I would like to formally open relations with Israel, I believe that both our nations can share and grow a strong relationship, centered around the Mediterranean Sea, for this we are looking to speak to you about trade, diplomacy and possibly a Military Purshace, is this something that you are interested in speaking over the phonecall? Or would you prefer to prepare a state visit to the Kingdom of Spain in the coming days?

The very informal reply from Israel would be taken very well, as such the Secretary of State, would be tasked with phoning the Prime Minister of Israel, Mr. Menachem to open relations a different way. This would be in an encrypted and private phone call. He would wait to be answered.

"This is a matter of Spanish National Security, and our defense department picked two of your systems to help us defend against areal threats, we would like to propose to Israel, that Spain receive a production license of 100 units of the Arrow 2 System, along side 12 units of the EL/M-2080 Green Pine Radars, we believe that this would do great to protect Spanish Civilians against various threats. Especially ICBM's, which most nations are now producing. This of course, would mean that we would be able to produce these system up to that total number, respectively 100 and 12, while you would receive 8,5% of its production cost, meaning your nation would not need to produce them for us, but still receive a large clean profit from this production license. These production rights would be non-revokable until the Republic of Spain had reached those numbers, after that, we would no longer be able to produce them. Would this be something you'd agree on? It would basically mean that Israel would not need to lose profit by producing them for us, and on the plus side Spain would receive this equipment on these terms."
