[TOPIC OF DISCUSSION]: Resolution on Peacekeeping


[DRAFT RESOLUTION]:

The Assembly,

STRESSING, the need for a legal basis upon which to operate peacekeeping operations,

REAFFIRMING, the mandate of the Global Assembly in maintaining global peace and stability,

RECOGNISING, the essential role the Global Assembly can perform at conflict resolution and peacekeeping;

THEREFORE, the Assembly proclaims this "Resolution on Peacekeeping" as a standard for peacekeeping operations mandated by the Assembly. With the Organisation striving to maintain the highest standards of security, policing and peacekeeping operations,

Have agreed as follows:

Article I:
1. The Assembly recognises the importance of peacekeeping operations have in maintaining peace and stability.

Article II:
1. This resolution aims to establish the peacekeeping mandate of the Organisation:
a. The Assembly is responsible for issuing mandates for peacekeeping and the building of the rule of law and security institutions, such as:​
i. policing;​
ii. mine action;​
iii. disarmament, demobilisation and reintegration.​
b. The Secretariat is responsible for organisation and maintenance of peacekeeping operations and rule of law operations, which have been authorised by the Assembly.​
c. These operations will include personnel from Armed Forces and Police Services from the Organisation's Member States and civilian volunteers.​

Article III:
1. The Assembly must pass a peacekeeping resolution defining the mandate of the Peacekeeping forces before any Peacekeepers may be deployed under this Resolution.
2. For the assembly to pass a peacekeeping resolution, one of the following triggering conditions must be met:
a. A super majority of delegates vote in favor of the resolution.​
i. A super majority is defined as 70% or greater of the voting delegates.​
b. A state involved in the conflict requests peacekeeping forces and the conflict is between the state and non-state actors.​
b. All states in conflict against one another request peacekeeping forces and:.​
i. All state actors have negotiated and ratified an agreement with all parties to ensure the neutrality of the peacekeeping operation.​
ii. The Assembly has obtained the necessary permissions from the state(s) to which a peacekeeping force is being deployed.​

Article IV:
1. Once an operation has been mandated, the Secretariat is responsible for seeking suitable personnel for participation in operations.
a. Member States must have volunteered their participation, nations cannot be forced to partake in peacekeeping operations.​
2. The Secretariat has the right to assign nations and their militaries the mandate of operating under the Organisation.
3. Armed Forces, police and volunteers operating under a GA mandate must adhere to international law as well as GA regulations.

Article V:
1. Deployed units must bear the colour and symbols of the Organisation.

Article VI:
1. The Secretary General and the Undersecretary for Security & Peace Operation are responsible for the strategical command of GA Peacekeeping Operations. The Undersecretary General for Security & Peace Operations is responsible for:
a. Ensuring that operations have the necessary personnel and equipment in order to conduct the operation.​
b. Issuing the Assembly's mandate to participating forces.​
c. Maintaining constant communications with all parties.​
2. Force Commanders are responsible for the tactical management of GA Operations, the Force Commander is appointed by, answers and reports to the Undersecretary for Security & Peace Operations. The Force Commander is responsible for:
a. Operational planning and deployment of participating units.​
b. providing reports to the Undersecretary of Security & Peace Operations in regards to the status of the operation.​
3. Unit Commanders are responsible for the operational management of GA Operations and are appointed by the Participating State to lead their unit deployment. Unit Commanders answer to the Force Commander. Unit Commanders are responsible for:
a. carrying out operations assigned to their unit by the Force Commander.​

Article VII:
1. Peacekeepers deployed under a mandate stemming from this resolution are limited in their capacity to act in the conflict in the following ways:
a. Peacekeeping forces are deployed strictly to protect innocent lives from being lost in war. They are not to take a side in the conflict. The outcome of the conflict is not the concern of Peacekeepers.​
b. Peacekeepers will designate "Safe Zones" under their protection where civilians may live without fear of military attack. Peacekeepers are not to leave the Safe Zones unless it is to move to another Safe Zone or take an otherwise authorized action.​
c. Peacekeepers may only use lethal force if the Peacekeepers, civilians under their protection, or the Safe Zones are under direct attack from outside forces.​
d. If an actor involved in a conflict is deemed to be directly and intentionally targeting civilians, Peacekeepers are authorized to take lethal actions against the actor to prevent further targeting of civilians lives.​
e. Peacekeepers are authorized to rescue and escort civilians trapped inside of conflict zones. Conflicting forces must allow Peacekeepers to remove endangered civilians, otherwise Peacekeepers have limited authority to use necessary force to rescue trapped civilians.​
f. Peacekeepers will not prevent conflicting forces from moving through Safe Zones provided that the forces in conflict do no remain in the Safe Zone.​
g.If conflicting forces are deemed to be using Peacekeepers or Safe Zones as "shields" in a way that threatens the safety of a Safe Zone, the Peacekeeping forces are authorized to use force to remove the conflicting force that is attempting to use the Peacekeepers as a shield.​
2. If the assembly, by an 80% majority, designate one actor in a conflict as imminently hostile to the interests of peace, security, and the rule of law, Peacekeepers may be granted a broad mandate to destroy the designated actor.
a. If Peacekeepers act under this clause to destroy a designated actor, the Peacekeepers must remove their Peacekeeping insignia and fight under the banners of their home countries or some other chosen banner besides that of the Global Assembly​

[REASON ]: It should be in the interest of the nations involved within the conflict to protect those who cannot defend themselves, such as women and children, the decision for a peacekeeping force to be sent to the battlefield should be taken by the nations involved in the battlefield, not of the international community.

This resolution gives an unfair ability to the Global Assembly of intervening in matters that should be decided by the involved nations, and not the international community.

Voting on the Resolution for Peacekeeping has now ended. With the result being eight (8) votes in favour, two (2) votes against and two (2) votes abstaining. Therefore the Resolution for Peacekeeping has passed. It is now up the the Member States of the Global Assembly to implement the articles of this Resolution on a national level, while the Secretariat must coordinate this law on an international scale.
