First I would like to formally congratulate you on your historic win in the national election within Tanzania. Your win secures your place as not only the first female president of Tanzania but the first Zanzibari women to be elected as President which sets a new standard and role model for young women within your nation.

As to the main matter of this communication, I would like to formally request the opening of diplomatic relations between our two nations which will begin by the establishment of Embassies and the allocation of Ambassadors to act as our voices to the host nation. We would like to host a Tanzanian delegation within Warsaw for these diplomatic talks as soon as possible to better elevate our international friendship. I will give a few brief talking points regarding these talks that we are planning on having to insure both parties come to the table prepared.

Dear Director Maciejewska,

On behalf of the people of the United Republic of Tanzania, I extend my sincere gratitude for your warm congratulations following our recent national election.

We welcome your proposal to initiate formal diplomatic relations between our two countries. Tanzania recognises the value of forging strong and principled partnerships across the international community, and we view the Kingdom of Poland as a country with which we can build mutual understanding, economic cooperation, and shared progress.

I am pleased to accept your invitation to send a Tanzanian delegation to Warsaw at the earliest opportunity. We look forward to laying the foundations for a productive diplomatic relationship through the establishment of resident Embassies and the exchange of Ambassadors. We appoint our senior diplomat, Mwanaidi Ohakim, to the position of Ambassador to Poland and she will arrive in Warsaw shortly.

I will advise our Ministry of Foreign Affairs and East African Cooperation and Ambassador Mwanaidi Ohakim to depart for Warsaw immediately for our discussions.

I hope this marks the beginning of a long-standing and fruitful partnership between Tanzania and Poland.

Ambassador Mwanaidi Ohakim and her supporting diplomatic staff would travel to Dodoma Airport. From there, they would fly to Julius Nyerere International Airport, Dar es Salaam, before continuing on the long flight to Warsaw.
Upon entering Polish airspace, the Polish Foreign Ministry and authorities would be notified of the delegations' approach.

After the flight came to land and procedures followed, Ambassador Mwanaidi Ohakim and the following Tanzanian delegation would depart the plane, looking forward with optimism to meeting their Polish counterparts.

Upon receiving confirmation of the Tanzanian delegations itinerary and flight plan, the Office of State Protection would dispatch several members of their foreign dignitary branch to escort the Tanzanians to the Warsaw Marriott Hotel where a set of suits had been secured for the members on the Polish Government's dime. Once the Tanzanian's cleared customs and border control, the agents would transport them to the hotel under escort by uniformed Policja agents. They would allow the Tanzanian delegation a day of rest before meetings would begin the next day. Throughout the lobby and the floor of the Tanzanian Delegation would be a combination of OSP agents and uniformed Policja forces to provide ample protection during their stay.

The following day, the OSP agents and uniformed Policja officers would escort the delegation to waiting cars that would transport them to the Ministry of Foreign Affairs where they would be escorted immediately to a large conference room where several Polish members of the Ministry of Foreign affairs and the Ministry of Infrastructure and Economy awaited them. Refreshments and a snack would be offered to the Tanzanians before the discussion would begin. Translators and earpieces connected to them would be offered to the Tanzanian delegation to allow an ease of communication.

"Good morning to our Tanzanian guests. Let me introduce myself, I am Martyna Maciejewska and I am the Director of Economic Cooperation. As previously stated in our communication to your President we wish to establish several frameworks with your government to promote free trade and democracy on the African continent. If you look at the folders before you, you will see a draft of the proposed Memorandum of Understanding and Trade Agreement between our two nations. I would like to request that you take your times to look over the documents within. You will also see the proposed Counterterrorism Cooperation Framework within the packet."

Ambassador Ohakim entered into the conference room feeling refreshed and positive.

"It is a pleasure to meet you and you delegation Director Maciejewska."

The Ambassador and her staff opened the folders that lay before them to read the proposals.

After reading through both proposals the Ambassador would speak.

" Both of your proposals are agreeable in their entirety. In regards to the Protected Trade Routes section within the Trade Agreement, I have noted the deployment of naval assets in high-piracy regions. Can you confirm that these will be within international waters? We do not wish this agreement to be a cause of an international incident. Additionally, given the distance of these high-piracy regions from Poland, we would like to offer port access to Polish military naval assets for refuelling and resupply to aid in anti-piracy missions.

Secondly, we would like to propose an additional agreement in response to the tourism and visa sections. We agree to the tourism initiatives and amendments to visa regulations, however we are concerned regarding the ease to travel this may allow for hostile individuals. Therefore, we would like to propose an extradition agreement, to ensure criminals cannot take advantage of our agreement. Is this something you will be able to consider?"

"Yes Ambassador, we can confirm that all anti-piracy operations will be restricted to international waters unless permission from the owners of territorial waters grants permission for our forces to intercede on their behalf. As for offering port access to the Polish naval forces, we are in agreement with this and we will have the documents updated to showcase these. As for the extradition we can also agree to this as long as there is a framework in place such as extradition offenses will be, but not limited to, terrorism, organized crime, corruption, human trafficking, narcotics offenses, cybercrime, piracy, and financial crimes. Requests for extradition will need supporting documents such as a formal arrest warrant issued by a competent authority and a detailed summary of the alleged offense and the supporting evidence. If you are in agreement with these, I can have one of our writers add these two parts to the final document. Do you have anymore concerns?"

The Polish delegation would wait with their hands crossed for their Tanzanian counterparts.

"Thats perfect, thank you confirming. In regards to the extradition, your specifications are agreeable, though we would like to put forward that extradition should not be necessarily limited to the category of crime, however considered on a case-by-case basis and by what is deemed as reasonable by a court to extradite. By that definition, extradition inherently favours major and significant crimes, whilst insuring no crime is omitted from the eligibility of extradition due to its category. What is your stance on that?"

"That sounds acceptable to use and the document will be amended to as such to include the language you have requested. Insuring that no criminal can use either of our nations as a means to escape persecution is something we can guarantee as long as the extradition process is not being used for political means. If you can find this agreeable, I feel we should advance to the next topic of conversation for our governments."
"First order of business is discussing our respective government's roles in the world and to our citizens. We ask that the Republic of Tanzania acknowledges Poland, and a monarchy, and Tanzania, as a republic, derive our legitimacy from our people's consent and their our historical traditions. Our differing styles of governance should not hinder the cooperation between our two nations but should enrich the partnership. The Monarchy within Poland offers a source of political continuity and cultural unity within our borders. Despite being an absolute monarchy, we have a strong parliamentary and a senatorial structure that encourages democratic ideals within. Our Monarch's symbolic role within is promoting national identity and a soft power within diplomacy.

Tanzania's republican system reflect modern democratic representation and modern governance. Tanzania's role in post-colonial Africa and independence and Poland's historic cultural identity should find common ground with one another to promote peace and prosperity across both continents and further abroad. We should use both of these differing governance styles to work together to find common ground, rule of law, and good governance while also collaborating in areas where systems of governance are less relevant such as education, security cooperation, and maritime affairs. Poland's heritage, traditions, and symbolic unity in exchange with Tanzania's republican identity of post-colonial independence, sovereignty, and modern development should be used together to promote growth.

With this being said, if you agree, Poland can officially recognize Tanzania's sovereignty publicly alongside Tanzania's recognition of Poland's."
