I thank you personally for your words and for reaching out to the transitional government of Indonesia. His Excellency has taken his oath very seriously, and many in Indonesia wait with bated breath for his policies to begin shaping the future of the country. The Republic of Korea is a steadfast beacon of democracy in Southeast Asia, and Indonesia is striving to replicate the great democratic processes that push your country towards efficiency and freedom both. His Excellency, your Prime Minister, will be the next person President Habibie speaks to. It is generally within his policies to bring several of the Ministries in for advisory roles when making dexisions on trade and a financial grant that you speak of. As a fellow democratic country in the region, I have no doubts of the great relationship that will come of our two peoples.

I will make His Excellency aware of this request, and may ask of you now if a visit to Seoul for the President or myself in the future would be acceptable.

The Prime Minister is happy with the response from Jakarta. The Republic of Korea puts strong faith in the transitional government to execute its mandate to develop a health and strong Indonesia on the basis of democratic principles, pankasicilia, and the efforts of democrats and national patriots across Indonesia's history. His Excellency the Prime Minister would be happy to have a phone call with the President as we believe an in-person meeting may divert away public attention away from your government's attempted reforms to bring Indonesia as a global player.

However, we would be happy to if it would boost your governments credibility and support domestically for the Prime Minister to visit Indonesia. With an agenda to sign the Korea-Indonesia Memorandum of Understanding on Democracy and Cooperation to outline our bilateral efforts to assist financially and with technical advisors. The path towards Democracy is as shaky as thin ice on a pool, every step must be taken with caution, but remaining idle only ensures we will plunge into the sea of authoritarianism. The Republic of Korea truly is happy to see Indonesia’s return with a government committed towards the values of democracy, unity, and cooperation through adopting the reformasi that reflects the will of the people. H.E. President Kim’s administration is hopeful to develop a strong partners with Indonesia on this common mission for development and progress. The Republic of Korea based on previous internal government documents pre-1997 and government documents from Indonesia has seen significant need to invest in rural education options, earthquake resistant infrastructure, and support the democratic institutional building of Indonesia. Aiming towards a broader literacy and education campaign, and engaging on a bilateral memorandum outlined below. The Korean Government hopes to bridge this gap with the aforementioned financial package. The Republic of Korea has outlined a $1.2 billion proposal to assist in the funding, advising, and support of Indonesia’s Government and hoping to create a long-term relationship. We hope that a strong Indonesia will mean a strong Asia, and a strong Asia will mean a stronger globe, and together we will bring humanity forward into the 21st century.

I have instructed the Ministers in my cabinet to outline paths towards spending allocation that will be useful and assisting the Government of Indonesia. The Korean Ministry of Education, Cho Sooin has provided the following action plan we would like to implement in the areas of education, natural disaster and emergency management, and governance in Indonesia. We hope this memorandum is acceptable and can be enacted by the Indonesian Government with the technical assistance and political support from the Republic of Korea.

Korea-Indonesia Memorandum of Understanding

A key priority and focus for Korea-Indonesia relations will be to better equip Indonesia’s youth with the relevant knowledge and skills that will enable them to secure high‑paying, stable jobs throughout their careers. By providing the basis of literacy for Indonesians, we are securing a government for Indonesia filled with educated, capable, and dedicated citizens. This investment towards education and supporting the building of schools, education infrastructure, subsidizing low-income family education options, and supporting Indonesia’s education budget, will be a long-term action between the Republic of Korea and Indonesia. This investment will meet the job marker that increasingly requires skills in science, technology, engineering, and mathematics (STEM). Opening the door for the communities prosperity and individual cultivation. In doing so, the strengthening of the future democracy of Indonesia with a population gifted with ingenuity and driven to solutions to the complex problems that will arise to address the question of the day whether politics, culture, and economics.

Lack of will or ability is not lacking in Indonesia, a country with a diverse and highly motivated population. However, there is a significant lack of access to high-quality educational facilities for many communities outside major cities and has become the primary factor in inhibiting Indonesia’s population from exploiting their capabilities. The Republic of Korea pledges to finance the construction of 120 new schools in Indonesia at the cost of ₩221,412 billion ($200 million) to provide quality education in the national curriculum as outlined by the relevant Indonesian education authorities. Offering courses in physics, mathematics, and computer science are especially important, yet lack the financing measures in too many schools and communities and the Republic of Korea pledges an additional ₩132,844 billion ($120 million) towards financing the purchasing of textbooks, computers, equipment, and other resources. The Republic of Korea recognizing that offering courses is not enough, and shall in this effort pledge an additional ₩332,118 billion ($300 million) towards offering subsidized and free education to low-income Indonesians by paying the tuition and fees associated with attendance for the AY 1998-2002. The Korean Ministry of Education has outlined lastly a ₩10.98 billion ($10 million) program to assist in recruitment, wages, and supporting teachers by the relevant Indonesian education ministry. Including sending 200 Korean teachers/administrators to Indonesia for assisting in the training and supporting Indonesian teachers. The Republic of Korea to recruit and train teachers capable of providing students with a rigorous education background in the fields necessary to equip students with the skills needed to obtain certifications and advanced degrees that ultimately lead to their prosperity.

Investment in infrastructure to sustain earthquakes and other natural disasters is an area of much needed investment in order to provide safe infrastructure throughout Indonesia to provide for Indonesia’s growing population and support local economies including farms, families, businesses, and commercial centers; and to safeguard the population from earthquakes and the damages associated with it. The goal is to minimize the impact of an earthquake and investing in infrastructure to be sustainable for the future. Both to be efficient, but also cost‑effective to ensure equitable access to these opportunities. As well as to foster the private sector in Indonesia in the areas of natural disaster emergency management and natural disaster engineering shall offer scholarships for 200 Indonesian students to attend Korean universities (Seoul National University [120], Yonsei University [50], Korea University [20], Konkuk University [10]. Financial aid shall include financing lodging, school meals, and, tuition for all academic years and subject to good academic standing. The Republic of Korea pledges ₩442,860 billion ($400 million) for this effort and shall work to facilitate the transfer of technological assistance and engineers from the ROK Army and civilian private sector to assist the Indonesian government in this endeavor.

Promoting efficient decision-making system within the Government of Indonesia is an additional area of focus that the Government of the Republic of Korea wishes to advance. On this basis and the greater purpose of assisting the Government of the Republic of India in meeting the demands of the people of Indonesia for a democratic and free Indonesia, the Republic of Korea pledges ₩188,283 billion ($170 million) towards the areas of assisting in funding the restructuring, planning, and implementation of the principles of the reformasi as set by the President of the Republic of Indonesia. Supporting efforts that facilitate greater access of government services to all the people of Indonesia, the financial grants to the Republic of Indonesia shall be used for these outlined projects and programs.
