- Remain politically neutral
- Serve under civilian democratic authority
VIII. ECONOMIC ORDER
The economic foundation of the Republic is declared to be a:
SOCIAL MARKET ECONOMY
Characterized by:
- A strong and competitive private sector
- Strategic state ownership in critical industries
- A robust welfare system safeguarding social cohesion
- Constitutional fiscal responsibility
- Mandatory transparency and anti-corruption oversight
The economy shall serve the people — not the reverse.
Thus stands the French Republic — sovereign, democratic, and indivisible.
