Greetings,

I have been informed that the Philippine Government may be interested in cooperation with Vietnam. It is unfortunate but due to the recent referendum, this managed to get slipped past me. I would like to schedule a meeting in which we can discuss the details. As I was told the Spratly Islands and Military Cooperation would be a major point for this. However from what I can tell the PRC slowly become less involved once more. But that still leaves a variety of different issues that we must deal with together. Also, I would like to tack onto that a discussion in regards to trade routes. As we will need to set aside ships to patrol these routes of course. So if you wish to engage in a meeting please write me back. But if you would like a phone call would do just as well.

Greetings.

Thank you for messaging us and it's a pleasure communicating with you for the first time. Yes, it is true that the government of the Federal Republic of the Philippines is seriously seeking stronger economic, political, and most importantly, military cooperation with SEUOSS. Despite my country has been quiet and has not formally contacted your government; I believe our Department of Foreign Affairs had made initial liaison with your government.

We at the Department of National Defense, the Armed Forces of the Philippines, and even the Philippines' National Security Council, do had one common statement to our President Duterte - establish defense ties with SEUOSS as soon as possible. Convinced; our President has agreed with us and has finally delegated this task of formally contacting your government for military talks.

Moving forward, we do propose to hold a private meeting to discuss this very sensitive issue regarding the Spratlys. Philippines and Vietnam has remained "cold" when the Spratly's is in the discussion. I believe this is the ultimate moment that both our country conduct a BILATERAL talk about this: exhaust all possible options and potential compromises, and come up with a concrete solution that is acceptable between our countries... once and for all.

Please let me know if you agree to our proposed meeting. If yes, we do prefer that we conduct this in Hanoi for security purposes.

Greetings,

Before moving forward I would like to make a simple correction as it will ease things greatly. We have returned to the naming convention of the Socialist Republic of Vietnam. This following our national referendum. Currently we are working with a temporary government until elections can be held. However, despite this we are still interested both in the Spratly Island Question, and the formation of closer Military Ties with the Philippines.

Thus with that in mind I do agree that we should hold the meeting you have proposed. However would this meeting be tied to the proposal for closer military ties? I also believe I should note that we would recommend the involvement of Taiwan as we have begun separate talks with them on the matter of the South China sea. Australia has also shown a willingness to go against the PRC on South China Sea issues.

Noted on the new name of your country (Socialist Republic of Vietnam).

And yes, this proposed bilateral meeting will be tied to our proposal for closer military ties with Vietnam. We also take note of your recommendation to involve more countries on this Spratly Island / South China Sea issue such as Taiwan. However, we do prefer to have a meeting between our 2 country first. Then later on we will decide whether we involve other countries.

We wish Vietnam will have successful election.

Also in terms of your supporting of our reclaiming of lost land would the Paracel Islands be included in this? Though it could also be included in a greater South China Sea issue discussion
