Good Morning,

I hope you are well.

In line with the Treaty of Washington, I would like to extend an invitation to the United States Air Force to participate in Exercise Red Flag in October 2001.

Exercise Red Flag is a month-long aerial combat training exercise that will allow aircraft from the Royal Air Force and the United States Air Force to work together against a common enemy, an enemy that will be simulated by our Hawk Trainer aircraft.

This will include combined efforts of:
  • Air to Air
  • Air to Ground
  • Air to Air Refueling
  • AWACS
  • Search and Rescue

Therefore, if accepted, you would be requested to provide an assortment of aircraft to cover the aforementioned mission profiles.

If this is something you accept and would like to participate in, please let me know as soon as possible with the assets that are planned to participate.

Good Morning,

The Exercise will take place in the United Kingdom, beginning from various Royal Air Force bases with simulated combat and operations in the skies over the UK and the North Sea.
For context of size, the Royal Air Force will be commiting:

x2 Fighter Squadrons (24 aircraft), which will include the new Eurofighter Typhoons as they ready for operations in 2002.
x2 Multirole Squadrons (24 aircraft)
x2 Aerial Refueling Squadrons (8 aircraft)
x2 AWAC Flights (4 aircraft)

Secretary Green,

The Department of Defense and the Air Force are excited to hear that your government would like to hold such a large exercise. President Gore has greenlit the participation of the Air Force in this exercise in the United Kingdom. At this time, we plan to contribute an equal number of aircraft as the RAF, including a squadron of F-15C (fighters) and F-15E (multirole) as well as support aircraft. We intend to fly these aircraft to RAF Mildenhall - from there they can go wherever to whatever airbase your government sees fit to hold the exercise from.

Is there a particular date for this operation that your government has in mind? The Air Force could be prepared to begin this exercise within the next few days, but we can of course wait longer.

Secretary Green,

The Air Force will be prepared and is looking forward to this exercise. I can also tell you that the Air Force is interested in establishing a permanent detachment of several squadrons (with one being a fighter squadron) at RAF Mildenhall. We believe that having a permanent rapid reaction force in the United Kingdom would allow us to continue to strengthen the United States's working relationship with the United Kingdom. Once we are ready to make this permanent deployment, my office will of course inform yours in advance in the spirit of the Treaty of Washington.

I look forward to seeing this operation take place.
