I was hoping that, if you are legally able to, you could describe in greater detail what Brazil has done, and what it plans to do with this project. The United States is highly interested.

It is good to see that America shares Brazil's enthusiastic interest in Project Atlantis, I have received permission to share with other interested organizations and nations the details of this ambitious project.

Project Atlantis is a project that seeks to expand our knowledge of the Atlantic Ocean, through careful observation and research, the centrepiece of this project is the construction of an underwater habitat, which will serve as a place of scientific research into the Great blue sea.

At the moment, Brazil has started executing the first phases of the project, the construction of a base of operations and the research of an ideal spot where the Underwater habitat would be placed.

A partnership would of course mean that we would assist you in bearing the burden of costs and personnel. If this is something your government is interested in doing, please be a bit more specific in what has been constructed where. Have you trained any 'Aquanauts' yet? Have you already decided what part of the Atlantic Ocean the underwater habitat will be in?

Yes, we are open to a partnership with foreign nations, after all, such knowledge should be universal.

We have begun constructing a Base of Operations in our own Archipelago of Fernando de Noronha, once the construction of this base is finished, We can offer a tour of the facility. On the topic of our "Aquanauts", we are preparing to initiate the training process once the Facility is complete.

The specific location where the Underwater habitat has not been selected yet, however, we are looking at promising locations.

Chief Santos,

The United States has a large number of facilities that could be used to help train for underwater operations. We would be happy to train, or test, potential Brazilian and American "Aquanauts" together. However, the location of a suitable location for the underwater facility will of course be a crucial first step. What kind of science is your government looking to perform at such an underwater facility? Would your government be against keeping the location of the facility secret, even though the existence of this project may have been mentioned in the press? Please let me know how the United States can be of help. I have been told that an American company located out of Texas, Lone Star Construction, has been used in the past for American government contracts and could be useful for designing and building such a facility, if you don't already have someone in mind.

Is there anything that our government can do to help? Would your government be open to the idea of NOAA opening a field office in the Fernando de Noronha archipelago?

Yes, we appreciate the Help the United States wishes to put forward to this project, especially with the training of the "Aquanauts".

About your other questions Administrator Crimson, Brazil wishes to conduct civilian scientific research within the depths of the great blue sea, there are thousands of potential species of maritime flora and fauna that are yet to be recorded and identified, not only would this project greatly increase not only Brazil's, but the world's knowledge on oceanic life, but it would also open up research opportunities on deep-sea exploration.

Although Underwater Habitats are not something completely new, none have been attempted to be made with this magnitude in mind, it would not only be a historic scientific achievement, but an engineering achievement too, and it will open up the opportunity for greater research into Underwater infrastructure and construction.

We know that the project was mentioned by the Press, it was my idea to reveal the project to the General public, I like to believe that this project is also a great opportunity to raise the awareness of the Brazilian people about the ocean, it's beauty, and what lies inside of it. Of course, although the facility where the research and development of the Underwater Habitat will take place will be open to the public, especially as we wish to use this as an opportunity for Universities to contribute to the research, there will be locations that will be off-limits to the general public, and certain aspects of the project that will be classified for security purposes.

We are already beginning the construction of the Facility, but we thank you for the suggestion and will keep it in mind for future projects.

As I have mentioned before, we appreciate the interest of the United States government, and as opportunities for greater cooperation comes along, we will be happy to notify you Administrator Crimson.

on the establishment of an NOAA Field office in Fernando de Noronha, I believe it is possible, If you're interested, We would be more than willing to welcome a Delegation of NOAA Officials into the Facility once it is complete.
