As the explosion ripped through the city, and more closely, the stock exchange - the first person to respond would be off duty NYPD Sergeant Eddie Donaldson, who was out with his family at the time and around the corner from the blast. Telling his family to stay where they are, he ran around the corner towards where the blast had taken place, seeing the carnage that had unfolded, there was dust and debris everywhere, flames spitting from the car. He didn't know it at first, but he was walking into disaster. Drawing his Smith & Wesson Model 640, he rushed through the smoke seeing the dead that littered the streets. He pulled his Nokia 8110 from his front jean pocket, dialling 9-1-1. Once the operator answered, he began speaking. "Yes this is Sergeant Donaldson, badge number 5-5-8-1. There's been some sort of explosion outside of the Stock Exchange, a lot of fatalities and even more wounded"
That was all he needed to say to, a 7-5 was issued to the nearby firehouses and within about two minutes, Engine 6, Engine 15, Engine 28, Ladder 11, Ladder 18 and Battalion 4 would all begin responding from the respective firehouses. EMS Station 04 from the Lower East Side would also respond, by sending four of its eleven ambulances to respond. As with all possible terrorist attacks, the decision was made to deploy HZT18, a HAZMAT unit from the West Village - the closest operation Hazmat unit in Manhattan.
Upon arrival, the firefighters would don their SCBA gear - due to the heavy smoke in the air, and get to work extinguishing the flames on the car. The crew from Ladder 11 would enter the Stock Exchange to begin ferrying people out.
At the same time, from the closest Precinct - the 7th, and the ESS-1 - six Ford Crown Victoria Police Interceptors would arrive at the scene, each with two members of the Patrol Bureau and a two ESU REP trucks each with two members of the Emergency Service Unit.
The response was good, however none of them knew what they were walking into, until the HAZMAT team arrived on scene. They stepped out of their trucks with their normal SCBA gear on, the truck Lieutenant would grab the gas chromatograph mass spectrometer from the back of the truck, which was of course standard procedure during a terrorist attack. He held the probe in the air and watch with horror in his face as the reading took place. The screen on the spectrometer came up with: "NaHSO4 + HCl" which mean only one thing: Chlorine. He grabbed his radio that was strung on his left shoulder. "Back up! Back up! We have a Chemical Agent in the air" Because of this, the Lieutenant was now incharge of the whole scene, out ranking the current Battalion Chief in scene. "I need a four block perimeter setting up!". Once this order was issued, the four men of the HAZMAT crew would jump into their truck and immediately change from their SCBAs to full HAZMAT gear. Upon doing this, they would get out of the trucks and begin setting up the scene. Grabbing large, highpowered fans from the truck and turning them on, to clear the scene of the gas - which once pushed away into higher altitudes becomes useless.
Although they knew they were in danger, the police, paramedics and firefighters at the scene continued to aid patients and deal with the flames. The Hazmat crew, after setting up the fans, would begin setting up a Decon tent to help the first responders at the scene, whilst another Hazmat crew from Haz Mat Tech Unit 44 would deploy to NewYork-Presbyterian Lower Manhattan Hospital, where they would begin preparing - with the help of doctors and nurses, to set up a Decon unit inside the ER.
Once the fire on the car was out, the Hazmat Lieutenant would order all firefighters to turn the the nozzles of their hoses to spray, and then begin dowsing the air, buildings, roads and sidewalk to begin the cleaning process.
At the Belgian Embassy in Baghdad - which housed the US Ambassador and his security detail - the two Marine Security Guards at the front gate would notice the large formation of tanks and personnel approaching the front gate. Stepping inside of the gate, they would close it up completely before raising their M16A4s to aim and pressing the alert button. The twelve marines inside would move to the armoury, grabbing their Personnel Armor System for Ground Troops and fixating it to their bodies. Each fitting themselves with their MOLLE - without the packs, only the webbing to hold the ammo - and each would strap their Beretta M9 to their legs. Eight of the men would be armed with M16A4s, one with a M14 rifle, one with a M40 Rifle, one with a M249 light machine gun and one with an M240 GPMG. These were their main weapons, however, two of the men would have M136 AT4s and one other would have a M1014. Each of the men would have a single M67 Hand Grenade and a single AN-M18 Smoke grenade.
Meanwhile, the four members of the DSS would also arm themselves with the PASGT, Sig Sauer P228s and M4 Carbines. They would move into the Ambassadors office, barricading it to keep him safe. The staff in the embassy would also get to work on completely wiping hardrives of any important information, whilst shredding any important documents.
The Ambassador would be informed whilst this is all happening, he would send an SOS to the United States, informing them of what is happening at the embassy, unaware of the events unfolding in New York.
The marines armed with the M14, M40 and M240 would head to the roof of the building, so they could get a height advantage on the Iraqi forces. Whilst the rest of the marines would rush into the courtyard, taking up defensive positions behind cover. One of the Marines armed with one of the M136s would have it in his hands, aiming and waiting for the tank at the gate. "This is the Belgian Embassy, you do not have permission to enter these premises!" Would be shouted over the gate, the marines keeping their weapons trained on the gates.
