Good Morning Admiral,

I am writing to you this morning in hopes of setting up a meeting at the newly appointed Joint Operations center in Odessa. I have been informed by Arseniy Yatsenyuk, our Minister of Foreign Affairs, of the meeting that took place in Ankara regarding our two nations working closely together in hopes of restructuring the Ukrainian navy and future joint operations in the black sea. We are ready to meet with you at your earliest convenience. The agenda for the meeting should be roughly as follows.

  1. Discussion of the Ukrainian Navel Budget
  2. Recommended fleet composition.
  3. Joint Fleet Operations
  4. Fleet Supply and Maintenance
  5. Emergency scenarios.

We are thrilled to be working closely with the Turkish Navy. You have a long and proud history that we are well aware of. The tradition of Turkish naval excellence especially in regards to the Black Sea is something we are hoping to learn from. We are striving to be a trusted and reliable partner in these joint naval operations that will help to keep our region safe for years to come. With Russia building its navy back to Soviet levels, this leaves much uncertainty in the Black sea. I hope this meeting will help clarify it.

Dear Vice Admiral Tenyukh,

It is a pleasure to be exchanging messages with you regarding ways for our two organizations to deepen integration in the Black Sea and cooperation in a larger sense.

I am unfortunately unable to make a visit to Odessa in the immediate future due to ongoing efforts to secure the Aegean during the Olympic Games and plans for a major naval exercise to follow after. However, I've instructed my Deputy Chief of Naval Operations for Strategy and Planning, Vice Admiral Türker Ertürk, to take my place to handle these discussions.

Vice Admiral Ertürk has been integral to our Blue Homeland Strategy and our efforts to reconstitute our Maritime Forces after a decade of neglect. He will be equipped to answer and assist you in discussions on the five agenda items.

Our Office of Naval Intelligence has monitored a significant buildup of Russian naval capabilities here in the Black Sea, and I am sure it is something your office is monitoring as well. Indeed, as you highlight, the rapid rebuilding of the Russian Navy is an area of concern for security and stability in the Black Sea. That being said, I echo your words that Turkish and Ukrainian naval cooperation can build a strong and durable partnership for peace in the Black Sea.

Please accept the assurances of our highest consideration, along with our sincere appreciation for Ukraine's efforts to build a partnership with Türkiye. I hope that our two nations and indeed organizations will be able to make serious commitments to maritime security and regional stability.
