ENCRYPTED MESSAGE

TO: Bogdan Borusewicz, Department of Foreign Affairs
FROM: Ashton Watson, Under Secretary of State for Political Affairs

Minister Borusewicz,

President Gore offers his regards to the King and Queen. I hope that the new Polish government is doing well and is not finding any trouble in its establishment. With your permission, I would like to dispatch Dr. Izydor Sikorski to be the American Ambassador to the Kingdom of Poland.

So far, have you faced any difficulties? Is there anything that the United States can do to help? I hope that this message meets you well, and I look forward to hearing more from you.

Best Regards,

Ashton Watson

Under Secretary Watson,

First we must thank you for message. King Stanislaus and his wife would also like to extend their regards to President Gore. The new Government is still finding their ground but fortunately King Stanislaus was an accomplished politician before he ascended to the throne.

Dr. Sikorski would most definitely be welcome within Poland as the American Ambassador to the Kingdom of Poland.

The Kingdom of Poland has not yet faced any true difficulties other than the ones that inherently come with converting from one form of government to another. We have yet to fully establish ourselves on the world stage, so we have yet to truly test our resolve and commitment. As for anything the United States can do to help, as far as we can think of not at this moment. We are, however, currently establishing our military forces and have looked into the American Defense Sales. Unfortunately, the rules stipulated state that a nation buying from you must be a fully functioning Republic or Democracy. By technicality, the Kingdom of Poland is not a democracy nor is it apart of the Commonwealth realm. We were wondering if there was a way we could work through a deal between our nation for an exchange of vehicles and arms.

Sincerely,
Bodgan Borusewicz
Department of Foreign Affairs

Minister Borusewicz,

A Constitutional Monarchy with a functioning legislature or other parliamentary system that is democratically elected would be within the bounds of those stipulations. I will contact the Department of Defense to inform them of the state of this specific grey area. Is there anything else that I can help you with?

I was also curious if your government happens to have any intelligence on the ongoing situation in Ukraine?

Undersecretary Watson,

We are grateful to hear this and that this issue with United States Defense sales has been resolved. At this time, there is nothing else that we need help with in regards to defense procurements. However, we are interested in strengthening our relations with the United States as much as possible. With the economic downturn in Russia, the issues with Ukraine, and other issues in the region, we feel Poland would do better in helping stabilize the region with likeminded allies. While we are not putting ourselves under the thumb of the United States of America, we are interested in currying relationships with those heads of state, and nations, that are capable of providing unique insights to the region.

In regards to Ukraine, it would be imprudent for us to discuss anything in detail with our closest ally, both in the region and the world. We have been in talks with the Prime Minister while President Yushchenko is incapacitated after the recent assassination attempt. At this time, that is all I am at liberty to share with the United States. Apologies.

In regards to assistance, I'm sure you have heard the news about Poland's formation of the Royal Special Operations branch of the Royal Armed Forces, yes? I have been given liberty to discuss with the United States about the possibility of a Joint Anti-terrorism exposition to be held in Gdasnk, Poland. It would help showcase the efforts of our region to combat terrorists with the help of those who are also willing to risk life and limb to protect those innocents we call our citizens. Is this something that the United States would be interested in?

Sincerely,
Bodgan Borusewicz

Minister Borusewicz,

Such a joint operation between United States and Polish forces would be something that the United States is potentially interested in, in the near future. Also, we understand the diplomatic position that you have with Ukraine, and of course respect Ukraine's right to privacy, and your obligation to keep communications with them secret. We merely want to ensure that there is nothing that we can do to help to keep the situation stable.

Under Secretary Watson,

I apologize if my previous message came off as harsh. It was not the intent and sometimes electronic communication can hide the true emotions behind the message. We appreciate the concern that the United States of America has for the region and it is our goal to further stabilize the region through our political efforts. Those efforts also include the use of our Special Operations forces if it is deemed necessary. I can inform you that we have deemed it unnecessary at this time to deploy them to a foreign nation for any reason.

As for the Radom Special Operations Expo, we are glad to hear that the United States is interested in participating. We have approached several nations with the offer and all that have responded have seemed receptive of the idea. It would make a definite impression on any would-be terrorists if the United States were to join the Polish Special Forces for the Exposition.

In regards to efforts within the region, what is the United States take on the current situation within the former Republic of Germany?

Sincerely,
Bodgan Borusewicz

TO: Bogdan Borusewicz, Department of Foreign Affairs
FROM: Ashton Watson, Under Secretary of State for Political Affairs

Minister Borusewicz,

I will forward this offer to the Department of Defense for further consideration.

In regard to the situation in Germany, we find it exceptionally worrying. The Gore Administration, and the United States, takes a strong stance against autocratic communism anywhere in the world, but especially in the Europe and the New World. Secretary Fitzgerald has told me to inform your government that if Germany takes any acts of aggression against Poland, or becomes antagonistic in any way, your government should inform us as soon as possible and we will assist Poland in any way - be it economic, diplomatic, or even the deployment of American forces. With the trouble in Germany and the instability in Russia and Ukraine, we are entirely committed to defending the free nations of Europe, including your own. Say the word, and we will be there to help.

Under Secretary Watson,

Thank you for the offer from your Department of Defense. It is a welcome offer, and should it be deemed necessary, we will accept. Us Poles are a proud people but we are not ignorant to decline such help. But we are in agreement on the stance against autocratic communist governments within Europe. Should Germany take any hostile action against Poland, Poland will respond with overwhelming force. I believe Americans are fond of the term 'Shock and Awe'. As the great president Theodore Roosevelt once said. "Speak Softly but carry a big stick." Poland is also fond of this phrase.

As for the reason for the change of correspondent, Minister Borusewicz is currently indisposed and, as the appointed Ambassador to the United States of America, I was chosen to continue these talks. All previous communications were forwarded to me as well as all relevant notes on our end. Hopefully we will be able to meet in the future. In regards to situations abroad, how is the current situation with your neighbor to the north, Canada? Has the situation stabilized in that region?"

Sincerely,
Karolina Sniegowska
Ambassador to the United States of America

Ambassador Sniegowska,

The State Department has gotten hold of credible information which shows that there is an ongoing attempt at a coup d'état in the Republic of Ukraine, and that the Department of Defense is seizing control. Do you have any information to confirm this? Does your government have a stance on this matter, if you are aware of it?

Under Secretary Watson,

In regards to your statement regarding an attempted coup d'état, I must apologize for any subterfuge given by the Minister of Foreign Affairs that may have happened in previous communications. We have been in contact with a member of President Yushchenko's cabinet and have garnered a few details from them. Prime Minister Yanukovych is safe in Thailand and will be moving to a more secure locations soon. We have no status report of President Yushchenko, which we think is due to a communication blackout from his protection team. As for information of the Department of Defense seizing control, we suspected this a while back with the reports of a certain flag spotted flying above the Verkhovna Rada. You may not be aware of the symbolism of the red and black flag but it one that strikes fear and anger in many polish citizens who lost family members Volhynia. It is suspected that the Department of Defense is trying to copy the moves of the UPA, or Ukrainian Insurgent Army, that was active during the last world war. It is a nationalist organization that persecuted Poles, Jews, Soviets, and Nazis. They did not care who they were if they were not Ukrainian.

Poland's stance to the 'Provisional' Government headed by the Department of Defense, is the same as the United States. An unlawful attempted coup to establish a military dictatorship to take advantage of the tragedy as the shooting of President Yushchenko and the Economic Crisis of Europe. It is popular opinion within the government that Minister Kuzmuk may have been involved in the attempted assassination attempt but we have no proof or intelligence that points towards this.

I am currently drawing up contingency plans to assist our allies within Ukraine. I would like to formally invite you to send a delegation to Warsaw to discuss possible American assistance. We can use the guise of planning for the Special Operations Exposition to provide a cover for anyone you wish to send. If you wish to send a delegation, the 23rd Tactical Air Base will provide adequate facilities for handling military aircraft while being close enough to transport the delegation to Warsaw quickly.

Sincerely,
Antoni Macierewicz
Minister of National Defense

TO: Bogdan Borusewicz, Department of Foreign Affairs
FROM: Karolina Sniegowska, Polish Ambassador to the United States of America

Ambassador Sniegowska,

We will be dispatching Ambassador Sikorski today, along with a representative from the Central Intelligence Agency, who will be accompanied by State Department personnel and DSS protective agents.

Best Regards,

Ashton Watson
Under Secretary of State for Political Affairs

Private

As promised, newly appointed Ambassador to Poland, Dr. Izydor Sikorski, would be taking on his first mission in Poland before he had even seen the inside of the American Embassy in Warsaw. He and a representative from the Central Intelligence Agency, Colson Rainwater, would take a private government-chartered flight to the 23rd Tactical Air Base. They would follow all normal air protocols and would request permission before entering Polish airspace, and would not enter the airspace of other nations without gaining permission. Once the aircraft was given clearance to land, it would do so. Sikorski and Rainwater would await further direction from the airbase staff so that they could deplane and begin talks. Five DSS special agents were on board the aircraft and had their sidearms. Two of them would act as an escort for the Ambassador, while two others stayed outside of the aircraft to keep a lookout, and one more stayed inside the aircraft to watch over things. This trip was not publicized and was so far being treated as being Top Secret.

As soon as the aircraft had taxied off of the runway and applied the parking break at the designated spot indicated by a ground control specialist, the doors on three black Mercedes-Benz G270s parked nearby opened up and eight men wearing armored vests over t-shirts and jeans. They did not look like normal soldiers due to the beards, baseball caps, and civilians clothes but each carried himself tall and proud. Easily spotted as soldiers by anyone trained to be a spy or perform counter-intelligence. Each carried a FB Mini Beryl slung over the chest and a pistol in a thigh holster. Each man kept a hand on the grip of their rifles as they walked in a not threatening but intentional manner. They formed a semi-circle around the opening of the plane and the vehicles before a ninth man stepped out of the lead vehicle. He was dressed in civilian attire similar to the armed men but he did not carry any identifiable weapons. Igor was not like the eight soldiers. He carried himself like a civilian. Didn't stand quite as proud as the soldiers and often left himself open for possible attack. But his eyes followed the movements of every unknown person before him. He would be watching for anything that could give him an edge in a fight, whether that was physical or intellectual he hadn't decided yet.

"Greetings Mister Helicopter. Mister CIA." His English was heavily accented with his native Polish but offered no hesitation in the choosing of words indicating he was fluent. The man offered his hand to Dr. Sikorski and then Agent Rainwater. "My name is Igor and these men will be our escort to our meeting with the boss. No need to have your DSS agents check their weapons but due to seating arrangements you will be unable to ride all together. Borsuk 1 and 2 will ride with the DSS agents in the lead vehicle. Borsuk 3 will ride with us, Helicopter and CIA. Borsuk 4, 5, 6, and 7 will drive the rear vehicle. Eight will stay with your aircraft to insure your men and pilots have everything they need. There's beer, wine, food, water. Anything they want, can be brought to them. Those hard men look like they prefer military rations though. Eh." He laughed a bit as he waved the men to follow him and whistled sharply. After the whistle left Igor's pursed lips, the men collapsed onto the vehicles, opening the doors as they stopped at their designated vehicles. They would wait for the passengers to board the vehicles before they also boarded.

"Mister CIA, I am assuming you are armed, no? What do you prefer to carry? I prefer the Glock 29. Nice, compact, easy to hide from those you don't want to know you are armed, and packs a mule's kick."

Once in the vehicles, they would rumble to life as the made their way off of the airstrip and onto the main road, turning left.

Rainwater and Dr. Sikorski got into the vehicle with Igor while the DSS agents that would be accompanying them got inside the other vehicles. Dr. Sikorski was wearing a blue three-piece suit while his colleague from the CIA was wearing a black suit. Rainwater checked his watch as he and the ambassador sat down in the vehicle. Neither of them really had much in common other than that they were both Americans who worked for the federal government. Rainwater looked out and carefully watched everything that was going on around them while Dr. Sikorski took out a small planner and made a few notes about their visit and some other things that he was going to need to reschedule.

"I'm just a civilian representative from the intelligence community," Rainwater said untruthfully, "I've never shot a gun before."

Igor laughed as Mr. CIA spoke. Even civilian attaches to the CIA must be able to shoot. Right? Or so the man thought. "That is a shame, Mr. CIA." He looked at Mr. Helicopter. "Mr. Blackhawk, I wouldn't trust an American who says he's never shot a gun before. Especially if that man's new name is Mr. CIA. Isn't it apart of the American religion to shoot guns and blow stuff up?" He laughed again. Igor seemed like a jovial man. A jovial man who had a wolf's instincts. After about three quarters of a mile they made a right turn onto another road. Igor was silent during this part of the drive, simply staring out of the window waiting to answer any questions from his guests. After nearly two and a half miles they made a left turn into the main area of what looked to be a Polish town.

Rainwater adjusted his posture ever so slightly, as his concealed gun was putting a bit of uncomfortable pressure on the side of his body. He and Dr. Sikorski were both rather quiet for the rest of the journey as they waited to make it to their final destination so that they could discuss some top secret diplomatic relations with their Polish counterparts. Both of the men had a long flight from America and were ready to get down to business as soon as possible.

The convoy of black off-road SUVs continued unhindered down the road for nearly half an hour, taking precautions to insure they were not followed such as making loops and turning the opposite way of the indicator, before arriving outside of a fenced area of buildings with fields on either side of it. As they approached the gate that served as an entrance to the compound, Igor queued his radio a few times, causing the other operatives radios to make a squawking noise in the other vehicles. The vehicles barely slowed to a stop when two men approached from inside of the compound before swinging the gate open. As the vehicles pulled into the compound of sorts the first thing the passengers would notice was the uncut grass and outdated warehouse buildings within the fenced in area.

"Welcome to Casablanca. I'm sure you Americans will love the amenities of such a luxurious hotel." Igor extracted himself out of the vehicle as he spoke, opening the back door as he stepped out. The other vehicles in the convoy did the same thing. Passenger and driver would get out of the vehicles while opening the rear doors to let their passengers out. "For those of you who are tactically minded will recognize this as a black site," he eyeballed Rainwater as he spoke. "This is where mission control will be for a hypothetical camping trip to Ukraine will take place. Now Mr. Choctaw, you were promised a ride to Warsaw for a meeting and you will get what is promised to you." As he finished his sentence the tell-tale sounds of rotor blades could be heard flying closer. After a minute or so a green Polish helicopter appeared over the compound before angling into the air, rotating its tail rotor so that it was facing nose down. The J-Turn as the Polish pilot called it, bled off excess speed and allowed the aircraft to reorient itself quickly. As the helicopter landed in the field just outside of the compound, Igor continued speaking. "Mr. Ambassador, if you follow Borsuk 1, 2 and 3 you can board the aircraft with three of your security detail and Mr. CIA, if he wishes. Or, Mr. CIA, you can stay with the badgers," motioning to Polish Special Operations team escorting them.

The Americans would do as directed by the Polish and board the helicopters accordingly. Both Rainwater and Dr. Sikorski were prepared and ready to begin talking with their Polish counterparts. Meanwhile in Washington, preparations were secretly being made for a massive ground, air, and naval assets to Poland for a possible invasion of Ukraine. While there were still ongoing discussions with top officials from the Ukrainian government, situations such as this required a more proactive rather than reactive approach. Both Rainwater and Sikorski quietly contemplated how Polish assistance for such an operation would be crucial, and how help from the Germans would at least be a helpful political move, even if they wouldn't be able to provide much military assistance.
