"Good day, my name is Dick Spring, I am the Minister of Foreign Affairs for Ireland. We would like to establish an Embassy between our nations. From there I believe our Ambassadors can discuss Trade and Visas."

The call would automatically run through an encrypted line at the Foreign Office before being received, with the call wired directly to Foreign Minister Kikwete Office.

The phone would ring , being preoccupied, Kikwete would let the phone ring for a couple of time before answering.

"Hello, this is the Foreign Minister speaking.......ah Minister Spring, its good to speak with you. Yes of course, a diplomatic mission would surely make such discussions easier, if that is something you wish to consider. I will have my office draw up plans to establishing an embassy in Dublin. We will allow you to establish a mission wherever you feel is best, though I do recommend Dar Es Salaam."

"We will definitely take the recommendation and would like to set up an Embassy in Dar Es Salaam. We have the perfect building for your Ambassador here in Dublin located at 57 Fitzwilliam Square N, Saint Peter's, Dublin, Ireland. We allow 20 Diplomatic Staff, 30 Mission Staff and 22 Security Staff. Security is aloud to be armed however weapons must be registered at Irish Customs. We have assigned Greg Coyle to be our Ambassador to Tanzania."

"Great! Perfect in fact! We will send our team as soon as they've been put together. I do have an excellent candidate in mind for our Ambassador to Ireland, Aziza Akinjide Zawati Odili. She will certainly be an outstanding link between our governments, but I shouldn't promise too much, I have yet to ask her hehehe.
I appreciate the offer but I believe armed security at our embassy in Dublin won't be necessary, I'm sure a security threat is non-existent...and we don't want to scare off possible visitors! I do extend the same offer to yourself however. Usually we wouldn't allow Embassy security staff to carry weapons unless circumstance deem that its absolutely necessary. But the current situation in my neighbouring states worries me and, well there's no such thing as being too careful.
I shall look forward to meeting Ambassador Coyle!"

"Well hopefully Aziza Akinjde Zawati Odili will accept this position, I'm sure she will love it here in Ireland. I do highly encourage your security staff to be armed. We have had recent threats this month and last month with the Irish Republican Army. They are a terrorist organization with the goal to unify Ireland. They have targeted public officials in the past and we want to ensure your citizens and government personnel security here. They have many splinter groups as well. We have our Police at a high alert at this moment and we have made it their top priority to stop these groups."

"Oh...I see, I didn't realise such a high risk of danger. In that case, our security should certainly be armed to an extent.

Now that we've established the foundation of our diplomatic missions, are the other subjects on the agenda such as trade and visa policy something you wish to discuss now?"

"Yes I did want to discuss trade, and visas between our nations. Ireland offers many Goods such as Pharmaceuticals, Machinery and equipment, Natural gas, Copper and Meat/Crops. If anything interest you we are more than happy to trade.

As for Visas, Ireland offers 30 days in country with a 30 day extension that can be approved by your embassy or through our Department of Foreign Affairs'. Stay longer can be discussed but usually at a fee. If a citizen is found to have been in country longer than allotted time they will be detained and brought to your embassy for deportation. After which they will be put on a 90 travel ban to Ireland. It may seem harsh but it rarely happens. Along with this Visa your citizens will have freedom of movement in Ireland. They will have to obey Irish laws while in country as well.

I just want to mention that is our standard visa but we can always amend it depending on how other countries wish to do their visa with us."

"Right, okay. I assume this standard visa is just a tourist visa given its short stay. What rights do Tanzanian citizens have under this visa in the way of work, education, healthcare and so on? And since this is, as you put it, a 'standard visa', I assume that this is issued to all foreign citizens? If that so is the case, then a specific Irish-Tanzanian visa agreement is not what you had in mind, just allowing Tanzanians to apply to Irish visas. Am I correct in saying that?

As for Tanzanian issued visas, we currently have a set list of visa options that are available for all countries and their citizens, including those without an active mission. Now, onto the subject of trade. From what you offer, Pharmaceuticals and Machinery would be most suitable for us. Our exports currently include: Metals, Coffee, Cotton, Gold and Phosphates. In fact, we are the worlds' only country currently active on the export market that exports cotton and phosphates."

As for trade we can most definitely trade you Pharmaceuticals and Machinery in return for Phosphates and Coffee, we would also like to add cotton to that list and we can pay for that export. I feel a monthly shipment for each export should suffice?"

"I see, okay.....I am reading through you visa opportunities. So to clarify, what you're offering is Tanzanian citizens the ability to apply for these visa for a period of up to 30-60 days?

For the cause of improving cultural exchanges, I will propose to you that our Visa Department put aside it's long processing time for the tourist visa and allow Irish citizens to apply and be granted a tourist visa at the airport on arrival in Tanzania. The waiting time between applying and obtaining a visa will obviously be cut down to a matter of minutes, rather then waiting months in advance of a journey to here. Though, the visa requirements and entitlements shall remain the same and all necessary documents should still be submitted for visa.

I'm happy to here that trade can be facilitated. We can certainly ship Phosphate, coffee and cotton to Ireland, but an additional payment for the cotton, on top off the already set tariffs, is not necessary.
A regular monthly shipment is perfect."

"Everything on our visa page is current. They can apply for up to 30-60 days at a time for Short Term Visas.

Unfortunately I do not have to power to stop the Long Term Visas, it has been discussed in the Seanad Éireann however the bill has been put on hold. Our Short Term Visas are usually instant while our Long Term Visas can take up to a month.

As for trade I'm glad we can make this happen. Everything seems to look good to me."

Okay, well I think you have misunderstood me. I meant, I am offering that Tanzania forgo our long visa processing time for tourist visas for Irish citizens and Irish citizens will be able to obtain a tourist visa in the airport when they arrive in Tanzania, if you understand my meaning."
