Effective immediately, the United States Federal Government recognizes the government of the Russian Empire, under Her Imperial Majesty Catherine III who is presently Head of State and Viktor Chernomyrdin who is presently Head of Government, as the only legitimate and sovereign government of Russia. The Russian Empire is the legitimate successor to the Russian Federation and has the sovereign right to govern Russia. The United States Federal Government will not receive or send diplomats to, or hold diplomatic negotiations with, any other government claiming to hold sovereignty over Russia unless asked to by the Russian Empire. Furthermore, the United States will not interfere in the current troubles in Russia unless it is to help the Russian Empire and only with the permission of the Russian government. The Federal Government offers its full political support to the Russian state and the Russian people and will render aide in any way that it can possibly help to end this struggle. Finally, the United States will continue to operate its embassy in Moscow and will invite the Russian Empire to continue to operate its embassy in Washington D.C. Although the fears and paranoia of the Cold War did much to bitter relations between the United States and Russia, it is the hope of the Gore Administration that both nations can now work together as international partners instead of international adversaries.

All direct flights to Sweden from the United States will be suspended after July 31st. The State Department has ceased issuing Visas to Swedish citizens. Furthermore, all Swedish non-diplomatic VISAs will be suspended in the United States beginning August 1st. The FAA and TSA is prioritizing Swedish citizens for all remaining direct flights to Sweden and all flights out of the United States. The State Department also advises that all American citizens currently visiting or residing in Sweden leave as soon as possible and that all Americans avoid travel to Sweden at all costs. Any American abroad in Sweden who cannot afford to fly home will have his flight back to America paid for by the Federal Government. If American citizens in Sweden have further questions, they can visit or contact the embassy in Stockholm.

The United States condemns the Turkish government for its statement at the Global Assembly. While the Federal Government refuses to recognize Swedish sovereignty over South Africa and roundly condemns the occupation of South Africa, we have a number of diplomatic avenues that we plan to explore just as other countries do. In the eyes of the United States, the Turkish government is trying to force America and Sweden into conflict in order to distract the world from its own plans and - if the United States and Sweden are able to remain civilized - use it as a justification for the invasion of surrounding countries including Greece, Cyprus, and Israel. Both America and Sweden are civilized states capable of diplomacy, and I can assure our international friends that the United States will not be manipulated into a war in order to save face. We call on our allies and partners around the world to not be intimidated by warmongers and to review the facts: The Turkish government has threatened to claim territory from Greece, overthrow a government of Cyprus, start a war with Israel, and commit a genocide on the Kurdish people.

The United States will not tolerate any of these actions.

The United States strongly condemns the detainment of Jewish civilians in Turkey. We are gravely concerned that the Turkish government and military are preparing to repeat the Armenian genocide, but on its native Jewish population. We call on our ally, the United Kingdom, to work with us to respond to these outrageous actions by Turkey. We also ask that the Israeli government cooperates with us during these very serious times. In response to Turkish restrictions on the freedom of travel of Americans, the State Department has issued a DO NOT TRAVEL order for Turkey for all American citizens and asks that all Americans return to the United States, or other countries abroad, as soon as possible. The United States will also be cancelling all inbound flights from Turkey or Turkish-owned airlines, but will allow Turks to continue to leave the United States.

All non-essential diplomatic staff have been recalled from Republic of Turkey. This includes non-essential workers at embassies and consulates and families of embassy staff. The State Department can confirm that over two-thousand Americans have left Turkey and have either returned home to the United States or gone to another country. The State Department urges any Americans still in Turkey to leave as soon as possible. The Federal Government will continue to explore diplomatic options with the Republic of Turkey.

By order of the President, the United States is officially abandoning its diplomatic mission in Turkey. Also, minutes ago, the Turkish Ambassador to the United States received official written notice from the State Department that the Turkish diplomatic mission to the United States is being expelled, in accordance with the Global Assembly's "Resolution for International Relations". This comes after countless attempts from the United States, and her international partners, to negotiate or even open a dialogue with the Turkish government have failed. The Turkish government has, through its armed forces, repeatedly escalated the situation between it and Israel, and between it and the United States through obvious hostile actions. Due to these repeatedly reckless and hostile actions, the Federal Government does not have faith in the Turkish government to uphold its obligations which are laid out in the "Resolution for International Relations" and we therefor do not feel that our diplomats could be safe in Turkey. Furthermore, the Federal Government has lost faith that the Republic of Turkey desires any kind of genuine diplomacy. This makes the Turkish Embassy in the United States, and the Turkish diplomatic mission to the United States, pointless. Finally, the United States has updated its travel standards: Visas will not longer be issued to Turkish citizens.

The White House, the State Department, and the rest of the Federal Government are working closely with the Dutch government to ensure that Americans in The Netherlands are brought to safety. At this time, we estimate that over 10,000 Americans have crossed the Belgian border into The Netherlands, on foot. The Dutch Government has been transparent and helpful as this crisis has unfolded. Many of these people do not have passports or travel documents, and some may have traveled to The Netherlands from as far as Paris. President Gore has spoken with the Dutch Prime Minister over the phone, and plans are being made to evacuate as many Americans as possible. Temperatures in the southern Netherlands are slightly above freezing with a high chance of snow the next few days. President Gore has mobilized assistance from the State Department and the Social Security Administration to help identify Americans without papers, and he has ordered that a Navy Task Force to sail to the Dutch coast to begin repatriation flights of Americans. We urge all Americans in The Netherlands to cooperate with Dutch authorities.

The Federal Government is also aware of the developing situation in Haiti and is making necessary arrangements to help respond to the humanitarian crisis there.

Since 1823, the United States has stood by and enforced the Monroe Doctrine in order to safeguard the United States of America, and to ensure the tranquility and territorial integrity of the entire New World. Simply put, the doctrine states that any interference in the politics of, or attack upon, any nation in the New World will be interpreted by the Federal Government as a potentially hostile act against the United States. To this end, the United States has stopped the intervention and plots of communists and fascists and has ensured that the nations of the New World, and the United States, have an ocean between them and any enemies.

Today the Federal Government restates this act with some additions and changes.

The map shown here is not an exact representation of national borders and should not be interpreted as American recognition (or lack thereof) of international boundaries. What it does represent are countries covered under this restatement of the Monroe Doctrine.

Countries in blue are considered "Integrally Guaranteed Countries." These nations are part of the New World (with the exception of the United States and its territories, which are shown in a different shade). These countries are what have been considered traditionally part of the Monroe Doctrine. The United States will not tolerate political interference in these countries by states from outside the New World. Political interference in these states, or military aggression against these states, would be interpreted as a direct hostile act against the United States.

Territories in green are considered "Uniquely Respected Territories" of other countries. They are integral regions, or territories, of countries from outside of the New World. The United States recognizes the current status of these territories and will, if necessary, use force to ensure their current status.

Countries in pink are "Guaranteed Countries." The sovereignty and territorial integrity of each of these countries is guaranteed by the United States, as well as protection from outside political interference.

Countries in purple are not an official part of the Monroe Doctrine, but represent nations which the United States has a mutual defense pact with. An attack on these countries would be considered an attack on the United States.

Following the bombing of the American, British, and Polish embassies in Bangkok, the State Department has updated its international travel advisories. We advise all American citizens in Thailand to return to the United States as soon as possible and to not remain in Thailand. The State Department has also officially issued a "Do Not Travel" restriction for Thailand, and has increased the amount of time for Thai citizens to get visas for visiting the United States to six months. Until further notice, all Americans seeking emergency embassy assistance are urged to go to the Swedish embassy in Bangkok.

I have served as the United States Secretary of State since 1997. During that time, and thanks to the leadership of President Gore, the United States has successfully helped lead the Free World into the twenty-first century. The State Department has participated in major diplomatic accomplishments including the reunification of Korea and a peaceful resolution between Eritrea and Ethiopia. We have also worked closely with partners of the United States, and others, around the world during stressful situations and even war. The war in Turkey, for example, brought together a number of unsuspecting allies who fought together to stop a genocidal regime.

While the global prowess of the United States armed forces is unmatched, its weaponry has seldom been used because of the hard-working men and women in the United States Department of State who have held negotiations, peace talks, conference calls at three in the morning, and flown around the world for thirty minute conversations so that the United States could come to a common understanding with other countries, or so that other countries could be brought together to settle their differences. I firmly believe that the State Department is an invaluable institution that does not just safeguard the values of the United States and the interests of the American People, but also the safety and security of the entire Free World.

After years in the United States Foreign Service, I will resign my position as Secretary of State in two weeks. I have told President Gore that I will support Deputy Secretary of State Charlie Price and help with the transition in whatever way is seen fit by the White House. Thank you to the persuasive, intelligent, and brave men and women in the State Department who help keep our country safe and represented to the rest of the world.

The creation of Weapons of Mass Destruction (WMDs), as well as advanced delivery systems for them, were the opening of Pandora's Box. One of the crowning achievements of mankind was the total dismantlement and eradication of nuclear weapons from the world, which is something that our forefathers would have never thought to be totally possible. While other WMDs still exist, mankind can at least breathe a sigh of relief in knowing that a global nuclear holocaust is not in our future. With that being said, there is still conventional and non-conventional weaponry and delivery systems that pose a threat to mankind itself, and the stability of the global order.

This year, the United States plans to host a summit of representatives from nations around the world. The nations who will be invited to send representatives are specifically those who own the full rights to, and are capable of producing, strategic weaponry (ballistic missiles) as well as delivery vehicles for them (ground-based launchers, submarines, and strategic bombers). The goal of this summit will be for the attendees to come to an agreement to ensure the non-proliferation of strategic weapons and WMDs.

The United States government takes this objective seriously, especially in an increasingly uncertain world where indiscriminate mass-casualty weapons are sold to almost any group on the open market. Therefore, the United States is adopting a new policy of "Strategic Accountability" for the sale and use of strategic weapons and WMDs. This Strategic Accountability Policy means that if a nation sells strategic weapons (ballistic missiles) or WMDs (radiological, chemical, or biological) to another country, and that second country uses those strategic weapons/WMDs against the United States or her allies, then the United States will hold both of those countries - the builder of said weapons and the user - responsible for the attack. To the same tone, if a country sells strategic weapons to another country and then that country resells those weapons to a country who uses them against the United States or her allies, the builder and the user of the weapons will both still be held responsible. This policy also applies the same to any nation who is capable of producing strategic weapons/WMDs, and either sells, leases, or gives those rights of production to another country, who then produces them and uses them against the United States or one of her allies - both the original owner of the rights, and the user of the weapons, would be held accountable. This is a cradle-to-grave policy of accountability and responsibility for those countries who have strategic weapons and WMDs.

This policy may be subject to change after the conclusion of the summit, but as of now it is the official policy of the United States of America.​
