The final price for the buses is fine. We would like to include the sale of buses with the project as a whole, thus we would like to pay for them monthly if that is possible. As it stands we will will prioritize building the infrastructure for the project first, and then the buses for it if that is alright. Before first payment can be made however I would like to know more details in regards to the key attributes. If you prefer I can arrange a meeting in person for a secure discussion on these.

What assets, equipment, and infrastructure do you plan on being used for this proposal specifically? How large of a naval task force do you believe i necessary for this project, as I am curious. In short more details on each of the key attributes please, as I am incredibly interested. I am in fact willing to pay the total proposed cost in one payment.

Also, due to new issues being made apparent we want anti piracy measures included in this proposal.

I am pleased to see the Kingdom of Sweden has won the acquisition of the Spratly and Paracel Islands Defensive Contract which will see the area of cooperation between us grow substantially over the next few years. Given the sensitive nature of these islands and the intelligence and surveillance focus of our efforts in the region I think it would be best for us to arrange a between between our offices at the earliest convenience- I'd be happy to attend personally in order to finalise the specifics of this agreement, perhaps making changes which would better represent the interests of Vietnam as well.

The total initial cost of the project will come out to $5,712,135,600, broken down at the project cost of $5,060,000,000 and $652,135,600 for the associated buses. The KOICA at the completion of the project would charge $759,000,000, or a negotiable price favorable to your government to cover the expense of planning, services provides, and maintain a modest margin for the KOICA. In total the entire cost of the Korean Proposal would amount to $6,471,135,600, however, the current payment plan is acceptable and the final charge would not apply until half way through the project of this is agreeable. Based on your current planning, we will prioritize the infrastructure building, followed up by the procurement of buses towards completion of the project, and finally covering the service charge. If this is still acceptable, we can move ahead with the project, if not, we are happy to hear the counter-proposal and move from there.

Since your overall project is to reactivate and expand your economy, we would suggest focusing in firstly increasing your cargo capacity by favoring the MTF-3000. We would suggest going with 250x MTF-3000 and 150x EMD-G22CU. I must stress though that the indicated number would increase the total cost for this particular project for 900,000,000.00 to cover all the rolling stock and locomotives.​

On the other issue, yes, we could for example work on the bio-engineering of rice seeds to improve the crop yield, or the cotton seeds to better tolerate more humid areas while also being more resistant to local plagues and fungus.

The vietnamese would privately be contacted by the Argentine Cooperation and Development Agency's office in asia and reminded of the pending payments for the ongoing projects, corresponding to the months of august and september 1998, consisting of 1,461,435,915.00 USD each. Vietnam would be politely reminded that said payments need to be directed to the Argentine Cooperation and Developmetn Agency account.

The argentine agency would also report that all cosntructions projects are on schedule and progressing well, including the deliveries of rolling stock for the railway projects.
