The Republic of Ukraine gratefully accepts this invitation.

If time allows, we would also suggest talks on regulation of international adoption, human trafficking prevention and prosecution, and guidelines for repatriation of plundered or looted cultural artifacts. Alternatively, this could all be covered under a discussion on international law enforcement cooperation.

We look forward to cooperation with Russia and the international community,

Konstyantyn Ivanovych Gryshchenko
Minister of Foreign Affairs
Ukraine

A security detail consisting of Vympel Spetsnaz in both plain clothes and fully geared would be in place from Sheremetyevo International Airport all the way to Hotel National, Moscow. The road was cleared ahead of time and transport in the form of government owned vehicles was readied. It was nothing fancy, as the contractor had not responded in time. So they would have to be content with Siams and UAZ type vehicles. Despite the inelegance of the solution, it was believed that the Hotel National would more then make up for it. Each plane that arrived would have the full attention of the airport and be given full priority. Convoys were assembled and ready to go as people arrived.

The entire hotel had been rented out ahead of time with more then enough rooms ready for every participating nation. Staff was on high alert. All that needed to happen now was for nations to start trickling in and the next day the events could properly begin. The first arriving being a plane from Yugoslavia SM99 which was given full permissions to land and directions on where to taxi to. A security detail was made ready for them to escort them to the convoy that would take them to the hotel.

The Presidents plane successfully at Sheremetyevo International Airport. They would follow taxi guidelines and all other protocols from the Russian air traffic control.

President Milosevic and his staff would get ready to exit the plane, they would all be in high spirits and look forward to meeting the Russians and other nations representatives. He would follow the security detail and their convoy straight to the Hotel National. On the way he would wonder what whether Comrade Tito would be rolling in his grave right now.

The quaint Romanian plane would land at Sheremetyevo International Airport, following the instructions of the Russian air control.

5 men would step out of the aircraft alongside Ms. Amelia Grasu. 3 were aids, carrying a small collection of binders and writing utensils. The other two were armed guards, wearing body armor and armed with Gewehr 36s. They also wore face coverings and sunglasses. One of the guards would return to the aircraft, while the other would accompany the minister and her aids to the Hotel National. They would all check into their rooms, the guard sharing a single larger room with the three aids, and Amelia getting her own room.

The United States Ambassador to Russia, Andrew Olegovich, arrived to attend the meeting on behalf of the United States. Regretfully, the Secretary of State, Deputy Secretary of State, and several of the under secretaries of state were engaged in other events and discussions around the world, however the ambassador was fully prepared and ready to negotiate and discuss on behalf of his country. He carried with him a briefcase that contained a few fountain pens, some documents, sample treaties, paper, and a notepad.

With President Yushchenko, Prime Minister Yanukovych, and Minister of Foreign Affairs Hryshchenko all caught up in prior commitments, the invitation passed to First Deputy Secretary of Foreign Affairs Kharchenko. He would take two aids with him, Lev Serdyuk and Dmytro Novikov.

After the fit Yanukovych had thrown when told he’d need to fly commercial to Thailand, Kharchenko made a point of booking the absolute cheapest tickets the ministry of foreign affairs could find. A red-eye-flight would serve just fine.

“Is flying Satan’s-den-economy really saving us that much money?” Muttered Novikov as he attempted to jam his suitcase into the overhead bin.

“It’s not our money, it’s the people’s. Flying first class doesn’t help us do our jobs any better.” Kharchenko was already buckled in. He talked past an unlit cigarette as one of the toddlers in the row behind them kicked the back of his seat. “Serdyuk, you got a lighter?”

A baggy-eyed flight attendant turned Novikov’s suitcase and slid it into the overhead with ease. Then she gave him a sharp look that said he better take his seat. “We no longer allow smoking on our flights, sir,” she added, turning away.

Kharchenko scrunched his brow and glanced at both his aids. “What the hell did she mean by that?”

After a two and a half hour delay, the flight would depart Kyiv to Moscow. Their passports and papers would be on hand for when they landed. Once they would arrive at the hotel, the main priority would be rest.

Your Excellency,

The Socialist Republic of Vietnam graciously accepts your invitation, and shall send a delegation to attend your meeting. We shall forward all necessary details once our preparations are complete. Thank you for deeming us worthy of an invitation.

Nguyễn Mạnh Cầm,
Minister of Foreign Affairs

Once a delegation of 10 people, consisting of 8 bodyguards, the representative, and their assistant, had been assembled, their flight details were forwarded to to The Russians, so that they had forewarning of what time they would arrive in Moscow. With such preparations complete, the group boarded a private charter flight and flew commercially to the Russian capital. After arriving, they quickly, and quietly, made their way to the Hotel National, due to being eager to keep their presence on Russian soil discreet.
