Minister Parly,

The United States Navy and Coast Guard have recently created a new frigate/cutter, called the Celestial-class, for use by both services. It includes a 32-cell VLS as well as state-of-the-art radar and sonar. The Department of Defense and the Department of State have whitelisted a handful of countries for potential export of the frigate, and France is one of them. This vessel is capable of a wide variety of missions as either an escort or an independent operator due to its armaments and its extended range. At this time, the frigate is under a special license from the Federal Government and is going for $1.235-billion each (this would mean that we would charge $300-million per unit in a LPL).

Some notable advantages of the Celestial-class for Sweden is the extended range of 11,200 miles. This range would allow one of the frigates to, for example, deploy from the French Navy Base in Brest into the Atlantic, cross the Panama Canal, and sail to French Polynesia without refueling once.

Dear Deputy Secretary Hall,

This is a very interesting and generous offer, thank you for considering us.

The Imperial Navy and the Ministry of War have a few questions regarding the process of acquiring these limited production licenses, alongside the capabilities of the Celestial-class frigate. First, how long do these LPLs last? For example, if France were to purchase 8 limited production licenses for the Celestial-class frigate, would these LPLs last until we produce these frigates when funding allows or do the licenses expire after a certain amount of time? Second, what armaments would be available for France regarding this frigate? Would we have access to the Tomahawk cruise missiles and the RUM-139 anti-submarine missiles to be used with the vertical-launch systems?

Limited Production Licenses traditionally last for a month, however we could issue licenses that would last for the remainder of 2002 if a large enough quantity of vessels are sold that would warrant such an action. In regard to armaments, the answer to your question is: yes. The Tomahawk and RUM-139 would be available to use in the VLS.
