Minister of Defence Zarko Broz would privately ask his staff to initiate an encrypted phone call with his Romanian counterpart. The call would be encrypted and done in private. Before initiating the call a private and encrypted fax would be sent to the Romanian government informing them of an incoming call from Yugoslavia.​

You can trust me, I am one of the three second-in-commands for the Department of Defense. I am all ears, mister Broz.

"Mr. Leonardo! A pleasure to speak with you. May I ask if the line is secure and encrypted on your end? You never know who could be listening due to increased scrutiny on your nation.

I would just like to extend support from President Milosevic to the whole of Romania. We understand your struggles and needs. I wanted to let you know that Yugoslavia is prepared to assist you in anyway possible. We can help with your supply needs, a monetary donation or if you have certain needs when it comes to the defense of your nation then we are more than happy to provide you solutions at cost. We are neighbors and transporting goods to you will be fast."

Leonardo would check and confirm the line was secure before listening to the man.

"We thank you for your support- it's nice to see another country with similar beliefs to Romania. In regards to support, once peace is established, we would greatly appreciate a few volunteer workers to help restore Ungheni. As you may know, the Moldovans bombarded the city, killing hundreds of Romanians and destroying whole blocks. Considering the stress this conflict has put on our economy, it would be a great help."

" That is great to hear. We hope that you can all come to a peaceful resolution as soon as possible. We will be more than happy to assist your relief efforts once this is over. I will let the Foreign Minister know and once he is available he'll call you to strengthen our diplomatic relations."

If the Minister didn't have anything else to say, he would end the call.

The Minister of Foreign Affairs was not currently available. The Minister of Defense had mentioned that they would call when available. In order to avoid humiliating the Romanian Head of Foreign Affairs, an aide of the Foreign Minister, Natalia Karicic, would attend to the call on a secure line.

"Ms. Grasu! Apologies for the delay. Thank you for taking the time for speaking with us. We are neighbors and we hope to build a strong diplomatic relationship with your country.

The Treaty of Madrid was a great success, I'm very glad to hear that a peaceful resolution was reached. It is my understanding that you had to pay reparations? Is Romania in need of any aid? Particularly your citizens?

I feel that this is a great opportunity to explore trade agreements and maybe a defense agreement?"

"Yes, yes, hello!" She was calling from her private jet on the way to Russia. "We did have to pay reparations, over a billion dollars. In terms of aid, if a number of volunteers, not military personnel, could be sent to Ungheni we could begin rebuilding the devastated city. The Moldovans truly did a number on it. For trade agreements, once Romania acquires a set of freight trains we will contact you in regards to arranging a deal. We would be very interested in a Defensive pact- Russia and Spain seem to want to play world police. Their governments are disgraces to their history, in my opinion. But I am a mere minister."

"Well, we could send our Partisan Corps? They are technically Military personnel but they have training when it comes to civilian affairs and civilian crises. Ill be more than happy to send some over.

As for trade, we are also purchasing our trading vessels. I think it would be best to discuss in advance our trade agreement. What resources does Romania have to offer?"

"Our main exports are copper ore, coal, petroleum, timber, and textiles. We could also provide machine parts in lower quantities. We are interested in your Plastics and your Iron & Steel."

"I also think it would be viable for us to draft and sign the defensive pact when in Moscow- unless you would rather do it privately."

We would be interested in your textiles. We can most certainly offer our plastics and iron in return.

A defensive pact between the two of us is in our interest. We are not fans of aligning ourselves to a larger global movement because of conflicts of interest."
