Good afternoon,

I am writing to you in regards to the blocking of the Bradley Fighting Vehicle by Nexus Limited. Considering how infrequently frequent the United States will be building the Bradley, and its variants, we find that it will be excessively inefficient to constantly issue orders to Nexus. Instead, we would like to reach an agreement where the United States can produce and use the Bradley freely for its own use, in return the United States will issue payment for the Bradley after each production it creates on its own. If we could come to an agreement on the up-charge for the Bradley and its variants then I think an arrangement such as this could be beneficial for the United States government and Nexus Limited; and it would prevent complicating arms deals between the United States and the United Kingdom in the future.

At this time, we are prepared to issue Nexus a fee of 25% of the base cost for each Bradley we produce. Please let me know if this is acceptable as soon as possible.

Thank you for your email.

We have reviewed your requests and upon internal discussions that due to existing legal disputes between Nexus
and the government of Canada, we require any purchases of the Bradley Fighting Vehicle series to be put through
the standard order procedure. Whilst we appreciate the offer to pay a 25% fee of the cost, this would still
be a substantial loss for our companies economic growth in comparison to a normal sale and would not be
viable for long term stability.

Naturally, we aim to support work with the US and ideally want a prosperous relationship but this would
apply constraints that could potentially impact Nexus Group financially.

Good afternoon,

I understand that there may be complications at the moment, however as a publicly-traded company I'm sure that you and the rest of the executive staff at Nexus have a fiduciary responsibility to your shareholders. To help with your profit margins, we are willing to raise our offer from 25% to 45% per unit we are permitted to build. The loss of a defense contract of this magnitude with the United States would be much more than a nominal amount of money. The Texas Army National Guard, which consists of most of the structured 2nd Armored Division, requires a number of M2 and M3 Bradleys that comes to a base-cost of $527,952,000. That would mean we would deliver $237,578,400 to Nexus limited at an up-charge of 45%.

To put it in perspective for you, that is only the National Guard of Texas. There are 49 other States in the Union as well as a number of territories. This also isn't taking into account the numerous Infantry, Armored, and Cavalry divisions that the regular U.S. Army desires to train, arm, and equip with vehicles, including the Bradley. I ask that Nexus reconsiders its decision as it would be regrettable for our professional relationship to be established with an impasse.

We would be willing to concede for 45% charge to Nexus Defence for each M2 or M3 Bradley you would be producing. However,
this would only take place under the following terms:

- The M2 and M3 Bradley's cannot be sold by the US or given to anyone else. In the event of them going end of life, you would
need to scrap them.

- To support partnerships with Nexus, the US, including US Defence Sales, would reduce their 100% mark up of sales to 60% for
products bought by Nexus and by extension, the United Kingdom.

Good afternoon,

The Department of Defense can agree to the first term you stated, which is: "The M2 and M3 Bradley's cannot be sold by the US or given to anyone else. In the event of them going end of life, you would need to scrap them." However, we unfortunately cannot agree to your second term.

First, per federal law, American Defense Sales can only sell products to sovereign nations that are a member of the Global Assembly. It would require an act of congress to change this. Nexus of course does not meet this qualification.
Secondly, we cannot agree to this measure with the United Kingdom because Nexus is a private company. Unless the British Government legally designates Nexus as a diplomatic agent of the United Kingdom, we cannot negotiate with your company for terms that would directly affect trade, commerce, or defense deals of the United Kingdom.

We can agree to a flat 45% charge per M2 or M3 Bradley which we will send directly after we begin production. If you still find this acceptable, I can have a contract sent over to your office for you and your staff to review.

I have discussed this internally and unfortunately this is not something we would be able to accommodate for without the
reduced markup on US Products. However, this is only in relation to granting you a Domestic Production Licence to build
the Bradley's in-house, so to speak. Naturally, we would offer a discount of the Bradley for any sales done by yourselves
through our Orders Forms, offering a 10% discount for any orders of the Bradley you submit.
