With the establishment of our current government I would like to offer the establishment of official relations between Russia and Vietnam. Along with this our military has opened up an equipment acquirement program and we are interested in purchasing dedicated equipment for a airborne division and naval infantry division.

Also I have been made aware that the winter in Europe is very harsh this year with the glacial maximum being far beyond anything observed in data before. Should the need arise Vietnam can provide aid both in supply and space.

Our government is thrilled that you've offered to establish a trade route with us, as the Russian Federation is not only recovering from the political chaos left in the wake of the collapse of the Soviet Union, we are also dealing with an economic crisis caused by years of political instability and the economic mismanagement and corruption under the former Soviet leadership and past Russian administrations. While the current unprecedented winter weather across Northern Europe has hit the Russian Federation particularly hard, which has also had a major economic effect on the Russian economy for a variety of reasons. It's our hope that by establishing trade with the Socialist Republic of Vietnam, the Russian Federation can begin to get Russian exports flowing abroad once more. So the Russian Federation certainly agrees to the establishment of trade routes between our two nations.

Currently the Russian Federation would like to import footwear, textiles, and furniture from Vietnam. While Russia exports mineral fuels (Petroleum, natural gas, etc), steel, precious metals (Titanium, Platinum, Gold, Silver, etc), copper, and cereals abroad. Due to the unique size of the Russian Federation, I would like to request that Vietnamese exports are exported to Russia on two trade routes, with one trade route ending in the Port of Vladivostok, the other ending in Port of Novorossiysk. This would decrease the time it takes for Vietnamese exports to reach Russian buyers and decrease the transportation costs for Russian companies, passing on savings to Russian consumers and increasing overall sales. Does Vietnam wish to import any Russian exports? And if so at which seaport/seaports would Vietnam wish to receive Russian exports?

We are overjoyed to hear that Vietnam wishes to purchase our Sevmorput-Class Nuclear Powered Icebreaking LASH Carrier/Container Ships, as reviving the Russian shipbuilding industry is key to our nations overall economic revival. With Vietnam being a longtime partner of the Russian Federation and in the hope that this is the first of many more bilateral deals between our two nations, the Russian Federation will sell the ships for $285,000,000 per ship should Vietnam purchase 10 ships and $290,000,000 should Vietnam purchase 5 ships.

When it comes to your armed forces equipment acquirement program for dedicated airborne and amphibious equipment to outfit an airborne division and a naval infantry division, Rosobonexport has several different proposals depending on what your armed forces are looking for. Russian airborne equipment also happens to be fully amphibious, allowing for your armed forces to outfit both the airborne division and the naval infantry division with mostly the same equipment, which would allow for ease of maintenance, training, etc, with no drop in the capability of the equipment. Though should you desire separate equipment for your airborne division and naval infantry division, we have made a secondary proposal that features amphibious specific equipment.

Therefore we would like to go ahead and offer to Vietnam for export the Ilyushin Il-76MD-90A Strategic Transport Aircraft for $60,000,000 per aircraft. Does Vietnam require any additional landing craft or hovercraft for your amphibious forces?

Ah greetings, I am happy to see that you have decided to message me directly rather then the Foreign Minister who originally contacted you. While he is very good at his job I like the Minister of Defense have more authority when it comes to military matters. Or at the least more knowledge in such a field. I am glad to hear that Russia wishes to continue the strong friendship between our two countries, even in these trying times. Not only that but your promises of a stable government are reassuring, especially with the collapse of yet another Soviet Government. Regardless, I fear that at this point the heights of the old Soviet Union from back in the 80s are unobtainable in the current political climate.

Anyhow, in order for us to help one another I should get onto the topic of trade. As we have a need for what you have to offer and also wish to help an old friend we would like to import from Russia mineral fuels, steel, precious metals, copper, and cereals. If you wish for your ships to take the arctic route please have the goods sent to Hai Phong Port on a monthly basis. But if you wish to take the southern route please send them to Saigon Port on a monthly basis. For our exports at what interval do you want them sent to each port?


As for ships I believe we will go ahead with the purchase of ten of them as this will allow us to access arctic sea routes when it comes to trade. Not only that but their source of power will mean we can have our routes run at a steady rate. However speaking of Russian ship building would it be possible for Russia to perform maintenance on our current ships of Russian origin? Due to unstable governments of the past we have not been able to have ready access to proper maintenance tools and tooling. While our ships float they could be operating much better in my opinion.

Based on ease of maintenance and ease of training I believe that proposal one is the most desirable. Not only that but budgetary concerns also make it the most speaking out of all the proposals. Now then, we need to get into the nitty gritty aspect of this, in how many of each will we need for each division? Current doctrine in our military puts 2000 men in a regiment, so our military is on the heavy side. Typically our divisions have three infantry regiments, one artillery regiment, one mortar battalion, one assault gun battalion, one combat engineer battalion, one signal battalion, one medical battalion, one transport battalion, one recon battalion, and one anti air battalion. We may need to downsize unit sizes to accommodate equipment limitations when it comes to transport. Also to put it bluntly for a airborne division we would indeed require more aircraft like the Ilyushin Il-76MD-90A Strategic Transport Aircraft. We also have budgetary constraints, however we also 100% require both so we are willing to take FCI loans to accomplish our goals. For our transport ships we could use some Russian made ships to supplement our locally produced landing ships. Also I would like to hear your offers on the proposed equipment.

Are your far east rail lines intact? if so we can provide regular shipments of food and water aid to be transported via the Siberian railway to western Russia.

We also view the revival of a Neo-Soviet Union within Russia as an impossibility in the current political environment both domestically and internationally. That being said, our administration is split between those in favor of a quick change to a capitalist economy and those in favor of a mixed economy, though nearly all of us are in favor of keeping the majority of the Soviet systems structures intact, with cosmetic changes being applied when necessary. Our government view this as the most effective way to ensure the stability of the Russian Federation during this trying time, when we face so many challenges of a varied nature.

The people of the Russian Federation thank our Vietnamese partners for their support and unwavering friendship in the economic sphere. However before we begin exporting mineral fuels to Vietnam, we need to acquire VLCC's in order to be able to export mineral fuels by sea. Perhaps Vietnam would be willing to lease the Russian Federation 2 or 3 Vietnamese VLCC's for a year or two? This will give us enough time to acquire our own VLCC's abroad or build them domestically. As for the rest of our exports, the Russian Federation will be shipping Precious Metals and Copper from the Free Port of Vladivostok to Vietnam via Hai Phong Harbor and Steel and Cereals from the Port of Novorossiysk to Vietnam via Saigon Port. While Mineral Fuels shall also be exported from the Port of Novorossiysk to Vietnam via Saigon Port once the Russian Federation has acquired VLCC's. How often would Vietnam like to receive shipments of exports from the Russian Federation? As for Vietnamese imports into the Russian Federation, twice monthly imports from Vietnam will be excellent for now. Russia requests that one shipment arrive in Russia via the Free Port of Vladivostok and the other arrive via the Port of Novorossiysk.

Excellent! FSUE Atomflot shall begin building the ten requested Sevmorput-Class Nuclear Powered Icebreaking LASH Carrier/Container Ships for Vietnam once the funds for the ships totaling $2,850,000,000 have been received. Certainly the Sevmorput-Class being nuclear powered will be ideal for Vietnam if keeping Vietnamese merchant ships operating at an uninterrupted pace along your trade routes is a priority for your nation. In addition the ability of the Sevmorput-Class to operate within icy waters without being escorted by an icebreaker is of major benefit to Vietnam, given the harsh winter weather across much of the northern hemisphere, positioning Vietnam to have uninterrupted trade with the nations of the northern hemisphere despite the weather.

I would like to apologize on behalf of the Russian Federation and previous Russian Governments, over their failure to provide adequate servicing for Vietnam's fleet of Russian made warships, and we wish to assure our Vietnamese partners that this will not happen again. At present you'll find that the entire shipbuilding industry of the Russian Federation is in a much better state than it has been in past years, as the entire industry has been consolidated into United Shipbuilding Company, which has greatly increased the capabilities, efficiency, and services provided by the Russian shipbuilding industry. United Shipbuilding Corportation is therefore currently well placed to conduct maintenance and overhaul operations on the warships of the Vietnam People's Navy. United Shipbuilding Corporation is ready to begin negotiations on maintenance work with the Vietnam People's Navy ASAP and will be providing our Vietnamese partner with a discount due to the lack of support they've received from Russian industry under previous administrations. While more complicated modernizations requiring R&D work will be possible in the near future, as the holding conglomerate for the Russian defense-industry complex Rostec, is planning to build to make an investment of well over a billion dollars into one of the most sophisticated and comprehensive research, design, and developmental centers of any defense industry-complex anywhere in the world.

I suppose when it comes to the size and organization of your airborne division and your naval infantry division, both your armed forces current and future logistical capabilities and your doctrine for their employment must be considered. While Vietnam needs to acquire more aircraft like the Ilyushin Il-76MD-90A Strategic Transport Aircraft to properly deploy and support an entire airborne division, does Vietnamese airborne doctrine require the whole airborne division to be deployed into the field at once in a single major airlift? Or does Vietnamese airborne doctrine allow for several airlifts to put the whole of the airborne division into the field? Does Vietnamese airborne doctrine call for the employment of the Vietnamese airborne division strictly using transport aircraft? Or is it more flexible? Allowing for men, equipment, and material to also get deployed into the field by helicopters, such as our massive Mil Mi-26T2 Heavy-Lift Helicopter and other types of helicopters also fit into Vietnamese airborne doctrine. Once those questions are answered, it will be easier to determine how many airborne troops should make up each regiment, battalion, etc, how much equipment they require, how many additional transport aircraft are required, and if any additional equipment other than what is already listed is required to support their operations. That being said, the Russian Armed Forces believe that the Vietnamese Airborne Forces have the right organizational structure and cuts should not be made to the types of units employed by your airborne forces. Given that your airborne divisions have signals, engineering, and air defense battalions, would you like to receive a proposal from Rosobonexport on equipping these battalions as well? The Russian Armed Forces and Rosobonexport would like to request that a similar determination is made regarding Vietnamese Naval Infantry doctrine, as this will allow us to come to a much easier determination of what is required in terms of the numbers of naval infantrymen, equipment, landing craft, etc, is required for the Vietnamese Naval Infantry Division.

As for traditional types of amphibious landing ships, United Shipbuilding Corporation can build the Ivan Gren-Class Landing Ship at $2,000,000,000 per ship, Ropucha-Class Landing Ship at $350,000,000 per ship, and the Alligator-Class Landing Ship at $280,000,000 per unit. However due to Vietnams various territorial disputes over several island chains within the South China Sea, the Russian Armed Forces and Rosobonexport highly recommend that LCAC's are acquired for the Vietnamese Naval Infantry Division, in order to allow for the rapid deployment of the division in a crisis. Rosobonexport recommends the acquisition of a combination of Zubr-class LCAC at $100,000,000 per LCAC and the Tsaplya-Class LCAC at $45,000,000 per LCAC.

In order to not overwhelm my Vietnamese colleague with requests and proposals, I will hold off on the further proposals that Rosobonexport has put forward for your nations armed forces. However know that these requests are centered around improving the logistical capabilities and capacity of your armed forces, modernization of outdated equipment and a replacement of obsolete equipment from the ranks of the Vietnam People's Army, and equipping the Vietnam Border Defence Forces with the equipment needed to make them a more capable fighting force and to better police Vietnams border regions.

While I am by far not a expert on such matters I can say rather confidently that Russia should avoid a shift towards a completely capitalist economy, and if anything like us should shift to a mixed economy. However to avoid the repeat of the collapse of the original Soviet Union I must advise against too much decentralization. Not to mention such moves traditionally bring about mass corruption. I also believe that the repeated returns to the past and the unwavering support of the Russian people for such a return shows that they are more then willing to give it another try with actual effort. The fact of the matter is that there are people in your country who want Russia to return to it's old status so greatly that groups like the National Bolshevics have risen. I believe such feelings of nostalgia can be used to strengthen Russia if allowed to blossom, but as said before tight controls should be implemented.

I believe that we can work out a deal in regards to the leasing of our VLCC's. I believe a fair deal would be a million every month they are leased. As this is short term until you have your own fleet of such vessels this will not cost Russia very much in the long run. Also we would like to have you send your exports monthly at this time. However we would like to have the option to increase this interval should the need arise. Also, we have transferred the funds for the 10 requested Sevmorput-Class Nuclear Powered Icebreaking LASH Carrier/Container Ships. But yeah, the ability to operate in icy waters was a major factor in this purchase. Should the ice continue to advance we will need an ice breaker trade fleet.

Would you be able to put us in contact with the United Shipbuilding Corporation? At this time we require maintenance for 3 x Kirov-class battlecruiser Admiral Nakhimov Refits, 1 x Ulyanovsk Aircraft Carrier, 16 x Slava-class cruisers, 6 x Buyan-class 21631 corvette, 3 x Tarantul-class corvette, 6 x Udaloy II-Class Destroyers, 2 x Improved Kilo-class submarines, 2 x Kuznetsov-class aircraft carriers, 4 x Sovremennyy-class destroyers, 1 x Akula-III (project 971M), 1 x Oscar-class submarine, 84 x Losos-class submarines, 4 x Triton-2 Midget Submarines, and 5 x Berezina-Class Replenishment Ships. Vietnam in the past as you can no doubt tell was a major buyer of Russian equipment, though the Super Carrier is the odd one out, and is also rather unique. We very much want to ensure that it stays floating for years to come.

At this time it would be unrealistic to airlift an entire division at once and our doctrine reflects that. Our doctrine allows for several airlifts to take place to transport a division. Low ball would be one regiment and one support battalion at a time. Given terrain in south east asia we must be flexible as well, so our doctrine does allow for mixed transport assets such as the inclusion of heavy lift helicopters and other transport helicopters. At this time we only expect to need to deploy assets within our local region, and if anything more is required in the future we would be able to build ontop of that. Also yes, we would like to receive the proposals from Rosobonexport in regards to both airborne and naval infantry. Currently in regards to Naval Infantry our doctrine is also a mixed one. We have a small number of long range transports meant mainly for dock to dock transport. We want to be able to land heavier equipment via beachable amphibious transport docks like the Alligator-class landing ship or the Hùng Vương Amphibious warfare ship. But as it is mixed we also like the ability to launch LCMs from a mothership in conjunction as we do not require the entire force on the beach all at once. A conveyor method is what we will use in our doctrine. I believe that the vessels you have recommended are all beachable yes? If so we can work with that as the proposals also match our need for both long range transport and local transport.

Also yes that reminds me! The Border Forces have long since been neglected. As we did recently finish equipping a majority of PAVN I believe that the Border Forces should be the next center of acquisition. However, I would very much like to see our logistics department not overly strained. So inevitably we will also need to outfit PAVN to match our new acquisitions. Regardless, our border forces need to be mobile and capable of reacting quickly. I believe russia has a number of ground surveillance radar systems that we could implement. I believe that the Portable Multiple Target Surveillance and Weapon Guidance Radar Fara-1 could be implemented in such a way yes?

Our Commando Forces should also not be left out, however I believe it imperative to work on what we have at the table currently.

The current administration is presently split between those in favor of a "Shock therapy" transition from communism to capitalism and those favoring a more gradual transition from communism to a mixed economy. Those favoring "Shock therapy" are President Yeltsein, a small clique of "Oligarchs" with considerable holdings within the Russian economy, and a handful of government ministers who were educated in the West. While those favoring a mixed economy are led by Prime Minister Putin, Minister of Defense, Sergei Shoygu, Minister of Internal Affairs, Vladimir Kolokoltsev, Minister of Finance, Anton Siluanov, much of the State Duma of the Russian Federation, and myself. So things are quite unclear at present and it remains to be seen which faction will prevail and direct Russian economic policy going forward.

When it comes to communism within Russia, the Communist Party of the Russian Federation has survived the collapse of the Neo-Soviet Union and currently constitute the largest opposition party within the Russian Federation. Under the leadership of their Chairman Gennady Zyuganov, the Communist Party of the Russian Federation has adopted policies which are considered to be Russian Nationalistic and embrace traditional Russian values. For instance the Chairman is himself a member of the Russian Orthodox Church and has supported the desire of the administration to increase the role of the Russian Orthodox Church within society. So as you've said in your message, the nostalgia many of the Russian people feel towards Communism, Tsarism, etc, can be met, albeit in a controlled manner, which does not lead to the destabilization of the Russian Federation.

Excellent! PJSC Rosneft Oil Company would like to lease 3 HHIC-Phil Very Large Crude Carrier VLCC's from Vietnam for AO Rosnefteflot, a subsidiary of Rosneft, which maintains Rosneft's fleet of various types of commercial vessels. 3 months should be enough time for Rosneft to acquire VLCC's either domestically from Russian shipbuilders, or from shipbuilders abroad. Should this arrangement please Vietnam, AO Rosnefteflot will send $9,000,000 to Vietnam for the 3 month lease at once. With the lease of VLCC's from Vietnam, the Russian Federation will be able to begin monthly trade shipments to Vietnam at once, as our fleet of icebreaking multipurpose merchant ships and nuclear-powered icebreakers are able to handle the present demand, despite the harsh winter weather. The 10 requested Sevmorput-Class Nuclear Powered Icebreaking LASH Carrier/Container Ships are currently under construction and shall be delivered to your Merchant Navy on schedule by United Shipbuilding Corporation.

I have spoken with United Shipbuilding Corporation on the request of Vietnan People's Navy for maintenance and they are happy to conduct maintenance work on the fleet of Russian built vessels within the fleet of the Vietnam People's Navy. They would like to know if your vessels require only general maintenance or do they require more extensive overhauls? For border forces we were thinking each Garrison should have 8 x Credo-1E Unified Moving Target Locating Radar, 8 x Fara-VR Ground Surveillance Radar, 32 x Ural-63059 Typhoon MRAP, 50 x BTR-80 8x8, 84 x GAZ Tigr 4x4 Infantry Mobility Vehicle, 40 x GAZ-33097 4x4 Logistics Truck, 4 x 2S1 Gvozdika 122-mm Self-Propelled Howitzer, 4 x Vena 120-mm Self-Propelled Mortar Carrier, and 8 x Mi-35M3. We have in total 14 garrisons which are pending a restructuring. Each would receive that mixture of equipment. For our Dac Cong commandos we would require equipment that allows them to complete their purpose. Their original mission with their founding was to locate, find, and eliminate MACV-SOG members still operating in Vietnam as well as to eliminate foreign military outposts. In general they were also used at the start as a deep penetration unit tasked with destroying key enemy objectives. However, their current mission is a bit broad, as they act as a counter terrorism unit, urban defense force, sabotage, and recon. Ontop of that they are a naval commando unit, so any equipment would need to be amphibious.

As for the equipment that your armed forces have selected for your upcoming airborne division and naval infantry division, the Russian Armed Forces believe that their Vietnamese colleagues have chosen excellent equipment and the only recommendations that they would make would be to double the number of BMD-4 Tank Destroyers to 16 and to acquire 16-36 Kornet-D 4x4 ATGM Platforms once their fully operational and ready for export. The Russian Armed Forces agree fully with their Vietnamese colleagues decision to build the core of your airborne division and naval infantry division around the BTR-MD Rakushka APC, as opposed to standard logistics vehicle, given the reasons already highlighted by your armed forces. The Russian Airborne Troops will be similarly equipped, with the BTR-MD Rakushka APC and the BMD-4M AFV forming the core of all units belonging to the Russian Airborne Troops. The BTR-MD Rakushka APC being utilized by the Russian Airborne Troops to fulfill a number or roles, from battlefield taxi, to cargo carrier, armoured ambulance, command and control vehicle, etc, etc, so the Russian Armed Forces fully endorse the selection of the BTR-MD Rakushka APC by their Vietnamese counterparts.

When it comes to the warships best suited to deploy the naval infantry division of the Vietnam People's Navy, given the VPN's current fleet of 8 San Giorgio-Class Amphibious Transport Docks and 20 Hung Vuong Amphibious Warfare Ships, the Russian Armed Forces recommend the acquisition of several Ropucha-class Landing Ships and advocate for the purchase of the Mistral-Class Amphibious Assault Ship from FCI. I would prefer we look into the Sosna-R Short-Range SAM System to be mounted on a BMD-4 instead, as I prefer that we work with something that is already an established product. Also I believe that outfitting troops with the 9K333 Verba MANPADS within a air defense battalion would work very well in conjunction with the previously mentioned vehicle. I believe we can equip the assault gun battalions with the 9K115-2 Metis-M ATGM System and place the Fara-1 Ground Surveillance Radar System in the hands of our recon battalion when it comes to the Naval Infantry and Airborne.

Based on estimations from how current fleet we at this moment would be able to transport 676 x BTR-MD Rakushka APC + troops and crew. Thus to carry the entire amount for a beach operation we would require 15 x Alligator-class landing ships/Hùng Vương Amphibious warfare ships, and 1 x Ropucha-class landing ship. For the 250 x BMD-4M ACV we would need 7 x Ivan Gren-class landing ships. For the 16 x BMD-4 Tank Destroyers we would need 2 x Ivan Gren-class landing ships. For the 50 x Bumerang BTR-16 we would need 5 x Ropucha-class landing ships. For the 500 x GAZ-33097 4x4 Logistics Trucks we would need 13 x Alligator-class landing ships/Hùng Vương Amphibious warfare ships, For the 10 x 2S1 Gvozdika 122-mm Self-Propelled Howitzer we would need 1 x Ropucha-class landing ship. For the 6 x Vena 120-mm Self-Propelled Mortar Carrier we would need 1 x Ropucha-class landing ship. For the 168 x Gaz Tigrs and 4 x Gibka-S Mobile Air Defense Systems we would need 5 x Ivan Gren-class landing ships. If we wanted to transport a single regiment via the Zubr-class LCAC how many of the vessel would you recommend?

The Mil Mi-35M Assault Helicopter would do just fine for the Border Forces at this time. One thing to note is that we will want to build the equipment for the Airborne, Naval Infantry, and Border Forces one regiment and Battalion at a time. We will also put ground equipment ahead of the vessels and aircraft meant to transport said equipment. We will want to purchase these one regiment or battalion at a time. This is due to budgetary reasons, but rest assured the end goal would be to purchase the full amount. Speaking of which, what variant or version of the BTR-80 are you offering?

I can say with certainty that if the Vietnam People's Navy wishes to procure 14x Ivan Gren-class landing ships, 8x Ropucha-class landing ships, and 28x Alligator-class landing ships in order to be able to provide complete sea-lift capability to your naval infantry division, United Shipbuilding Corporation would provide Vietnan with a SIGNIFICANT discount on the vessels, due to the massive scale of the order.

When it comes to the Zubr-Class LCAC, I would recommend that it is used to deploy battalion's, as opposed to regiments. One Zubr can carry up to 500 fully armed naval infantrymen at a time, one Zubr can also deploy 8 BDM-4 Tank Destroyers, however the Zubr is somewhat limited when it comes to deploying your naval infantry regiments, as the Zubr has a maximum payload capacity of 150 tonnes. So I'm of the opinion that the Zubr is ideal for making fast dashes onto a contested LZ, where they would deploy the naval infantry divisions recon battalion and assault gun battalion, and then withdraw to pickup supplies, equipment, additional naval infantrymen, etc.

I'm very pleased that the Mil Mi-35M Assault Helicopter meets the requirements of your Border Forces. The current BTR-80 8x8 APC being offered is the base model, however price requests have been submitted for the BTR-80A and the BTR-80S variants, which Russia would happily upgrade base model BTR-80's, while charging only what it costs to carry out the upgrade. So no profit would be sought from such an upgrade. The Russian Federation understands perfectly that budgetary constraints will drive the purchase of the selected equipment and we are happy to produce equipment one regiment and/or battalion at a time.

For your Dac Cong Commandos, the Russian Armed Forces feel that equipping each commando with the Ratnik Infantry Combat System, while commandos should use either domestically manufactured Galil Ace Assault Rifles/Carbines and/or Ak-12 variant Assault Rifles/Carbines as their main service rifles. Specialized arms, such as the RG-6/6G30 40mm VOG-25 Multi-shot grenade launcher, GM-94 43-mm Multishot Grenade Launcher, RPK-16 Squad Automatic Weapon, PKP Pecheneg General-Purpose Machine Gun, Kord Heavy Machine Gun, SV-98M Sniper Rifle, OSV-96 Anti-Material Rifle, RPG-28 125-mm Rocket-propelled grenade launcher, RPG-29 105-mm Rocket-propelled grenade launcher, 9K333 Verba MANPADS, 9K115-2 Metis-M ATGM System, and perhaps additional specialized firearms and individual systems.

While the following vehicles have been identified by the various Spetsnaz units of the Russian Armed Forces, Russian National Guard, and FSB, as optimal for implementation by the Dac Cong Commandos, BMPT Terminator AFV's, Bumerang BTR-16 APC's, BMD-4M AFV's, BTR-MD Rakushka APC's, Ural Typhoon 63095 MRAP's, VPK-3927 Volk 4x4 Infantry Mobility Vehicles, GAZ Tigr 4x4 Infantry Mobility Vehicles, GAZ-33097 4x4 Logistics Vehicle, AM-1 all-terrain vehicles, and 2B14 Podnos 82-mm Mortars. You would be correct, we will be wanting to rotate the vessels in for maintenance rather then all at once. However we will still need prices before being able to come up with the rotation for our fleet. Also, for the purchase of the 14x Ivan Gren-class landing ships, 8x Ropucha-class landing ships, and 28x Alligator-class landing ships what is the current price estimate? We of course doubt that we will be able to purchase it all in one go, and rather will need to purchase a couple of ships at a time. Plus we will be purchasing the division level ground equipment first, same case when it comes to the transport aircraft. Also we would rather start by acquiring the equipment directly from you, we can discuss local production afterwards. As for the additional specialized reconnaissance and signals equipment I would like to hear what you have in mind. Also as we are dealing with a single Naval Infantry Division I believe we will only require two Zubrs.

At this time we expect to be able to use one to two billion dollars per purchase, so it will take some amount of time to purchase and acquire all of the equipment we have discussed so far. At this time the Airborne Division will be taking the place of the Dac Cong Airborne unit. Also these proposals seem fine, can you give me a price estimate for them? The equipment that was not previously priced I mean. We will want to split out current Dac Cong forces up into battalion level units separated based on purpose. This way one unit does not end up doing everything assigned to it.

I have some additional questions when it comes to the offered personnel equipment. Would Russia be up to opening local production lines in Vietnam? We have had bad experience with domestic production rights in the past, and would rather not tamper with that. Rather, for personnel equipment and possibly the other pieces of equipment we have discussed I would like to discuss another option. Following our completing of this order after we have finalized it would Russia be open to giving us the ability to produce it with royalties? A similar fashion in to which our Z111 Factory produced the locally stamped AKM pattern rifles.

Also, we are interested in the adoption of the RPG-27 on a wider scale then just the Dac Cong as it has a almost mythic ability to penetrate and disable modern armor. Also, you have have been able to note from public imagery that currently our armed forces uniforms are rather dated, this along with in general personnel equipment. While the 80's were a fine time it is probably for the best if our uniform sense moved on. Thus we are interested in seeing if SPOSN would like to set up a production line for our uniforms either for Dac Cong or in general. The Palma series of uniforms I find to be very interesting and could be a good fit for a number of our branches. Likewise Palma Amoeba would also work just as well.

While adding 3 more Zubr-Class LCAC's (For a total of 5), as the Russian Navy does not feel that 2 Zubr-Class LCAC's would be sufficient, given the possibility of maintenance problems arising, losing a ship to enemy fire, or a mission calling for one of more of the Zubr-Class LCAC's to make use of its secondary role as mine layer.

With the full amount of discounts applied, the total cost of 14x Ivan Gren-class landing ships, 8x Ropucha-class landing ships, and 28x Alligator-class landing ships, and 5x Zubr-Class LCAC's, comes to $38,300,000,000. Yes indeed, it is best we get the show on the road. Our military with the recent incident at the border has been pressing for progress on the acquirement process. We soon may be in for an addition two divisions ontop of what we are already looking at. However, I believe it is best to focus on outfitting our forces that are not yet equipped, like the border forces we mentioned earlier. Also, while there is a need to focus our discussion I would like to offer a rare opportunity for your industries, an investment if you will. While Vietnam has become a great nation did you know that around 50% percent of our workforce is in agriculture? That only 8% is in manufacturing? In Cambodia around 30% is in agriculture, and in Laos it is 70% in agriculture. The our former government the South East Union of Soviet States and before that the SPDRI which were both lead by Trotsky style extremists did little to develop or further our nations. The depths of the neglect towards Vietnam, Laos, and Cambodia are startling to say the least. So i would like to take this opportunity to invite Russia, and your industries to invest in Vietnam and also to help us develop our country. We require the mechanization of our farms, the build up of light industries, and the build up of heavy industries. However, we are not entirely sure where to start, and believe a thorough survey must be conducted. However, as you mentioned before you would be interested in selling us dprs for these pieces of equipment, but I would like to take it a step forward with the construction of factories for these pieces of equipment. Some time ago we acquired the intellectual rights to the G11-K2, however there have been worries in regards to the caseless ammunition in the humid and wet environment in our country.
