National Broadcasting Services of Thailand (NBT) is a left-wing to the far-left public broadcasting arm of the Government Public Relations Department (PRD), a division of the confederal Thai Government. It operates comprehensive media services comprising radio, public television networks (terrestrial and satellite), online services, and social media. The Transparency and Information Act of 2003 declares the NBT the sole state-controlled media tasked with disseminating factual reporting and propaganda based on the communist theory of Socialist Participatory Democracy. Domestically, Thai citizens consume NBT’s content mostly for educational and ideological purposes and are aware of its public relations nature. Internationally, NBT categorizes itself as a biased news source toward Thailand and the promotion of global communism, particularly through the propagation of Libertarian Marxism. The media is popular and highly regarded among the international revolutionary communist currents.

Thailand Takes Another Steps Toward Communism As Former Monarch Departs For France
28 February 2006 — Paris
Teerat Ratanasevi, Political Correspondent

Revolutionary communist flags decorated the former Grand Palace as the Thai people took to the street in a momentous celebration of the end of an era. Bhumibol Adulyadej, the King of the Rattanakosin Kingdom, and his family informed their Community Assemblies last night of their personal decision to emigrate to the Empire of France. Political scientists from the Socialist International Studies and Development Center (SISDC) assert that this development represents Thailand’s complete break from its tyrannical and capitalist utopian past following the collapse of the United Nations in 1994.

Civil society, free press, and socialist citizenry reaffirmed their indispensable role in the non-state public sphere through proactive and constructive demands to the Confederal Government. In contrast with oppressive and hypocritical nature of the bourgeois revolution, the communes of Thailand consistently adhere and reflect the socialist values and universal rights established in the supreme confederal agreement. Former royal family members hold inherent and inviolable right to return, nationality preservation, and dignified treatment under the 2003 Constitution. They have exercised their freedom to choose a voluntary path of a different lifestyle, outside the collective project of Thai Socialist Participatory Democracy. The Confederal Government will not provide any technical assistance to the former royals. It clarifies that such an action reintroduces class-based interest and contradicts the principle of transformative substantial equality under Section 4 of the Constitution.

The Department of European Affairs revealed that the Empire of France has granted citizenship to the former royal family members. In a gesture of profound respect and commentary of shifting power dynamics in the country, Bhumibol and his family will reside in Hôtel Matignon. Succeeding French Prime Ministers have occupied the Baroque-styled urban mansion for the past seven decades. Moreover, the French Empress has created and granted the title of Duke of Matignon to the former Thai Monarch. French officials informed the European Affairs Department that such a title holds no subject lands or imperial allowance.

The Ministry of Social Development and Human Security published an official statement following the departure of the former royal family. “May these individuals, who were once the tyrants of the Rattanakosin Kingdom, now experience a dignified and fulfilling life, a principle long denied to Thai people under their rule. They who once stood at the pinnacle of the oppressive chapter of the Rattanakosin hierarchy remain, fundamentally, fellow human beings, possessing the same inherent worth, and now, under Thai Socialism, the same guaranteed opportunity, outcome, and social status as every citizen.”

In his characteristically dialectical and understated manner, Rotating Coordinator Thaksin Shinawatra expressed pride for the democratic, participatory, and inclusive nature of the national discussion regarding the remnant of the pre-revolutionary era. He emphasizes that the Thai people have demonstrated unprecedented learning from past socialist experiments, comprehending that the goal toward Communism is about transcending oppression itself, not selectively applying it to the former ruling class.

Confederal Government Affirms Commitment to Participatory Democracy and Constitutional Principles for 2007 Election Cycle
15 May 2006 — Bangkok
Teerat Ratanasevi, Political Correspondent

As the Socialist Republic of Thailand continues to advance its revolution, the confederal state administration formally unveiled its master plan to ensure the upcoming 2007 General Election cycle is allowed. To make sure that the election will in truth be a reflection of the Thai people's collective will, the government's strategy is focused on highlighting technological empowerment, sovereignty of the people, and transparency, most notably stressing adherence to the strict provisions of the 2003 Constitution and socialist participatory democracy ideals.

The constitutional principle that established Thailand as a voluntary confederation of self-governing communes forms the core of the government's commitment. The Council of Ministers, as the confederal government and other related bodies, reassert their functions as a coordination body under the provisions of Sections 2 and 3 of the Constitution, subject solely to the ultimate finality of the 75,086 Community Assemblies. It governs the coordination between the government and the Election Commission (ECT), the confederal level electoral coordination authority.

It ensures the supply of resources—finance, means, and material—so that the ECT may carry out coordination tasks in a proper manner, such as getting information from provincial and local electoral commissions and coordinating with voluntarily agreed intercommunal electoral procedures. Such assistance is given solely according to constitutional rights of the Community Assemblies and provincial authorities to hold elections and accept or refuse proposed modifications to current arrangements.

To guarantee the transparency and equal implementation of all confederal institutions organizing the election, the Council of Ministers is working closely with the ECT and the participatory institutions through efficient organizations such as the Ministry of Justice and the Ministry of Interior. This entails the streamlining of processes of the campaign activities of the cooperative economy, proportional representation, secure use of electronic voting systems, and the coordination function of coordination agencies at all levels. With the dialectical tension between local autonomy and confederal coordination in mind, it is sought to provide an even and structured electoral process throughout the confederation without imposing uniformity.

One of the pillars of the government's approach is using Thailand's sophisticated technology infrastructure to drive people's engagement in a democratic society. The Prachathipatai E-Government Superapp will be used to its fullest potential throughout the election, the Ministry of Digital Economy and Society has announced. This new platform will be the one-point entry for safe voter registration, the exchange of impartial election information, voting using its safe online mechanism, and instant citizen feedback and debate via in-built forums connected to Community Assemblies.

The People's Data Center Network (PDCN), which guarantees data integrity and immunity from any potential interference by internal or external capitalist enemies in an attempt to sabotage the socialist democracy of Thailand, is holding stable and secure. Technology here is being used as a tool towards more participatory governance and people's empowerment as the means not as a mechanism of control or monitoring.

Transparency and accountability are the hallmarks in the government's strategy. All confederal decisions taken in respect of election readiness, resource availability, and procedures shall be accessible within public spheres within the National Digital Archive and NBT, and other cooperative news networks. The government will stay committed to creating mass-based voter education initiatives, in association with the provincial and local governments, to ensure that all citizens are informed about the election process and their role in it. The National Ethical Oversight Board (NEOB) will also ensure the ethical conduct of all participants in the electoral process, ensuring adherence to socialist values of honesty and respect for others. Dispute settlement mechanisms, under Chapters VIII and X of the Constitution, will be easily available and accessible to all participating entities and citizens.

The confederal state insists that the 2007 general election is an orchestrated effort to chart the direction of Thai socialism and not an exercise by the forces of the bourgeoisie to attempt to subjugate the other. This day is the day when the people of Thailand must again promise the revolutionary undertaking and open the next stage of development toward a communist tomorrow by their Community Assemblies and coordinating representatives. It is the responsibility of the government to see that this process continues smoothly, by the constitution, and in a way reflective of the Socialist Republic of Thailand's democratic ideals and popular will.
