[GA]: 1996 Antarctic Summit [Concluded]

"Argentina is willing to withdraw its military forces and only leave a small security force, in the form of an argentine Coast Guard Maritime Patrol aircraft operating in the peninsula area to monitor the upholding of the agreements. GA representatives are invited to go on board to monitor the activities.

Although we have not fired 1 bullet, we are willing to sign a ceasefire until further details are resolved.

This will be done immediatly if Sweden withdraws its warships to an area above 60°S, given they have alreay accepted to withdraw their unrighful claim over most of Antarctica.

This will allow for coherent diplomatic discussions on how to proceed with the Antarctic-Issue"

"As stated previously, whilst we are open to cooperate with the Global Assembly, we do not recognise Argentina as having any authority to dictate where and when nations are permitted to enter international waters... simply because they do not have such authority. Sweden will withdraw to aforementioned territories within Antarctica not currently represented in this Summit, namely historically unclaimed territory.

We will await the withdrawal of the offensive Argentine force - in order to ensure a sufficient audit of our operation we are willing to see a security force of unarmed vessels in the region."

"We are not asking this on our authority, but as a token of your genuine interest to solve this conflict your nation triggered peacefully, within the framework of the GA.

Do you officially declare and commit to, here in front of the international community, withdraw your warships from the antarctic areas claimed by southern nations and other historically antarctic nations and desist from your claim on said territories?

"Our genuine interest in resolving this matter was the fact we have operated peacefully since 1995. We do not recognise your ability to expel nations from international waters.

Sweden, as stated, will withdraw warships from the territorial claims of nations represented in this Global Assembly Summit - we have detailed the territory we intend to occupy in Antarctica previously. That being said, my government wants a level playing field, if we are to begin recognising your territorial claims and your desire for peace then we seek the immediate repatriation of all Prisoners-of-War."

"As soon as we see your warships move, including personnel on land, we will withdraw as specified before. We publicly declare here that, unless being fired on, no argentine military units will engage swedish units, declaring a ceasefire.

As for the "prisoners-of-war" you mention, if you refer to the swedish government agents that were operating in Buenos Aires despite having been asked to leave, they are subject to the argentine justice. As a Republic, with division of powers, the executive cannot intervene in their decision making. We will however make sure things run as smoothly as possible and they can be extradicted to Sweden quickly

"Running smoothly frankly does not cut it, we are all in the political arena and we're all completely aware that despite the charges against the Swedish nationals, your law enforcement agencies and judicial systems have the power to expedite sentencing in the interest of national security and international tranquillity. Your view on this matter is frankly repetitive and tiresome now, it is clear you simply desire the continuous upper-hand whether it be with physical military presence, prisoners-of-war or territorial overlaps."

Penelope would wake up from her nap.

"So have Sweden and Argentina come to some sort of ceasefire agreement? Because frankly we need to get on with what we came here today, find a resolution for the Antarctica issue."

"As we speak Argentina is removing its retreating, we expect Sweden to withdraw to the sector they previously mentioned, as agreed."

Marc is absolutely disgusted by the unprofessionalism of the Australian representative, sleeping in the Global Assembly chamber - his eyes dart briefly to the chair before back to the Australian...

"How on earth can we discuss the peaceful resolution of Antarctica when the Republic of Argentina still retains over three hundred prisoners of war within their custody? The playing field must be levelled. The central government of Sweden has already compromised on the release of claims with the view to discuss this matter peacefully, in turn the Argentine's must release our civilians to allow this summit to proceed."

"300? What? I recommend you check your facts Sir. As stated before, argentine federal justice ordered the detention of swedish officials in Argentina after their refusal to leave the country, according to the Vienna Convention on Diplomatic Relations. No swedish civilians has been detained."

"Given that their diplomatic status was revoked, they are most-certainly civilians. This is personnel ranging from the Ambassador to support staff employed to support mission spanning across three locations in Argentina. I should stress for the sake of the chamber, at no point did they did not refuse to leave, the message from the Department of Foreign Affairs did not reach them in the given time period, however rather than deporting them you have held them in custody indefinitely following your declaration of war.

You continue to throw the Vienna Convention around yet have conveniently missed the chapters in which extradition is mentioned. In order for peace talks to continue, you must release them. Immediately."

The Spanish delegation would enter the chambers and greet everyone there, they would read through the transcript and continue to hear the Swedish and Argentinians debate.

"The Argentine Government cannot be blamed for the inefficent swedish internal communications. Ample time was given for your personnel to leave the country, and the fact that diplomatic immunity was revoked does not mean they ceased to work and report to Stockholm, and therefore, these few people continued to work for a foreign Government with whom my nation is at war.

Now, If you have a problem with this, I invite you to present it somewhere else, and as the australian representative mentioned, focus on antarctic matters.

"This is an Antarctic matter, you are seeking a peaceful resolution with a nation of whom you are holding civilians and pawns for your campaign. You are being unreasonable. We have compromised, now it's your turn. It's becoming abundantly clear that your focus is not on the development of Antarctica and more-so for Argentina street cred, this does not make you look powerful, it does not make you look politically dominant; it makes you a coward. You condemned Sweden for the arrest of Australian nationals and now you're in exactly the same position? Hypocrisy."

"Excuse me? You have the audacity to say we are the unreasonables and that Sweden has "taken compromises"? Maybe you can tell this Assembly and all participants how, while Argentina has withdrawn its forces from Antarctica, the swedish navy hasn't moved 1 inch?

Speaking of unreasonable, how would you clasify a nation claiming an entire continent for itself?

First, hold your part of the agreement."

"Sweden is in the process of establishing the necessary procedures to dismantle equipment to move out of the continent. I'll quite happily tell the assembly that Argentine forces have only moved out in the last few hours - please do not try and manipulate the chamber, Ambassador, it's quite embarrassing.

We will come onto the matter of the annexation of Antarctica in time.

However, for now, in order to allow peaceful discussion to go on we must be on a peaceful basis with one another. You are demanding peace yet failing to provide the level playing field required to allow this to happen - if your focus truly was the tranquillity of Antarctica, for what reason do you continue to hold such a large quantity of Swedish nationals?"

"Ambassador, you have to learn that the world does not spin aroud you and your nations priorities. Everything you do carries consequences. You decided to ignored a public, direct and formal request to vacate the embassy and ignored it. Now you have to wait for the resolution of this according to the proper processes.

We will wait for your .... "establishing the necessary procedures to dismantle equipment to move out of the continent" to be concluded to continue this matter.

"To be fair, we started initiations in this chamber DESPITE the fact our scientists were under arrest. We sorted that out on the sidelines and moved forward with getting a solution to this matter. I don't understand why Sweden and Argentina can't do the same? You two sort out the matters of prisoners, etc between yourselves and let us get on with the business of this chamber because at the moment you are BOTH impeding the business of this chamber with your bickering. We managed to sort out our prisoners on the sideline, I don't understand why you two cannot do the same."

"Ambassador, that is simply a lie - your resolution was raised at least 24 hours prior to the Swedish Royal Navy even physically boarding your vessel, let alone arresting the crew.

The business of this chamber is not purely your resolution, otherwise we'd be debating it in the normal setting - instead a summit was brought together in order to discuss pressing matters essential to the progression of peace in the region.

This is not bickering, the arrest of these prisoners-of-war is directly linked to the Antarctic conflict for which we all seek peace - you cannot expect the division of territorial claims to begin whilst one party is on the back foot. We have expressed very clearly to this chamber that we are open and willing to release the continent for international claim, starting with a withdrawal of our military assets and infrastructure. Frankly I am absolutely baffled that there is this unconditional support for Argentina who, from the get go, have shown nothing but aggression and disregard for the beautiful environment that Antarctica is... if you are so eager for peace and tranquillity, why are you so heart set on keeping our diplomatic staff as prisoners?"

"We don't offer unconditional support to Argentina and we want them to IMMEDIATELY withdraw their forces.

The point is, we would've kept pursuing the resolution regardless of the situation. Because the resolution is our end goal, the scientists being free were not. We know how to prioritise and work on multiple diplomatic fronts to achieve our goals and to be frank, Australia has been quite successful in the field of diplomacy and soft power. We're not idiots, Mr. Ambassador. We have highly intelligence individuals working in the Department of Foreign Affairs and Trade and some very competent Ministers. We would continue with both, we did, we got a successful outcome for one matter and now we want a successful outcome for the other. However I feel like Argentina and Sweden are both deliberatley delaying proceedings of this resolution because you both know it will strip you of the freedom you both desire to run reckless in Antarctica without fear of repurcussions from International Law. Both of you, sort out the POWs in a different forum because I'm guessing most of us here are sick of hearing about it. Most nations present here have frankly, lost interest and I would put it down to being nothing but a mud slinging match between you and Argentina."
