I sincerely welcome your administration onto the global stage as a nation in seek of peace, cooperation, and global prosperity. The Pakistani people are a people of beautiful heritage, language, and culture. Your country is situated as a gateway between Central Asia and the Middle East, home to many different geographic features, languages, and ethnicities. Cradled in the Indus Valley Civilization, there is no shortage of culture and history to the Pakistani people. Abundant in natural resources and with a growing population, one can not understate the geopolitical power Pakistan can play not only in the Islamic world, but in the greater Asian community. Since establishing diplomatic relations with Pakistan in November 1983, the Korean government has been striving to cooperate with Pakistan in various fronts, extending from political and economic to social and culture realms, and initiating developmental cooperation and people-to-people exchanges. This has been the statement of every Korean Ambassador to Pakistan, all in the hopes of creating a strong bilateral relationship. Our administration recognized the struggles of the Pakistani people in dealing with partition, authoritarian governments, and colonialism. We hope that our two countries can join in together to launch a platform of development and cooperation between our two states towards that goal.

I hope that Pakistan will join the Republic of Korea in limiting the weapons and technical assistance Pakistan provides to the North. The Republic of Korea hopes Pakistan will join Korea in ushering human rights, justice, and humane governance across the globe as espoused by the Holy Quran and your Holy prophet. In that mission, we hope Pakistan will in a time of need, assist Korea in creating a trusted backchannel to engage North Korea towards Unification, peace on the Korean Peninsula, and de-escalation of tensions. We highly prize the ability for a country to assist us in this endeavor as peace and harmony I believe are strong values of the Islamic Republic of Pakistan.

We hope that we can engage meaningfully in green energy, water security, and women's initiatives in Pakistan through a ₩437 billion ($400 million) aid package to Pakistan. The Republic of Korea is eager to engage with Pakistan in this regard. Our International Cooperation Bureau at the Ministry of Foreign Affairs is eager to visit Pakistan to understand areas of investment and improvement to support healthcare infrastructure, providing clean drinking water in rural areas of Pakistan, and supporting women in STEM through academic opportunities inside Korea and financing STEM schools in Pakistan. Supporting clean energy as well is something of importance to Korea and we hope we can engage with Pakistan on this.

The future is in our hands. I hope your administration will be able to facilitate the growth of the Pakistani people and allow them to reach a high potential. I personally hope you will assist Korea towards the goal of a peaceful Korean Peninsula through supporting the unification of Korea and ensuring Pakistan does not aide the North with missile technology and assistance. The path towards peace is truly in the hands of us as leaders of our respective nations, representing a new wave of ideals and beliefs. I look forward to your response Mister Prime Minister.

I am most pleased to have received your communique in the spirit of fraternal solidarity between the people of Pakistan and Korea. Your praise for which we are grateful, shall by no doubt provide me and the current administration in Islamabad with the necessary incentive to carry on the legacy of Pakistan's founding fathers and to strive among the nations in the service of humanity and Islam.

Recognising this, my administration has in mind the cultivation of a unique partnership based on a shared commitment towards democracy and national self determination as well as progress in the scientific and socio-economic spheres of life ( Pakistan will accept the offer of The Republic of Korea along with the ₩437 aid package)

With this in mind, Pakistan shall utilise and craft policies reflecting the need for the peaceful and orderly reunification of the Korean Penusula. The future is becoming a reality, let us advance forward together!

In your service towards humanity and Islam, the Republic of Korea hopes you shall join the global community in fighting racism, islamaphobia, racial stereotypes, anti-asian racism, and become a promoter of human rights, the rights for women and minorities, and the equal opportunity of all to succeed. The path towards Democracy is as shaky as thin ice on a pool, every step must be taken with caution, but remaining idle only ensures we will plunge into the sea of authoritarianism.

The Republic of Korea truly is happy to see Pakistan's willingness towards adopting policies that will reflect the orderly and peaceful reunification fo the Korean Peninsula. My administration, and hopefully the ones to follow, shall be strong partners with Pakistan on this common mission for peace and development. We seek to expand cooperation between our two countries and we hope these memorandums on education and water security are the beginning of a strong bilateral relationship between Korea and Pakistan.

I have instructed the Ministers in my cabinet to outline paths towards spending allocation that will be useful and assisting the Government of Pakistan. The Korean Ministry of Education, Cho Sooin has provided the following action plan we would like to help fund in Pakistan. Specifically the functions towards a broader literacy and education campaign, and engaging on a bilateral memorandum on STEM education support. We hope this memorandum is acceptable and can be enacted by the Pakistani Government. The Republic of Korea based on previous internal government documents pre-1997 and government documents from Pakistan has seen significant need to invest in women's girl's in rural Pakistan, specifically communities in Southern Pakistan. With literacy rates of >32% for girls and <54% for boys, the Korean Government hopes to bridge this gap with the aforementioned financial package.


Language on Korea-Pakistan Memorandum on education & literacy in Pakistan

A key priority and focus for Korea-Pakistan is to better equip Pakistan's youth with the relevant knowledge and skills that will enable them to secure high‑paying, stable jobs throughout their careers. Providing the basis of literacy for women in Pakistan's rural community remains a crucial focus of the bilateral friendship between Korea and Pakistan. Jobs increasingly require skills in science, technology, engineering, and mathematics (STEM). These skills open the door to prosperity and individual cultivation, strengthening the future democracy of Pakistan with a population gifted with ingenuity and driven to solutions to the complex problems that will arise in politics, culture, and economics.

Lack of access to high-quality STEM education is the primary factor inhibiting Pakistan's youth towards exploiting their capabilities. The Republic of Korea pledges to finance the construction of 48 new STEM schools in Pakistan at the cost of ₩98.88 billion ($90 million) to provide quality education in physics, mathematics, and computer science are especially important, yet lack the financing measures in too many schools and communities. Despite the barriers, the Government of Pakistan has taken measures to increase the opportunities that can can support the Pakistani people to create a better life for themselves. The Republic of Korea hopes that financing these classes to increase availability will combat the gender gap and raise opportunities of girls participation in education. Shortages in high-quality STEM teachers at all levels, particularly drive these problems. The Korean Ministry of Education, therefore, shall prioritize helping the Islamic Republic of Korea to recruit and train teachers capable of providing students with a rigorous education in STEM fields to equip students with the skills needed to obtain certifications and advanced degrees that ultimately lead to their prosperity. The Korean Ministry of Education has outlined a ₩10.98 billion ($10 million) program to assist in recruitment, wages, and supporting STEM teachers by the Pakistani Ministry of Education.

In the interest of raising literacy and the level of education of girls in Pakistan, the Korean Ministry of Education has established a goal of devoting 219.7 billion ($200 million) in financial aid to the Islamic Republic of Pakistan for the promotion of high‑quality education for girls. Within 90 days of the implementation of the Korea-Pakistan Girls Education Program, a Republic of Korea Ministry of Education Task Force shall inspect the progress of the program to ensure its efficacy in bringing quality education for girls across Pakistan. The tasks force shall identify the success or failure of the program to which the Korean Ministry of Education shall reassess future spending increases or in holding the Pakistani Government accountable for its spending actions. Such shall be in the mutual interest and respect of the Republic of Korea and Islamic Republic of Pakistan.

In the interest of raising bilateral educational opportunities, the Republic of Korea shall provide student aid to 150 Pakistani women to attend Korean universities (Seoul National University [80], Yonsei University [40], Busan National University [20], Konkuk University [10]. Financial aid shall include financing lodging, school meals, and, tuition for two years and subject to good academic standing.

Language on Korea-Pakistan Memorandum on water security in Pakistan

Investment in resources for water infrastructure throughout Pakistan to provide reliable water supplies for farms, families, businesses, and the nature and wildlife; and to generate additional green energy sources through hydropower. Ultimately the goal shall be to deliver water in an efficient, cost‑effective way. To foster a more efficient decision-making system within the Government of Pakistan shall be the basis for water projects that are flexibly but also more better able to meet the demands of their purposes.

To facilitate greater access of water resources, the Republic of Korea Government has given ₩109.8 billion ($100 million) in financial grants to the Islamic Republic of Pakistan. The use of financial grants shall be exclusively towards water projects for civilian use and shall be prioritized for rural communities inside Pakistan. Of the ₩109.8 billion in financial grants, 25% may be allocated should the Government of Pakistan choose to,
the investment in technology and innovation, to reduce the costs and size of desalination technology, eased use of recycled water; and improve water management. The remaining 75% must be exclusively used towards real action such as purchasing of desalinization plants, canvasing and opening new wells, and conservation methods to protect Pakistan's natural water resources.
